Environmental monitoring of Fars industries has started

The environmental monitoring of Fars Industries is followed by intrusive visits and performance reviews of production units, while controlling polluting sources, complying with legal requirements, and reducing the consequences of industrial activity on the health of citizens are still among the most important concerns in the field of environment; An issue that has put Fars Cement Factory and Morvdasht Sugar Factory in the focus of experts' investigation in the latest regulatory measures.

According to Ambassador Arjan, although the activities of industries and factories constitute an important part of the production and employment cycle, the environmental consequences of the activities of some industrial units have always been one of the serious challenges in managing natural resources and maintaining public health. The release of industrial pollutants in the air, the possibility of contamination of water and soil sources and the establishment of some factories in the vicinity of population areas have revealed the necessity of continuous and accurate monitoring of the performance of these units more than in the past.

Fars province is not exempted from this challenge due to having various manufacturing industries; Especially, the activity of large industrial factories near residential areas increases the sensitivity of monitoring the level of pollution and the implementation of environmental obligations. In such a situation, periodical and intrusive monitoring can lead to tangible results that, in addition to identifying polluting sources, provide the basis for modifying production processes, using pollution reduction technologies, and effective implementation of laws.

The latest actions of the Fars Department of Environmental Protection in two industrial units, i.e. Fars Cement Factory and Marovdasht Sugar Factory, indicate the continuation of these supervisions; The visits in which, in addition to examining pollution indicators and production processes, issues such as environmental self-declaration, payment of pollution duties and the process of transferring one of the industrial units outside the current scope of its activity have been considered.

Fars cement factory in the center of surveillance

One of the important axes of the recent monitoring has been the investigation of the environmental condition of the Fars cement factory; An industrial unit that, in addition to controlling the pollution caused by its activity, the issue of its transfer to Khorrameh city is also on the agenda of the officials.

Based on this, during the last week, two intrusive visits were made to the Fars cement factory in the presence of Qasim Nahavandi, the deputy of the human environment of the Fars Department of Environmental Protection and monitoring experts.

During these visits, the condition of the outlet of the factory's chimney was examined through sampling, and the experts, in addition to evaluating the control room and data recorded in the online monitoring system, also examined various parts of the production process in terms of compliance with environmental standards and requirements.

The importance of these investigations is because the pollution control of industries is not limited to the external observation of the factory condition, and the evaluation of technical data, sampling of emission sources and checking the performance of control equipment play a decisive role in identifying the real state of pollution.

Ghasem Nahavandi, the Deputy of Human Environment of Fars General Directorate of Environmental Protection, emphasized the necessity of continuing to monitor the performance of industrial units and said: All industrial, production and service units are under environmental monitoring at different hours of the day and night, and if they do not comply with the environmental regulations and considerations, the violators will be dealt with according to the regulations.

Referring to the prioritization of industries in monitoring programs, he added: potentially polluting industries and units located in population centers are prioritized for continuous monitoring due to environmental sensitivities.

The Deputy of Human Environment of Fars Department of Environmental Protection also emphasized that the approach of this group is not only to deal with the violators, but industries that comply with environmental standards and requirements will also be encouraged and supported.

Undoubtedly, environmental monitoring, along with legal treatment of violations, can be a tool to guide industries to improve performance and reduce pollution effects; However, the realization of this goal depends on the continuation of inspections, follow-up of monitoring results and implementation of corrective measures.

The transfer of Fars cement factory to Kharameh is under investigation

Another issue that was noticed during the recent monitoring of Fars Cement Factory was the process of transferring this industrial unit to Khorameh city. An issue that is of particular importance due to the need to reduce the effects of industrial activities on the surrounding environment and population areas.

In continuation of the monitoring measures, Kamran Islamlou, head of Shiraz Environmental Protection Department, along with his monitoring expert, made another intrusive visit to Fars Cement Factory.

In this visit, the production process and the functioning of different parts of the factory were examined, and the relevant authorities were given the necessary reminders about compliance with environmental considerations.

Also, the progress of the transfer of Fars cement factory to Khorameh city was evaluated; An issue whose follow-up, along with the current pollution control of the factory, is one of the axes of monitoring this industrial unit.

In this visit, Islamlou emphasized the necessity of reducing pollution caused by industrial activities, using new technologies and using effective solutions to control pollution.

He also mentioned the cooperation of industries with the responsible institutions as one of the important factors in improving the environment and emphasized the need for production units to pay attention to legal requirements and solutions to reduce pollution effects.

However, examining the transfer process of Fars Cement Factory to Kharamah alone does not mean determining the full implementation time of this transfer, and in the information provided from these visits, no details about the progress of the transfer or the final time of operation at the new location were announced.

From this point of view, clarifying the implementation steps of the transfer, the timing of its realization and the continuation of pollution control until the transfer, are among the issues that can be important in evaluating the results of regulatory measures.

Marvdasht sugar factory under the eyes of environmental experts

In another part of the environmental monitoring of Fars industries, the Maroodasht sugar factory was also monitored by environmental protection experts with the aim of checking the level of compliance with legal regulations and control of polluting sources.

This visit was carried out in the framework of the program to review the environmental status of industrial, production and service units in Morodasht city, and during that, indicators related to compliance with environmental standards and requirements in the sugar factory were evaluated.

Announcing this news, Mojtaba Shokaraneh, the head of the environmental protection department of Morovdasht city, said: During the visit of experts to the Morovdasht sugar factory, indicators related to compliance with environmental regulations and requirements of this industrial unit were checked.

Emphasizing that the continuation of production activities must be accompanied by environmental considerations, he added: continuous monitoring of industries is done with the aim of preventing and reducing water, soil and air pollution, and all industrial units are required to implement periodical environmental self-declaration in accordance with regulations while complying with legal regulations.

The supervisor of the environmental protection department of Morodasht city explained the monitoring method: environmental visits are carried out based on monitoring programs, and in some cases, experts visit industrial units intrusively.

Shokarane also pointed to the legal responsibility of polluting industries located within the boundaries of cities and said: Industrial units subject to the Value Added Tax Law are required to pay their pollution taxes in accordance with legal regulations.

He emphasized: environmental protection, by using legal and regulatory capacities, follows up the control of polluting sources and reducing the effects of their activities on the health of citizens and the surrounding environment.

The issue of periodic self-declaration and payment of pollution fees during this visit supports the fact that the environmental responsibility of industries is not only limited to complying with technical standards at the time of inspection, but production units must also be responsible for recording and presenting environmental information and fulfilling financial obligations related to pollution within the framework of legal duties.

Of course, in the report on the monitoring of the Marvdasht sugar factory, details about the pollutant measurement results, the presence or absence of violations and possible corrective measures have not been announced; An issue about which the release of additional information can provide a clearer picture of the environmental status of this industrial unit.

Recent visits to the Fars Cement Factory and Maroodasht Sugar Factory highlight two parts of a common problem; The necessity of creating a balance between the continuity of economic and production activities with the protection of the environment and citizens' health; On the one hand, industries need continuous activity to maintain production and employment, and on the other hand, complying with environmental standards and preventing the release of pollutants is a legal and social responsibility that cannot be sidelined.

In the meantime, sampling the output of chimneys, checking online monitoring systems, controlling production processes, implementing periodic self-declaration and following up on the effects of pollution, each one is considered part of the monitoring tools of the responsible institutions; Tools whose effectiveness depends on how to follow up the results and oblige the offending units to correct their performance.

Also, the investigation of the transfer of Fars cement factory to Khorameh shows that in some cases, the management of the environmental consequences of industries can be tied to the issue of location and establishment of industrial units beyond the control of polluting equipment.

Despite this, what can strengthen public trust in the monitoring process is not only the announcement of periodic and intrusive visits, but also the importance of transparent information about the results of monitoring, the degree of compliance of industries with legal standards, possible violations, and finally corrective measures.

Finally, the continuation of the monitoring of Fars industries can lead to a significant reduction of pollution and more effective protection of people's health when the results of expert investigations become specific executive decisions and industrial units consider compliance with environmental requirements not as a temporary task during the inspection but an integral part of their production process.
