Government Shortcomings in Implementing Development Plans Must Not Be Overlooked
A member of the parliamentary social commission, criticizing shortcomings in implementing the country's development plans, stressed the need to review government performance and hold officials accountable for unmet goals.
In a conversation with Mehr reporter, Rahmatullah Norouzi criticized the incomplete implementation of the country's development plans and stated: "The country has had various plans for development in the past years, but we have not been successful in implementing some of these plans."
Referring to the emphasis of Imam Khomeini (RA) and the Martyr Leader of the Revolution on the necessity of planning and creating basic infrastructure, he added: Just as after the revolution, various institutions and organizations were formed with the aim of creating the country's infrastructure, in the following, the governments' movement was emphasized based on the laws of the development plan, however, the infrastructure measures suited to the needs of the country have not been fully implemented.
Referring to the first to seventh development plans, the representative of the people of Aliabad Katul in the parliament stated: It should be checked what goals have been set in each of these plans and how much of them have been realized. It is also necessary to evaluate the performance of governments in the implementation of programs and their adherence to the approved goals.
Emphasizing the need to hold the authorities accountable, Norouzi said: "The Martyr Leader of the Revolution emphasized on the implementation of plans at the time of the implementation of the presidents' decrees, but there have been shortcomings in this regard and there should be accountability."
The parliament should follow up on the governments' failure to implement the development plan
Referring to the supervisory duties of the Islamic Council, he said: in addition to legislation, the parliament is also responsible for monitoring the performance of officials and tools such as reminders, questions, and warnings are at the disposal of the representatives. However, it should be investigated why some shortfalls persist despite these tools.
The member of the Social Committee of the Parliament emphasized: Criticisms should not be aimed only at the current government, but the performance of different governments in implementing development programs and fulfilling legal duties should be examined. Wherever there has been negligence, the necessary investigation should be done and the officials should be held accountable for their performance.
The implementation of the cultivation model should be in harmony with the needs and capacities of the country
Referring to the necessity of self-sufficiency and independence of the country, Nowrozi said: Imam Khomeini (RA) and the Martyr Leader of the Revolution always emphasized on self-sufficiency and not depending on outsiders. Therefore, we should check what actions have been taken in the agricultural sector, for example, and to what extent we have been able to approach these goals.
Emphasizing the necessity of formulating and implementing programs that are appropriate to the real conditions of the agricultural sector, he added: the cultivation pattern policy must be properly implemented so that the production of agricultural products is organized based on the capacities and needs of the country.
Referring to the importance of regional planning, the representative of the people of Aliabad Katul in the parliament clarified: Each province should plan based on the land development document and its capabilities. In areas such as agriculture, animal husbandry, poultry and cattle breeding, the conditions and capacities of each region should be taken into consideration.
He continued: Paying attention to nomads and villagers, empowering villages, strengthening the capacity of farmers and developing agricultural transformation industries should have a specific place in the plans. Using the capacities of different regions can help to organize production activities better.
The scientific capacity of domestic experts should be used in the administration of the country
Emphasizing the scientific and specialized capacities of Iran, Norouzi said: the country has the support of Iranian and Islamic civilization and significant scientific power, and the elites, specialists, scientists and creative and innovative academic forces should be used well.
Referring to the capabilities of domestic experts in various fields, he said: The country's progress in some fields has shown that the domestic forces have the ability to achieve important achievements. In the missile field, scientists and commanders such as Martyr Hajizadeh and Martyr Tehrani Moghadam, as well as Martyr Qassem Soleimani, played a role in various fields, and the capabilities of the country were displayed in the field of defense.
The member of the social commission of the parliament added: The country has talented scientists and educated people, whose knowledge, expertise and compassion can be used to advance affairs. The effective presence of these forces must be provided in the managerial and executive fields.
Managers must have commitment and expertise at the same time
Emphasizing the necessity of giving field to the youth and elites, Nowrozi said: expert, creative and innovative people should have the opportunity to play a role in the administration of the country. Assigning responsibilities based on relationships and rent, instead of merit, hinders the formation of efficient management.
He clarified: mere expertise is not enough and commitment alone is not enough either; Managers must be both committed and have the necessary expertise. Choosing people with these two characteristics can help improve the performance of devices and better use of the country's capacities.
People's representative of Aliabad Katul in the parliament, stating that there is still time to improve affairs and overcome problems, said: overcoming difficult conditions requires proper use of scientific and specialized capacities of the country.
At the end, referring to the capabilities of the armed forces and domestic experts, Nowrozi emphasized: the country's achievements by relying on internal capabilities show that there is the necessary capacity for progress; But in order to take full advantage of these capabilities, the space must be opened for the presence and activity of youth and elites.
