The Head of Islamic Azad University said: One of the common pitfalls of planning in higher education has been that goals remain at idealistic levels, locked behind managers' doors. In the new strategic plan, we have consciously set this flaw aside. The major difference in this framework is that the plan has a five-year horizon, but its implementation is carried out year by year, through one-year operational plans.
