According to the report of Ambassador Arjan Farzad Qalandari, in the meeting of the crisis management headquarters of Ardabil city, which was held with the focus of commemorating the national day of crisis management, pointing out that the purpose of naming this day is to attract more attention of officials and the society to the recognition of risks and improving preparedness, he stated: the basic cycle of crisis management includes the three stages before the crisis, during the incident and after it; If we have codified, comprehensive and participation-based planning in the prevention phase, possible accidents will be contained with the least damage, and accordingly, the cost in the field of prevention is considered a kind of investment and saving resources.

Referring to weather forecasts, climate changes, the possibility of the effects of weather phenomena such as El Nino and the prediction of rains, he emphasized the need for the full preparation of relief and service providers and added: All the executive bodies of the city are required to develop fully practical and operational scenarios for emergency situations; These scenarios should not be limited to paper plans, but their measures should be considered in advance and be able to be implemented in the action scene so that by forming specialized working groups and continuous field visits, all the available power can be used to prevent the occurrence of unfortunate incidents.

Recalling the slogan "Ready people, resilient Iran", the governor of Ardabil emphasized on community education and the concept of safe coexistence with natural hazards and said: informing citizens in a timely manner about how to behave during a crisis is the most basic factor in minimizing risks and damages, and the institutions in charge should prioritize the promotion of public culture in the face of hazards in their programs.

Qalandari also pointed out that the passive defense week is ahead, and called for the presentation of this week's programs in the form of real preparedness assessment maneuvers and noted that: due to the complex and unpredictable nature of crises, service providers must determine exactly how they will guarantee the continuity of vital services to the people in emergency situations; In this regard, compiling the "smart vulnerability map of Ardabil city" and creating a comprehensive database of resistant and non-resistant urban infrastructures and networks is an undeniable necessity for quick, targeted and effective decisions in crises.
