Jokar: The management of the urban unit will be realized by amending the Municipalities Law
Yazd- The representative of the people of Yazd in the Islamic Council announced the drafting of the plan to amend the Municipalities Law with the aim of reducing the parallel work of the institutions and gradually handing over related tasks to the municipalities.
According to Mehr reporter, Mohammad Saleh Jokar, on Friday morning, at the 128th meeting of the Assembly of Mayors of Iran's Metropolitan Cities, which was hosted by Yazd, referring to the issue of the elections of the Islamic councils of the city and the village, stated: The suspension of the elections was done due to the security conditions of the country, and despite the end of the war, the threats still remain. Therefore, it is important to determine the task of the election situation for mayors and Islamic councils.
He added: After the follow-ups and correspondence, proposals were made to hold elections in some cities according to their facilities and conditions, but we opposed holding elections in a limited manner and we believe that this process should be carried out throughout the country.
The representative of the people of Yazd, Ashkazar, Zarch and Nadushan in the Islamic Council continued: To hold the elections, the regions of the country have been divided into three groups and three proposed dates have been considered, but we are still waiting for the issuance of the final permission by the Supreme National Security Council.
The necessity of determining the duties of municipalities
Referring to the capacities of the law of the 7th plan of progress for urban management, Jokar clarified: the implementation of article 85 of this law and the formation of the union of municipalities are among the issues that must be determined. This union can play an effective role in fulfilling the tasks assigned to the municipalities, and we hope that the preparations for its formation will be provided as soon as possible.
He also pointed to the issue of comprehensive human resources management system of municipalities and said: Determining the task of paragraph "G" and implementing the comprehensive human resources management system in municipalities are other important issues that must be resolved so that the situation of municipal employees in the field of recruitment, salaries and benefits, and retirement becomes more clear.
The representative of the people of Yazd in the Islamic Council, emphasizing the need to create coordination in urban management, said: One of the existing problems is the parallel activities of different institutions in the cities, which causes differences in decisions and confusion of the people. We must move towards a direction where there is a specific management in every city and an authority responsible for urban issues so that people's affairs are not delayed.
Amendment of Article 55 of the Municipalities Law for integrated urban management
Referring to the follow-ups carried out by the government, the Ministry of Interior, the parliament's commissions and the parliament's research center to amend the laws related to urban management, Jokar noted: the amendment of Article 55 of the Law on Municipalities and the addition of new clauses to it are on the agenda in order to provide the basis for the realization of urban unit management.
He added: In this plan, municipalities are graded into four groups according to their executive power and capacity, and a period of one to five years has been considered for the transfer of duties and responsibilities that can be delegated to them. The implementation of this process will also be followed up through the transfer council foreseen in the plan.
The representative of the people of Yazd, Ashkazar, Zarch and Nedoshan in the Islamic Council, referring to the range of tasks that can be delegated to municipalities, said: parts of urban services and infrastructures in areas such as water, electricity, gas, sewage, sewage, rivers, cultural centers and cultural centers, and information technology infrastructures can be delegated to urban management within the framework of this plan and by foreseeing the necessary mechanisms.
Jokar continued: In the planned structure for the transition council, representatives of the responsible agencies and ministries will be present, and the internal affairs commission of the country and the councils will also have a supervisory member so that the process of transferring duties is carried out in coordination between the agencies.
He expressed his hope that with the completion of the legal procedures, the urban management reform plan will be approved in the parliament and the basis for the gradual handing over of related duties and powers to the municipalities will be provided.
Offer to supply goods at zero percent rate in municipalities
In another part of his speech, referring to the need to support people's livelihood, Jokar said: Considering the increase in living costs and the limitation of household income, municipalities can play a role in creating supply centers for goods needed by people at a zero percent rate, in addition to their service duties.
He added: If municipalities and metropolises take the initiative in this field, it is possible to prepare the ground for the implementation of this plan by formulating a legal mechanism so that more services are available to citizens.
In the end, the representative of the people of Yazd, Ashkzer, Zarch and Nadoshan in the Islamic Council emphasized the need to use the capacity of municipalities to organize urban affairs, reduce the parallel work of departments and accelerate the provision of services to citizens.
