Insistence on Multiple Voices and Overlapping Work in Cyberspace Management: Does Pezeshkian Have Sway Over Aghamiri?

On Wednesday, 23 Ordibehesht 1405, the president gave his first vice president a special mission: unified decision-making, preventing overlapping work, and ending multiple voices in managing the country's cyberspace. But on Tuesday, 21 Mehr, five months later, remarks by the secretary of the Supreme Council of Cyberspace showed that multiple voices persist...

Ambassador Arjan; Mehrdad Khadeer- "Whoever you want to touch, they say that he is connected somewhere." That is, they don't let you make decisions based on your knowledge, ability, and efficiency. This is our problem, and in the conversation with both the martyred leader and the current leader, I said that people should be based on merit, not that they are connected to someone; President or someone else."

Only one day after the words of Masoud Bazikian and Shekoh that "they tell you not to touch whoever and wherever they want to touch, there is a sound", Mohammad Amin Aghamiri, the secretary of the Supreme Council of Cyber Space, held a press conference.

While it has been 5 months since the president has handled the new headquarters and the separation under the title of cyber space executive headquarters, and probably Mr. Aghamiri is one of those whom Mr. Bezikian wants to remove and appoint a secretary who is in line with his opening plans, and he is unable to do so, and since it was mentioned that both the late Barebari and the current leadership talked about such managers or secretaries, it can be assumed that the secretary of the supreme council of cyber space is also included. He is at the head of them, because the president himself can act to remove and change governments, and he has no involvement in the dismissal and installation of judicial, military and law enforcement officials and foundations and institutions.

Therefore, the only group of secretaries or managers that the government should work with and they should work with the government, and if they are outside the opinion of the president, there will be a problem are people like the secretary of the Supreme Council of Cyberspace.

In this spring, Massoud Mezikian found out that some people want the Internet to remain disconnected forever and the exception during the crisis should become the rule. Because they publicly said that there is no need for international internet and that the domestic network is sufficient, and whatever the Minister of Communications explained that it is like saying that domestic flights are enough and there is no need for foreign flights, or that we have a road inside the country and it does not need to be connected to international roads. It is impossible that they intend to cook it!

While this was the case, little by little a term called "Pro Internet" came into use. Although it was considered as a temporary solution at first, it became clear little by little that it has turned into a means of earning money and the story is beyond a few special groups and is sold for an amount higher than the real value!

It was from here that the security justification of cutting off the Internet lost color because access to it was provided in exchange for paying money!

The feeling of discrimination grew so high that the voice of the head of the Judiciary came on the 7th of May and demanded to be investigated.

It was in this atmosphere and in the middle of May, that Seyyed Mehdi Tabatabai, the deputy of communications and information of the president's office, announced: "Soon, the president will give a special mission to Mr. Aref to make a special arrangement in the field of managing the current state of the Internet in the country."

He reminded: "The current state of the Internet and what we are facing now, including widespread outages, is neither acceptable nor desirable for the president, nor is it a favorable decision of the government."

Now the president himself was supposed to enter and due to his position as the head of the Supreme National Security Council, it was clear that the internet shutdown was not supposed to continue with the security justification, but how was this arrangement carried out when an institution called the Supreme Council played another virtual space or the decision to shut down was made somewhere beyond the government?

In fact, Internet Pro and the arrival of the head of the judicial system left no doubt that the matter is not limited to the internet disconnection and that this mess must be put an end to, and it was like this that on Wednesday, May 23, 1405, the president of the medical profession gave his first deputy a special mission: to make a unified decision to eliminate the overlap of duties, prevent parallel actions and put an end to multiple voices in the management of the country's cyber space.

The president also listed "compilation and implementation of a comprehensive transformation roadmap in cyberspace governance", "rearrangement of decision-making and decision-making structures, including organizing and improving the efficiency of the Supreme Council Secretariat and the National Cyberspace Center", as well as "establishment of a strategic monitoring system and continuous monitoring of the performance of devices in this area" among the missions assigned to Dr. Aref in this position.

The importance of this ruling was that a new headquarters was being formed, and except for the President, he had stated in his signature: the head of the Supreme National Security Council and all ministries, executive bodies, public and governmental institutions and organizations were obliged to cooperate fully and effectively with this headquarters, and although the National Center for Cyberspace was mentioned, there was no news of the Supreme Council of Cyberspace.

The international internet was connected little by little, and the Supreme Council of Cyberspace almost went to war, and there was no news of its secretary until the news was published that 4 people filed a complaint with the Administrative Court of Justice and considered the headquarters illegal.

They made a plan and it was announced that the headquarters has a consultative role and its approvals are announced in the form of the president's decisions, who is also the head of the Supreme National Security Council and the head of the Supreme Council of Cyber Space.

Rumors indicate that in the following months, the doctors tried to change the Supreme Council's cyberspace to end this parallel work, and it seems that the Deputy Minister of Communications, who is even more coordinated with the institutions outside the government than the minister himself, was considered, but this did not happen, and just 5 months after the President's verdict, Mr. Aghamiri held a press conference on October 21 to say: "We will make a decision and in a derogatory tone about the headquarters headed by The first vice president is supposed to use this interpretation: it is natural to form headquarters for cooperation in different areas, but the decision-maker is the Supreme Council of Cyberspace, and if there is a conflict, it is the authority of the judiciary.

In these words, you see neither the president nor the first vice president. Also, neither the Ministry of Communications, nor the Steering Committee, nor even the Parliament!

He has just announced the publication of the final document of 32 articles on cyberspace, which naturally has nothing to do with the tasks assigned to Dr. Aref in the decree of 23 May, the most important of which is "compilation and implementation of a comprehensive roadmap for the transformation of cyberspace governance". It doesn't get more parallel than this!

It can be predicted that the signature of the president as the chairman of the council will not be the same, and in this case, how will it be official with the signature of the secretary? If the doctors go under the burden of signing it, they have actually voted for the dissolution of the leadership headquarters! Shalam is really soupy!

The simplest interpretation of these events and Aghamiri's insistence that it is me and the bold plan of the Supreme Council of Cyberspace is that the president insists on changing him, he also felt threatened and therefore took steps to describe himself completely outside the relations under the president's supervision.

Or that the force of the doctors has not arrived and both he claims to rule over the virtual space and the leadership headquarters.

All this, however, according to the recent report of the Majlis Research Center, 64% of respondents to a survey said that they use a filter breaker to use foreign messengers, and 56% said that their income decreased when the Internet was cut off.

Accessing filtered messengers with a filter breaker has several clear meanings:

First, the users do not agree with this behavior and do not consider its violation to be ugly, but condemn its doing. When the traffic police or the municipality make a street one-way, the vast majority of drivers comply, and if a driver violates, he faces the protest of the driver and feels ashamed and even apologizes when he is fined. Here, however, it is like turning off the faucet to the thirsty. You can no longer blame them for trying to get water in other ways.

The second meaning is that the notion of governance is not compatible with reality. Imagine if important and influential newspapers were banned the day after Saeed Mortazavi's order in May 1379, they would still be published! In this case, what credit is left for him? What does it mean to filter, but most users use it, and even pro-filtering media are present in filtered messengers, except that the validity of that practice is questioned?

It is enough to mention that Instagram is a filter in Iran, but its market is 88 thousand billion tomans, which means that users' attention turns into money!

These contradictions and realities, and of course the election promise, plus the concern of turning the exceptional situation into a permanent one, left the doctors with no choice but to choose another path and try to organize with the steering headquarters.

Mr. Aghamiri's words yesterday show that the Supreme Council, or at least his person, is taking a different path, and with this in mind, perhaps the statement is correct that the pressure of the doctors did not reach the secretary of this council for any reason, or the federal solutions did not work, and it remains to be seen what measures he will take:

The first option is to dismantle the leadership headquarters and retreat and submit to the Supreme Council of Cyberspace and its secretary, which is a complete failure and retreat, and none of the evidence indicates such a thing. Even if, God forbid, another war breaks out, it is the Supreme National Security Council that decides on a temporary suspension. temporary not permanent In addition, Sattar Hashemi has said two or three times that two important and influential assassinations (Dr. Ali Larijani and Dr. Kamal Kharazi) happened when the Internet was completely cut off, and therefore there is no reason to justify the cut and filter to prevent the enemy's operations.

The second option is to continue trying to change the secretary of the Supreme Council and align or diminish its role, and the third is to join the council and field Arif and the headquarters.

Each of these takes a lot of time and energy from doctors, which is based on interaction, and in the case of the Supreme Council of Cyber Space, it has faced serious resistance.

Amin Aghamiri is the son-in-law of Javad Larijani, but it is unlikely that his resistance and influence is due to this relationship, while Javad Larijani has no special position except the head of the theoretical physics research center. The same center that was among the first on the Internet, and some attribute the disconnection of Adel Ferdosipour's site to it.

Of course, the president still has a winning card, and that is to enter from the point of view of the High National Security Council, as in the case of the compulsory hijab, because although the secretary is a famous person who may think differently from the doctors in terms of political views, he has a long experience in coordinated work in various councils.

Apart from this, Masoud Bizikian can warn that insisting on restrictions will unintentionally and inevitably lead users to Starlink or satellite internet, and in that case there will be practically nothing left to rule the cyberspace until Aghamiri and the Supreme Council say it should be under our control, and Arif and the Steering Committee say we should organize it, and the Ministry of Communications will know within its scope.

The recent interviews and comments of the secretary of the Supreme Council of Cyberspace have once again raised the question of who is in charge of managing cyberspace: the Supreme Council of Cyberspace or the Steering Committee of Cyberspace?

A political activist once sarcastically said about the press, how many codes does God want for a decade, how many places do we have to answer?

His likeness and reduction to Deh was due to the decrease in the circulation of printed publications, while the virtual space and social networks should be seen from the other side. It has become so big that instead of the metaphor of the wind, one should use the metaphor of the wind, which cannot be caught in any noose.

The main problem of doctors with Aghamiri is not because he does not go under the ticket or is not in his team. Because we know that he easily worked with everyone and did not show any resistance to ministers injected from other places and is familiar with good security considerations.

It is that the doctors and the administrative apparatus are limited in the name of management with the aim of solving the problem and with the intention of opening it up. Worse is that it ends up in his name because people don't realize that the Supreme Council has cut off or the leadership staff and all are blamed on the government.
