He expressed his hope that with the new managers and colleagues, the speed and quality of judicial services will increase and the clients will leave the judicial complex with more satisfaction.

People's satisfaction is the most important result of serving in the judicial system

The Chief Justice of Tehran province emphasized that the main goal of the judicial system should be to achieve justice, implement justice and resolve people's problems, and stated: Many people who refer to the judicial system are trapped and in pain, and sometimes they refer to us out of desperation and because of the injustice that has been done to them.

He added: We should appreciate the opportunity to serve the people; Because sometimes a person shows his satisfaction when his problem is solved, even without saying a word, and this satisfaction and happiness of people determines the value of our work.

Emphasizing the necessity of purposeful movement in the direction of achieving organizational goals, Etbati stated: improving services requires planning, proper planning, coherence, cooperation, synergy and using the capacities of all departments, and we must act in such a way that people feel the result of the efforts of the judiciary in their lives.

Smart referral of cases should be implemented in all judicial units

Referring to the programs of the judiciary in the field of intelligentization of services, Etbati considered the intelligent referral of cases and electronic guarantee as important issues that should be seriously included in the agenda of the judicial units of Tehran province.

Referring to the trial implementation of smart referral in the Court of Appeal of Tehran Province in September and its public announcement in October, he said: After the initial implementation, problems arose in the field of network capacity and bandwidth, and these problems have been corrected. However, the performance of judicial units in the implementation of this plan is still far from the expected level.

The Chief of Justice of Tehran province, emphasizing that smart referral is one of the issues emphasized by the head of the judiciary and is also taken into consideration in the evaluation of the performance of the units, demanded the continuous follow-up of this program by the relevant officials.

Referring to the effects of this plan in reducing manual and administrative activities related to the distribution of cases, he noted: In some departments, including the Court of Appeal, the implementation of smart referral can free a number of administrative and judicial forces from direct conflict with the process of referral of cases so that this capacity can be used in the process of handling and serving the people.

Etbati also emphasized the necessity of the full implementation of this program in the judicial complexes and city areas and demanded that the relevant officials review the progress of the work by setting a schedule.

Referring to the beginning of the implementation of electronic guarantees in judicial units, he emphasized on the removal of executive obstacles and the maximum use of electronic capacities to facilitate people's affairs.

He stated that in some judicial units, after years of activity, it may be necessary to change the composition of the branches or their specialized areas, and he clarified: it is necessary to continuously review the performance of the specialized branches and, if necessary, by changing the areas of activity of the branches, transferring the forces or training the judges, the quality of the proceedings should be improved.

Referring to the examination of a number of cases related to the municipality, Etbati emphasized the need for more accuracy in handling cases related to public rights, public property and treasury and demanded more careful monitoring of documents, ownership documents and legal processes.

The Chief Justice of Tehran province stated that the specialization of the branches alone is not enough to guarantee the quality of proceedings, and noted that: in addition to the expertise of the judges, the level of their expertise in the issues, educational needs, work health and sensitivity towards public law and public funds should also be taken into consideration.

He also emphasized the necessity of examining important cases with the cooperation of relevant judicial officials, so that while preventing the violation of the rights of individuals, the process of dealing with cases is followed carefully, healthily and in compliance with legal standards.

Emphasis on examining cases related to the municipality and protecting the rights of citizens

Referring to some cases related to urban management, Etbati called for a more detailed examination of the performance of the legal and regulatory departments in defense of public rights.

The head of justice of Tehran province also emphasized the necessity of cooperation between judicial departments, prosecution and specialized units to investigate important cases and demanded that sensitive cases be handled and monitored more carefully.

At the same time, he clarified that the purpose of these inspections is not to illegally guide the outcome of the investigation, but to ensure that people's rights are respected and that no citizen's right is violated.

Organization of human resources and rotation of forces in judicial units

Referring to the necessity of strengthening judicial units, the head of justice of Tehran province considered it necessary to organize human resources and proportional distribution of forces based on the actual needs of each complex.

He stated that the existing capacities in the province should be used to strengthen various departments, and demanded to carry out job evaluations and check the situation of human resources in complexes, prosecutors' offices and courts.

Emphasizing the need to rotate forces and prevent people from staying in some positions for a long time, Atbati said: the capacity of judges should be used in different departments and according to the needs of the units, the field of transfer and benefit of the experience of the forces should be provided.

He also emphasized the need to strengthen the courts and courts of Tehran province and demanded to review the situation of the judicial staff, especially in the prosecution and investigation department, so that the capacity of the forces is managed in such a way that the needy units do not face a shortage of forces.

Referring to the necessity of examining the available capacities in the judicial department, the Chief Justice of Tehran Province emphasized the need to plan for the use of these forces in different judicial departments and requested the cooperation of human resources officials to identify deficiencies and provide implementation solutions.

He added: rotation of manpower and use of existing capacities, in addition to strengthening the units in need, can prevent stagnation and decrease in dynamism in the complex, and the managers of judicial units should provide the path of promotion and rotation of forces from the prosecutor's office to the courts of first instance and appeals and the Supreme Court in cooperation with the vice president of human resources.

Distribution of experienced judges and planning to reduce the backlog of cases

In another part of his speech, Etbati emphasized the necessity of proportional distribution of experienced judges among different departments, referring to the difference in the volume of cases and the capacity of human resources in judicial complexes.

Referring to the observation of the situation of some complexes, including the units that use the capacity of a number of judges in the execution of sentences, he demanded a more detailed examination of the proportion between the number of forces and the workload in each department.

The head of justice of Tehran province emphasized: the capacity of judges who have a history of hearing and issuing judgments should be used in such a way that the examining branches also have experienced staff and the distribution of staff is done according to the real needs of the complex.
