The necessity of determining the legal assignment of 9 thousand hectares of dams in Gilan
Rasht- The Inspector General of Gilan, emphasizing the need to protect the province's natural resources, said: it is necessary to determine the legal status of 9 thousand hectares of dams in Gilan.
According to Mehr reporter, Ahmad Aghaei, in a meeting with the managers of the relevant executive bodies held at the province's general inspectorate, pointed to the strategic role of dams in managing water resources and the sustainability of agricultural production, and stated: Dams are among the valuable natural resources and precious heritage of Gilan, which play an important role in providing water needed by the agricultural sector, especially in periods of drought and water scarcity.
He added that the protection of these valuable capacities, in addition to preserving water resources, is very important in the continuation of agricultural activities, strengthening food security and the sustainability of the livelihood of farmers and villagers in the province, and should be followed with coherent planning and coordination of the responsible institutions.
The inspector general of Gilan province pointed to the reduction of attention to the capacity of dams in the past years and focusing on other methods of water supply, including the construction of dams and digging deep wells, and stated: neglecting the basic maintenance and management of some of these areas has weakened their main functions; Therefore, revising the methods of management, restoration and exploitation of dams is an inevitable necessity.
Emphasizing that the function of dams should not be limited to the storage of agricultural water, he pointed out: if these areas are restored and used properly, in addition to providing the water needed by farms, they have a suitable capacity for the development of aquaculture, tourism, and creating sustainable job opportunities in rural areas, and they can play a role in economic prosperity and improving the livelihood of local communities.
The inspector general of Gilan province, referring to the existence of about 9 thousand hectares of water dams in the province, considered the determination of the legal and registration status of these areas to be one of the basic priorities in the way of protecting public rights and said: the relevant executive bodies should complete and update the relevant documents and records by carefully examining the legal and registration status of water dams in order to prevent illegal occupations, changes of unusual uses and violation of public rights.
He emphasized: In the process of legal registration and stabilization of these lands, it is necessary to include the use of water dams accurately and in accordance with their nature and legal function, in order to prevent the creation of grounds for change of use and occurrence of legal disputes in the future.
The need to modify the management and exploitation methods of dams
Aghaei also emphasized the necessity of reforming the methods of handing over the management and exploitation of water dams and stated: Planning for the restoration of these resources should be done with the effective participation of local farmers and their cooperatives in order to maintain the main function of water dams in providing agricultural water, provide the opportunity for the presence of real users, fair distribution of benefits and increase the effectiveness of restoration plans.
He added: The committee for approval of Hadi plans should also investigate and follow up on the issue of their departure from the Hadi plan in cases where the areas of dams are included in the scope of these plans in accordance with the relevant rules and regulations, so that the protection of the nature and function of these areas is followed more seriously.
The inspector general of Gilan province, pointing to the necessity of complying with legal and environmental requirements in the management of dams, stated: the assignment of the responsibility for the exploitation of these resources should be done based on specific criteria, the qualifications of the operators, the real needs of the region, and the interests of farmers; Because neglecting these considerations can reduce the efficiency of rehabilitation programs and create new problems.
In the end, he considered the restoration of dams to be more than a construction measure and one of the strategic necessities of the sustainable development of the province and emphasized: the protection of these natural capitals, in addition to the optimal management of water resources and support of agricultural production, is effective in providing food security, strengthening the rural economy and maintaining the social stability of different areas of Gilan; Therefore, determining the legal status of these areas, protecting their use and utilizing the capacity of farmers and local cooperatives should be followed with the coordination and seriousness of the responsible institutions.
