The report of the Ministry of the Interior of France tells about the death of 111 women in deadly violence between couples in 2025 and the inadequacy of protective support, despite the history of violence and the complaints of some victims.
According to Ambassador Arjan of Euronews, the French Ministry of Interior announced in its annual report on deaths caused by violence between couples in 2025 that 136 people died in these incidents. Although this figure has decreased by about one percent compared to 138 deaths in 2024, women still have the largest share of victims and the number of women killed has increased. According to this report, on average, one person in France is a victim of deadly violence in emotional relationships every three days.
women; The main victims of deadly violence
In 2025, 111 women were killed by their ex-husbands or romantic partners; A figure that is four percent higher compared to 107 women in the previous year. Women make up 82% of all victims. In contrast, the number of men killed has decreased from 31 in 2024 to 25 in 2025.
This report also recorded 445 cases of attempted murder in relationships between couples, which indicates an increase in this type of violence.
Separation and argument; The underlying factors of violence
Examination of the cases shows that men make up 82% of the people prosecuted in these incidents. Arguments with 36 cases and separation or divorce that one of the parties did not accept with 30 cases have been the most important factors behind murders.
In 76% of cases, fatal violence occurred in the couple's home or the victim's residence. Cold weapons were used in 58% of cases and firearms in 34% of cases.
The consequences of these violence are not limited to the direct victims. In 2025, 106 children and teenagers lost their father, mother or both parents. Also, 9 cases of infanticide have been registered in the context of marital disputes.
Advance warnings and insufficient support
One of the important points of the report is the history of violence in some of the cases. 37% of female victims had experienced violence before. Among these women, 61% reported cases of violence to the police or gendarmerie, and in this group, 88% filed an official complaint.
Despite these records, protective tools were very limited at the time of the crime; Only one victim had access to the "serious danger" hotline and another to the alert button. Also, in 36% of cases, the victim or perpetrator of violence was under the influence of substances such as alcohol, drugs or psychotropic drugs.
Approval of the plan to deal with gender-based violence
In France, a comprehensive plan to deal with gender-based and sexual violence has been developed with the support of eight political groups. This project was proposed after public protests following the kidnapping, rape and murder of an 11-year-old girl named Liana.
Among the provisions of the plan, we can mention the prevention of premature closure of complaint cases, setting minimum requirements for investigations, forming specialized police units and special judicial departments, and providing medical services to children and adolescents under 18 years of age who are victims of violence. Also, mandatory annual interviews in schools are planned from 2032 to better identify cases of violence.
The French National Assembly has approved this plan with 503 votes in favor and no votes against. The bill now goes to the Senate for consideration.
