1. The four stages of reopening foreign platforms are subject to the step-by-step implementation and approval of the steering committee:

First stage (Google Play and WhatsApp):

Unlocking and facilitating access to Google Play and WhatsApp. At the same time, providing the technical infrastructure required for selected native platforms by the Ministry of Communications. Allocation of a support package of 500 billion tomans for advertisements in radio and television for domestic platforms. Promulgating the new model of traffic pricing and content revenue sharing for the benefit of domestic producers and platforms.

Access to YouTube based on "lawful governance" mechanisms (disaggregation and filtering of content or use of filteringable skins/interfaces). Beginning of negotiations and attracting the participation of new foreign platforms.

The task of the Ministry of Communications to officially negotiate with the Telegram platform to accept the terms and laws of the country. Alternative path in case of non-acceptance: providing users with access to Telegram only through native governance mechanisms (such as shell or interface service providers).

The fourth stage (other platforms and dealing with circumvention tools):

Determining the task of other widely used platforms after evaluating the results of the previous steps. Strict criminalization of the production, distribution and commercialization of filter breakers and filtering bypass tools. Monitoring advertising revenues and preventing tax evasion in foreign platforms.
