Secretary of the Supreme Council of Cyberspace: In last Dey's incidents, we used one of the technologies and about 80% of Starlink's connectivity in the network was effectively cut off / The remaining 20% also had no significant effectiveness / Starlink cannot be considered merely a non-military communication tool
Secretary of the Supreme Council of Cyberspace, referring to the possibility of managing satellite communications under special conditions, said that during the Dey coup about 80% of Starlink's communication packets were disrupted.
Fars: The secretary of the Supreme Council of Cyberspace, referring to the possibility of managing satellite communications in special circumstances, said that in the January coup, about 80% of Starlink communication packages were disrupted.
The Secretary of the Supreme Council of Cyberspace, referring to the possibility of managing satellite communications, said: From a technical point of view, there are many technologies to manage these communications, and it is not that a technology is unmanageable due to its complexity. If we look at the history of technology, we see that it has always been possible to manage and deal with different technologies through other technologies.
He added: In this context, several systems have been designed to manage satellite communications in special conditions, one of the axes of which is the identification of these communications. Domestic experts have taken good measures in this field, the required products have been prepared and the necessary tests have been carried out.
Referring to the use of one of these technologies in the incidents of January, the head of the National Center for Cyberspace said: At that point, we used one of these technologies and the intended communication was cut off. Foreign reports have also been published in this field. Of course, this action was carried out within a certain range and based on the evaluations and decisions made.
Aghamiri continued: The published reports show that after the implementation of this measure, about 80% of Starlink's communication packages in the network were disrupted and practically cut off, and the remaining 20% did not work significantly. According to him, it is possible to manage these communications both on the user side and on the satellite side.
Stating that these technologies can provide a basis for cooperation with other countries, he said: the country is ready to share the technologies it uses with neighboring countries, and in this field, interactions and synergies are underway at the international level.
The head of the National Center for Virtual Space, referring to the follow-ups of the Ministry of Communications in international forums about Starlink's activity, said: "During the last two to three years, the Ministry of Communications has carried out serious and continuous follow-ups in the International Telecommunication Union (ITU). This international body is responsible for dealing with issues related to telecommunications and has mechanisms to investigate complaints from countries.
Aghamiri added: Iran has presented its complaints and documents many times, and in some cases it has been announced that the activity of this service should be regulated according to international regulations and necessary measures should be taken to stop the activities that violate the regulations.
He continued: This issue was announced to the relevant regulatory body in Norway, which had issued licenses in this field, and also to the American side. However, Iran filed its complaint again following the continuation of this service.
Referring to the argument put forward by the other party regarding the difficulty of identifying the geographical location of users, the head of the National Center for Virtual Space said: This question has been raised as to how it is possible to identify the location of satellite communications in countries like India and China, but such a possibility is not available in Iran.
Emphasizing the importance of national sovereignty and international regulations in the field of frequency, Aghamiri said: the sovereignty of countries over their territory and compliance with the regulations related to the use of frequency spectrum is one of the important principles of the international telecommunication system. According to him, in the last stages of follow-up, the excuses raised have been answered and the hearing authority has also accepted Iran's arguments.
He also announced that the Ministry of Foreign Affairs has sent a serious warning to Norway in this regard and said: This country is expected to take the necessary measures in accordance with international decisions and condemnations.
