Legal Action Against Unauthorized Construction in Keshkan River Buffer Zone

Poldokhtar – Head of the Poldokhtar Water Resources Department announced legal action against unauthorized construction within the buffer zone of the Keshkan River.

According to Mehr reporter, Akbar Mehri explained the measures taken to reduce the risk of flooding in the meeting of the working group to prevent illegal constructions in Poldakhtar on Tuesday evening and stated that the preparation of the executive bodies, the modification of non-standard structures and the prevention of taking over the bed and privacy of rivers are among the requirements of possible flood risk management.

Long-term forecasts do not mean that floods will occur for sure

Referring to the possibility of a change in the pattern of rainfall this fall and the issue of the "El Nino" climate phenomenon, the head of the Water Resources Department of Poldakhtar said: Although the possibility of extreme rainfall due to this phenomenon has been raised, long-term meteorological forecasts are associated with uncertainty and the occurrence of severe floods cannot be considered certain.

He added: The El Nino phenomenon is formed due to an unusual increase in the temperature of the waters of the central and eastern parts of the tropical Pacific Ocean, and by changing the general circulation of the atmosphere, it affects the temperature and precipitation patterns in different regions of the world. However, its effect on Iran's weather conditions is not direct and definite.

Emphasizing the necessity of avoiding the publication of undocumented news about the state of rainfall, Mehri continued: the experience of 1402 showed that projecting the possibility of El Niño and extreme rainfall does not necessarily mean the realization of these predictions; Therefore, scientific planning, water resources management and preparation for different scenarios should be on the agenda.

Dredging double the share determined in Poldakhtar

Explaining the role of Lorestan's executive bodies in dredging emergency sections of rivers and natural channels, this official said: According to the country's crisis management plan, Lorestan Province's share of dredging operations is 50 km, of which 20 km is the responsibility of the regional water company, 13 km is the responsibility of the municipalities, 8 km is the responsibility of the Housing Foundation, and 10 km is the responsibility of the Road and Road Transport Department.

He clarified: The share of Poldakhtar city from this operation is set at 2,500 meters, but the Lorestan Regional Water Company, using rented machinery and equipment, has so far dredged two kilometers of natural channels, which is equivalent to twice the share set for this company in the city.

Mehri reminded: This operation was carried out in the villages of Khorsdar Sofeli and Golgol. So, in Lower Khorsdar, a section 500 meters long and 10 meters wide and in Golgol village, a section 250 meters long and 20 meters wide has been dredged.

Pointing to the continuation of dredging operations in the urban area of Poldakhtar, he added: dredging of the flood bed of the river in the area of the Seventh Tir and Shohada Dolat bridges, in an area of 15 hectares and in an area of 1,000 meters in length and 150 meters in width, is being carried out in the form of Article 43 of the production and infrastructure financing law and with the mechanism foreseen for cooperation with the municipality of Poldakhtar.

The safe passage capacity of floods in the city is about four thousand cubic meters per second

Referring to the measures taken to increase the city's safety against possible floods, the head of Poldakhter Water Resources Department said: The current capacity of the safe passage of floods in the city limits is estimated at about four thousand cubic meters per second.

He considered the presence of protective walls and the annual implementation of dredging operations under the supervision of the regional water company as effective measures in reducing flood risks and noted: Completing the operation of organizing and dredging high-risk areas plays an important role in increasing the safety factor and reducing the possibility of damage to residential areas and public facilities.

Mehri also announced dredging operations in the villages of Dareh Khazineh, Sarab Jahangir and Babazid and said: These measures were carried out using the equipment of the Road Transport and Highways Department and village officials.

According to him, a section 130 meters long and 10 meters wide has been dredged in Dareh Khazineh village, a section 850 meters long and 10 meters wide in Sarab Jahangir, and a section 100 meters long and 10 meters wide in Babazid.

lack of credit; Obstructing the complete organization of accident-prone areas

The head of Poldakhtar Water Resources Department emphasized the need to provide financial resources to complete the preventive measures and stated: Currently, the regional water company has not received a specific credit from the provincial and national sources for the full implementation of dredging operations and the organization of emergency and accident-prone points of rivers and natural channels.

He added: Considering the possible flood risks for bridges, roads, public facilities, fish farms, agricultural lands and urban and rural settlements, the necessary correspondence has been done with the vice-president of construction of the governorate and the management and planning organization of the province for the allocation of special credit.

Warning about non-standard rural bridges

Referring to the necessity of reopening the water flow path and preventing the roads from flooding, Mehri said: dredging operations of natural channels in the range of 100 meters upstream and downstream of the bridges in the villages of Paalam, Derekhazineh, Chamghardab, Sarabjehangir, Babazid and Morani have been carried out using the machinery of the Road Administration and under the supervision of the river engineering experts of the regional water company.

He stated that the periodic inspection of bridges and intersection structures before the rainy season is one of the requirements of crisis management, and continued: In the joint visits of experts, it was found that the bridges of Morani, Baba Bahram and Abtaf waterfalls are facing problems in terms of design and technical specifications, and things like erosion of foundations and narrowing of the track width have been observed in them.

The head of Poldakhtar Water Resources Department added: Road and Road Transport Department has committed to redesigning and completely renovating these three structures using the funds approved in 1405.

He stated: In the basic design of bridges, factors such as flood flow estimation with appropriate return period, deep foundation design, use of resistant materials, flow speed check and sediment management should be taken into consideration in order to ensure the safety of structures and traffic on communication routes.

The responsibility of the municipality and village councils in dealing with unauthorized constructions

Referring to the state of the Kashkan river bed and boundary, Mehri said: the detailed plan of Poldakhtar city has been approved and notified by the Supreme Council of Urban Planning and Architecture, and the boundaries of the Kashkan river bed and boundary have also been specified in official maps and provided to the municipality.

He pointed out that the regional water company has identified the unauthorized constructions located in the Keshkan River bed and the boundaries of the city of Poldakhtar and has provided the list of violators to the public prosecutor and the city and municipality.

The head of Poldakhtar Water Resources Department emphasized the necessity of assigning responsibility for construction violations and said: prevention of unauthorized constructions and implementation of legal orders within the city limits is done within the framework of the municipality's duties and in compliance with legal regulations. Also, the villagers are obliged to prevent any unauthorized construction in the river bed and privacy within the boundaries of the villages by using the legal capacities, including the Article 99 commission and based on the approved Hadi plan.

He emphasized: Identifying and dealing with unauthorized constructions in riverbeds, natural channels and other waterways outside the boundaries of urban and rural settlements is also one of the duties of the regional water company.

Referring to the law on fair distribution of water approved in 1361 and the regulations related to river bed and privacy, Mehri reminded: the bed of rivers and natural channels are considered private and the responsible bodies must prevent illegal occupation and construction in these areas within the framework of their legal powers.

In the end, the head of Poldakhter Water Resources Department said: Prevention of unauthorized constructions, completion of dredging operations, modification of non-standard structures and provision of required funds should be followed with the coordination of executive bodies in order to increase the safety of citizens and infrastructures of Poldakhter city while reducing possible flood damage.
