OPEC Says Russia Cut Oil Production by 38,000 Barrels per Day in September

In September, Russia's production quota under the OPEC+ agreement, including its voluntary production cap, was 9.949 million barrels per day.

Moscow, October 13. /TASS/. Russia cut crude oil production by 38,000 barrels per day in September to 8.643 million barrels per day, according to the latest report from the Organization of the Petroleum Exporting Countries (OPEC).

In September, Russia's production quota reached 9.949 million barrels per day under the OPEC+ agreement, which took into account voluntary production limits. As a result, Russia's oil production this month was 1.306 million barrels per day below the target allocation, without taking into account the compensation plan.

Currently, oil production in Russia is limited according to the OPEC+ agreement. From early 2024 to March 2025, Russia's baseline production quota — including voluntary curbs — stood at 8.978 million bpd. This figure does not take into account obligations to compensate for past production surpluses during the voluntary restraint window.

In April 2025, Russia began gradually increasing production month by month in line with the OPEC+ roadmap. In September 2025 – a year ahead of schedule – OPEC+ countries completed the phasing out of the 2.2 million bpd voluntary cut and began removing another 1.65 million bpd of supply curbs to restore the capped volume to the market. By September 2026, these countries have completed the return of this volume to the market. For the rest of the year, previously approved baseline quotas for all OPEC+ countries will apply without additional restrictions, setting Russia's quota at 9.949 million bpd.
