Emphasizing the special capacity of Mashhad in the field of interpretation and consideration of the Holy Quran, he said: Mashhad has a wide scientific capacity in this field due to its seminary and outstanding professors, which should be used well.

Referring to the seminary's experience in teaching thematic interpretation, Alam Al-Hadi added: In this collection, programs have been planned for students who are interested and have scientific ability in the field of interpretation, so that they can learn thematic interpretation and learn how to extract political and social issues from the verses of the Qur'an and infer from this divine book.

The representative of the jurist in Khorasan, Razavi, stated that Mashhad benefits from capable professors and students with exegetical knowledge, and emphasized the need to use this scientific capital for the development of deliberation in the Qur'an.

Referring to the necessity of improving the level of interpretation education in different educational stages of the seminary, he stated: educational programs should be designed according to the academic level of the students and there should be continuity and scientific progress between the different stages of education.

Alam Al-Hadi pointed out: In order to develop contemplation in the Qur'an, a comprehensive plan should be developed, where the education starts from a specific point and proceeds in an orderly and step-by-step manner. A complete course design with specific steps can provide the basis for the implementation of this program in other cities and centers, including universities.

The representative of the religious jurist in Khorasan, Razavi, emphasized the need to create a Quranic mentality among students and said: "Affinity with the Quran should be formed from the beginning of the education process, and educational programs should be designed in such a way that the Quran has a place in the scientific and social life of people."

He pointed to the experience of Imam Sadiq University (peace be upon him) and added: In this university, before the professors started teaching, students were to recite Surah "Iqra" up to the verse "Allama Al-Insan Ma Lam Ya'alam". This action affected the morale of the students and clarified the purpose and orientation of their studies from the very beginning.

Emphasizing the possibility of implementing such a program in Khorasan Razavi, Alam Al-Hadi said: By selecting short surahs suitable for students' abilities, including surahs "Wal Asr" and "Nasr", collective recitation of the Qur'an can be performed at the beginning of classes.

The representative of Wali-e-Faqih in Khorasan, Razavi added: The implementation of this program from elementary school and its continuation in secondary school will provide the basis for students to become more familiar with the Qur'an and the formation of a Qur'anic mentality.

Referring to the programs for memorizing the 30th part of the Holy Quran in elementary schools, he emphasized the need to strengthen this process and said: Daily recitation of the verses of the Quran, reciting them together and reviewing them can gradually provide students with familiarity with the Quran.

Alam Al-Hadi noted: This program can be implemented in different classes, including math and science, and it can be followed in different academic courses with proper planning.

Cohesive organization is a condition for using the Qur'anic capacities of Mashhad

The representative of the jurist in Khorasan, Razavi, emphasized the vast capacities of Mashhad in the field of Quranic activities and stated: This city has valuable resources in the field of Quran recitation, memorization, concepts, interpretation and meditation, and seminaries and university centers also have significant scientific capacity in this field.

Referring to the capacity of Razavi University of Islamic Sciences and active professors in the field of Quranic interpretation, he added: The existence of Quranic courses, capable professors and active scientific collections has provided a suitable basis for the expansion of Quranic activities in Mashhad.

Stating that the effective use of these capacities requires a coherent management and organization, Alam Al-Hadi clarified: Qur'an reciters, administrators, and memorizers should be organized in specific and active groups, and the central organization should be able to properly manage various departments and committees.

The representative of the religious jurist in Khorasan, Razavi, emphasized the necessity of using capable forces in organizing Quranic activities and added: There are capable people among Quranic reciters, memorizers and activists, whose capacity can be used to strengthen the executive structure of activities.

He pointed out: The Quranic organization should be designed in such a way that it uses the existing capacities well, the activities proceed in an orderly manner, and parallel work and waste of facilities are avoided.

Referring to the necessity of the participation of different groups in this structure, Alam Al-Hadi said: The seminary, the center for mosque affairs, and the endowment organization are among the groups that should play a role in the Quranic organization of the province. The municipality can also participate in providing facilities and supporting activities, but the management of Quranic activities must have a specific and independent structure.

Emphasizing that the title of Quranic province should be accompanied by practical and coherent activities, Alam Al-Hadi stated: Having commentators, Quran meetings and scientific capacities alone is not enough; Rather, these funds should be implemented and provide the basis for the expansion of Quranic activities in the society.

The representative of the religious jurist in Khorasan, Razavi emphasized the necessity of strengthening the Quranic organizations and holding regular meetings of the Council for the Development of Quranic Culture and said: We must use the existing capacities for Quranicization of people and society. The goal is for people to become familiar with the Qur'an and for the Qur'an to flow in their lives. Achieving this goal requires planning and organization, and this structure must be strengthened day by day.
