Poldokhtar Governor: Unauthorized Construction Must Be Halted at the Foundation-Digging Stage
Poldokhtar – The Governor of Poldokhtar stressed that unauthorized construction in this county must be stopped at the foundation-digging stage.
According to Mehr reporter, Mohammad Azizi, on Tuesday evening, during the investigation meeting on unauthorized constructions in Poldakhtar city, which was held in the governor's meeting hall, criticized the indeterminacy of the flooded lands in 2018 and the seizure of river and road boundaries, and called for the immediate assignment of pending cases, intensified supervision of the responsible agencies, and uniform implementation of the law on violators.
Determining the assignment of lands remaining from the flood of 2018
Referring to the non-assignment of some lands and buildings left over from the flood of 2018, Governor Poldakhter said: Despite the passage of several years since the flood, the status of some properties has not been determined and this issue has created problems for the people and the implementation of urban plans.
Azizi added: The people who received land or compensation after the flood and settled in the four-hectare area of Koi Nikan Poldakhter, the status of their previous properties should also be determined so that if the legal conditions are met, it will be possible to acquire the remaining buildings and release the privacy.
Referring to the limited number of these cases, he continued: the municipality, water resources, road and urban development, and the housing foundation should coordinate with each other to follow up the issue of land acquisition and assignment of the remaining buildings. Water, electricity and gas service companies must also act according to the rules after determining the legal status of each property.
Two buildings in the Mesil area of Darya
Pointing to the presence of two buildings in the area of Mesil in the Darya region, Governor Poldakhter said: These buildings are located in the territory of Mesil, and the issue of fencing and occupying land is also discussed in this area.
He emphasized: First, the state of ownership and the claims made by individuals should be examined; If the legal rights of the owners are established, the issue should be determined according to the law, and otherwise, the continuation of the violation and the stabilization of unauthorized possessions should be prevented.
Azizi pointed out: No construction or occupation should continue outside the framework of legal regulations and without regard to the approved boundaries.
Warning to prefects and villagers about taking over rural roads
Referring to the spread of some violations in the villages of Waliasr and Islamabad, he said: In some places, the constructions have progressed to the edge of the table and by occupying the roads, they have restricted the traffic of cars. A process that, if neglected, can become a model for other villages.
The governor of Poldakhtar asked the district officials to take action to prevent further violations and free the roads and not allow the alleys, streets and public access routes to be gradually blocked by informing the villagers of their responsibility.
Azizi also referred to the construction violation case in Resalat Alley of Poldakhter city and said: In this case, the issue of construction in the sanctuary and its possible impact on the safety of the building is raised, and the municipality should follow up on the issue by reviewing the documents and complying with the legal regulations.
He emphasized: Personal relationships or payment of fees should not lead to ignoring the law and technical regulations.
Dealing with violations from the first stages of construction
Emphasizing the necessity of stopping unauthorized constructions in the initial stages, Governor Poldakhter stated: the more the violation is postponed until the final stages of construction or when people live, the more the implementation costs and social consequences will increase and it may cause more complicated problems for the owners, executive bodies, judicial system and police force.
He added: Villagers in the boundaries of villages, road management in the boundaries of roads, natural resources in national lands and agricultural jihad in agricultural lands should have continuous monitoring within the framework of their legal duties and take the necessary legal measures as soon as they see a violation.
Stating that the expansion of illegal constructions can affect public rights and the interests of future generations, Azizi said: the responsibility of the authorities is not limited to dealing with violations after the occurrence, but prevention and preventing the start of illegal constructions should be prioritized.
Organizing the entrance to the city and livestock area
Pointing to the necessity of organizing the cattle ranching area and the entrance of Poldakhtar city, he said: the municipality should refrain from taking actions outside the scope of the plan and making decisions contrary to the regulations until the planning and approval of this area is prepared.
Governor Poldakhter noted: Pursuing this issue at the provincial level is on the governor's agenda, and with the approval of the organizing plan, it will be possible to determine the task of part of the existing constructions and prevent new violations.
Azizi also emphasized the necessity of respecting the legal privacy of roads and the coordination of rural guide plans with road rules and demanded to determine the tasks of cases that constructions or occupations have affected the legal boundaries of roads and crossing routes.
Emphasis on equal treatment with offenders
Emphasizing the necessity of uniform implementation of the law regarding construction violations, Governor Poldakhter said: One of the serious demands of the people is to observe justice in dealing with violators and prevent any discrimination in the implementation of the law. Dealings should be conducted on the basis of rules and without being influenced by personal relationships to strengthen public trust and regulatory deterrence.
Referring to the reports related to violations in agricultural lands and national lands, he emphasized the necessity of implementing legal rulings and careful investigation of cases and added: In cases where there is a possibility of social consequences, the responsible bodies should follow the legal process of assignment by examining the documents, complying with the law and necessary coordination.
At the end, Azizi called for the transformation of the review meetings of unauthorized constructions into operational, coordinated and result-oriented meetings and stated: All the trustees must be active within their responsibilities and not allow unauthorized constructions to spread in the city.
Based on this, prevention of violations at the source, assignment of pending cases and fair implementation of regulations will be priorities of Poldakhter city administration to protect public rights.
