Army Responsible for Defending Territorial Integrity, Independence and Islamic Republic System

The chief of staff of the army said: According to Article 143 of the Constitution, the Islamic Republic of Iran Army is responsible for defending the territorial integrity, independence, and system of the Islamic Republic of Iran.

According to Mehr reporter, Admiral Habibullah Sayari, Chief of Staff and Deputy Coordinator of the Army, on Thursday 23rd of Mehr, at the ceremony honoring the army nurses held at the Army Nursing College, conveyed the warm greetings of the Commander-in-Chief of the Army to the attendees and wished the Supreme Commander-in-Chief health and success.

Admiral Sayari further pointed to the personality traits of Hazrat Zainab Kabri (PBUH) and stated: faith, commitment, stewardship, selflessness, piety, motivation and effort in the field of Jihad explanation are among the characteristics of this great lady of Islam. The lady who led the Ashura caravan and broke the enemy's back with her speeches.

He added: When we match these characteristics with the expectations we have from the nursing community, the importance of naming the anniversary of the birth of Hazrat Zainab Kabri (PBUH) as Nurse's Day becomes clearer. This choice shows the high spirituality and selflessness of the nursing community.

The Chief of Staff of the Army stressed the necessity of rereading the identity and past experiences and said: Every year new people are added to our group; Therefore, it is necessary to refer to our identity, history and past activities throughout the year and take advantage of the experiences and successes gained.

Admiral Sayari explained the missions of the army and stated: According to Article 143 of the Constitution, the army of the Islamic Republic of Iran is responsible for defending the territorial integrity, independence and system of the Islamic Republic of Iran. The defense of territorial integrity also includes the defense of land, air and sea borders of the country.

He continued: In order to carry out this important and great mission, the needs of the army must be provided. If we examine the missions provided in the constitution and the activities of various institutions of the country, there is nothing more important than this responsibility.

The deputy coordinator of the army considered manpower and equipment to be the two basic requirements for the implementation of the army's missions and said: The first requirement is to provide manpower equal to the organizational tables and the second requirement is to have equipment. Of course, there are other requirements that do not fit into the time of this meeting.

Emphasizing that the execution of the great missions of the army requires quality manpower, he stated: The manpower of the Islamic Republic of Iran Army must be faithful, committed, selfless, province-oriented, martyr-seeking, knowledgeable, motivated and healthy.

Admiral Siari added: If the human force does not have the necessary quality, especially health, how can we expect the army to perform its mission well in all weather conditions, in different regions of the country and at all times? Healthy and quality people can take this responsibility.

He noted: This issue is not limited to the army; The growth of any organization depends on the quality of its human resources. If the employees of an organization do not have the necessary characteristics and quality, that organization cannot perform its mission properly.

The Chief of Staff of the Army continued, quoting a memory of presenting a report to the Martyr Leader about the Navy's equipment, and said: At the end of that report, he emphasized that people are more important than equipment; Because if we have all the advanced equipment in the world, but we don't have the quality human power to use them, this equipment will be wasted.

He continued: On the other hand, if we don't have the equipment, but we have quality human resources, this human capital can build the equipment and use it well. This view clearly shows the importance and position of human resources in the progress of organizations.

Admiral Siari further explained the steps of recruitment of human resources in the army and stated: After the call is published, the volunteers will participate in the test and then pass the initial and specialized examinations and various interviews in order to join the staff of the Islamic Republic of Iran Army after passing the selection steps.

Emphasizing that health is one of the most important indicators of recruitment and selection of human resources, he added: The evaluation of this indicator is the responsibility of the health and treatment complex. This group must be careful in all stages so that the healthiest young people are recruited to serve in the army. The more accurate we are in this field, the more suitable manpower we will have in the future to carry out the important mission of the army.

The Chief of Staff of the Army continued: The responsibility of healthcare is not limited to the recruiting stage; Rather, during 35 years of service and even more, maintaining the health of employees is the responsibility of this group. Care, control, monitoring and implementation of health and medical measures must be continued throughout the service and even after the end of the service.

Maintaining the health of employees increases the defense and deterrence power of the country

Admiral Siari stated: The role of the army's health and treatment in maintaining the health of the employees will improve the country's defense and deterrence capabilities. As the defense power increases, the deterrence will also increase and this is where the essential role of the health and treatment complex shows itself.

He added: This issue clarifies the importance and place of healthcare in the organization and structure of the army. All members of this group and loved ones who work in the field of health and treatment all over the country have such a high position.

Performing major surgeries with minimal facilities in holy defense

The deputy coordinator of the army, reviewing the services of the medical community during the Holy Defense period, said: At the beginning of the war in 1359, we did not have much experience in the field of managing the health situation and treating the war wounded, but later, large operations such as Saman al-Aima (a.s.) and Bait al-Maqdis were carried out, and the health and treatment complex assumed a heavy responsibility.

Referring to the conditions of the Jerusalem operation, he said: This operation lasted for 26 days in the heat of about 50 degrees in Khuzestan, and nearly 6 thousand martyrs were sacrificed. It should be seen how the health and treatment complex provided relief to the wounded and evacuated the martyrs in that heat and under the enemy's artillery and mortar fire.

Admiral Siari continued: We should not imagine that at that time, extensive facilities and modern equipped hospitals were available. The healthcare community performed the biggest surgeries on the battlefield with the least facilities and saved many lives.

Referring to an example of the conditions of the medical establishment in the 5th Mehr operation of 1360, he said: Our medical facility was under a road bridge; That too in the situation that the roads of that time were not like today's highways and even passing two cars next to each other was difficult. In such an atmosphere, the medical community treated the injured and saved human lives with minimal facilities.

The Chief of Staff of the Army emphasized: These measures were the result of God's help, appeal to the Imams of Athar (AS), great effort and self-sacrificing spirit of the health and treatment complex.

Discipline and selflessness of the army medical staff in dealing with Corona

Referring to the health and treatment performance of the army during the Corona era, he said: The documents show that the army health and treatment complex achieved very good results in dealing with the Corona virus. According to the presented statistics, the death rate of patients in some hospitals outside the army was around 18-19%, while this rate was around 5-6% and even lower in army hospitals.

Admiral Siari considered this performance to be the result of order, discipline, interest, sacrifice and selflessness of the staff and added: The medical staff knew that they were also in danger when dealing with the patient. This was a serious risk and we offered martyrs on this path, but our colleagues stayed on the job to improve the patients.

Creating a 2,000-bed convalescent center in 72 hours

Referring to the creation of a convalescent home for corona patients in Tehran, the Deputy Coordinator of the Army said: At the height of the holidays, within 72 hours, we created a 2,000-bed convalescent home at the Tehran exhibition site and it is ready for operation.

He added: One of the most important results of this action was strengthening the morale of the people of Tehran. People saw that everyone was standing and the facilities were ready for service. Our actions in crises give morale to people and if we don't have morale ourselves, we cannot give morale to the society.

Admiral Siyari continued: These measures make people feel good and know that there is a group to help them.

Continuation of service of army hospitals and clinics during the Ramadan war

Referring to the medical services of the army in the 40-day Ramadan war, he stated: All our hospitals and clinics served in this war and these services are still ongoing.

The Chief of Staff of the Army also emphasized the necessity of the preparation of medical centers during Nowruz holidays and said: In these days, there are always concerns about the response of hospitals in case of accidents, but the army medical complex is ready to respond and provide services with proper planning and utilizing the capacity of each employee.

He pointed out: Your presence and preparation gives spirit to the people and putting service to the people on the agenda is a very valuable action.

Paying attention to the identity and benefiting from the experience of veterans; Characteristics of a successful organization

In the continuation of his speech, Admiral Siari explained the characteristics of a successful organization and matching it with the health and treatment system of the army and stated: A successful organization pays attention to its identity and past. It is very important to review the valuable healthcare measures of the army since the victory of the Islamic Revolution until now, and we should make good use of the experiences of this path.

He added: "Doctors and all healthcare workers should study the actions of their predecessors and veterans, especially in the eight years of holy defense, and benefit from their experiences." It is impossible to ignore and review the measures that have led to the best services with the least facilities.

Emphasizing the necessity of knowing the organization's mission, the Chief of Army Staff said: A successful organization knows its mission and adjusts its path and roadmap based on it. The army health and treatment complex should also make its mission the basis of planning and movement.

He continued: Knowing the strengths and weaknesses, as well as opportunities and threats, is another characteristic of a successful organization. An organization that does not know its strengths and weaknesses cannot follow the path of success properly; In the same way, proper planning is not possible without knowing the opportunities and threats.
