Smart Monitoring of 360 National and Provincial Systems Tops the General Inspection Organization's Agenda
Arak - The head of the General Inspection Organization and spokesperson for the judiciary announced the monitoring of 360 national and provincial systems aimed at strengthening smart oversight and preventing corruption.
According to Mehr reporter, Ali Asghar Jahangir said before noon on Wednesday in the ceremony of honoring the judges, managers and exemplary national employees of Central Province judicial system: the republican system shows that it is people-based and Islam shows the value-oriented and divine nature of this system. Therefore, maintaining the authority of the country depends on the simultaneous attention to Islamic values and role-playing of the people.
He added: In the past decades, some tyrannical regimes accepted surrender and ignored the interests of their nations to maintain their power, but today, thanks to the presence of the people and the predictions of Imam Shahid, the Iranian nation has been able to display its strength and will in historical scenes.
Jahangir clarified: The duty of all officials is to work for the people more than before and to display the results of these efforts in the daily life of the society.
The spokesperson of the Judiciary continued by emphasizing the need to strengthen smart supervision and use modern technologies in the General Inspection Organization of the country: by connecting to 360 national and provincial systems, this organization seeks to more accurately identify problems, prevent corruption, and remove obstacles to serving the people.
Referring to the position of the central province in national evaluations in the executive and judicial fields, he said: The successes achieved are not the result of the efforts of a single agency, but the support and cooperation of intelligence, security, law enforcement, political, legislative, judicial and executive groups has played a role in realizing these achievements.
Jahangir emphasized: Setting an example will gain real value when its effects are visible in increasing public satisfaction and improving the quality of services, and people feel that the officials follow up on their problems as if they were their own and do not neglect service delivery for a moment.
He added: The good actions and honest services of officials leave their effects in the lives of people, future generations and society. Therefore, every moment of the officials' activity can be an opportunity to do effective and lasting work.
It is necessary to continue being a role model for employees and exemplary judges
Referring to the honoring of exemplary employees and judges of Central Province, the spokesperson of the Judiciary stated: People who are introduced as managers, employees or exemplary judges today have taken a step on the path of responsibility and commitment to their duties, but this title should not be considered the end of the road. Rather, it should be the starting point for more effort and setting an example for other employees.
Referring to the new approach of the General Inspection Organization of the country, he said: In the new era and within the framework of the policies of Imam Shahid, the Supreme Leader and the Head of the Judiciary, we are trying to follow new methods in monitoring activities so that, first of all, providing services to the people will be more effective and high-quality, and in the next step, the obstacles faced by the executives to provide services will be removed.
Jahangir added: Whenever government agencies or the private sector face obstacles in the way of their activity, the inspection organization should take action to remove these obstacles by following up, monitoring in time and being effective. This organization should be a supporter and protector of the country's executive bodies in the way of correct implementation of the law and in case of departure of individuals or departments from the legal frameworks, it should provide the context to return the activities to the right path.
Changing the inspection organization's approach from micro-monitoring to identifying the sources of corruption
The head of the General Inspection Organization of the country explained the necessity of changing supervisory approaches and said: The inspection organization should move away from focusing only on small and short-term issues and direct its capacity towards identifying the sources of corruption, investigating structural problems and evaluating the effectiveness of laws and regulations.
He continued: In terms of manpower and facilities, the inspection organization does not have unlimited capacity to deal with all the small issues of executive bodies directly. Therefore, the institutions themselves must take the responsibility of internal monitoring seriously.
Jahangir clarified: Inspection and security departments in the executive bodies, as well as managers of each group, have the duty to monitor the performance of their sub-groups and ensure the correct implementation of the law. If this responsibility is carried out properly, the inspection organization will have more opportunities to identify the roots of corruption and investigate problems that hinder the realization of legal goals and the effectiveness of the governance system.
Traditional inspection is not the answer to today's complexities
The spokesperson of the Judiciary, emphasizing the need to strengthen the forward-looking view in the country's regulatory system, said: The inspection organization should provide more accurate estimates of the future conditions by examining the challenges and problems of the provinces in the economic, social, political and cultural fields, so that the planners and policy makers can make decisions based on this information that can be implemented.
Pointing to the complexity and variability of today's issues in the country, he added: In a situation where problems arise in a combined and intertwined manner, it is not possible to deal with them only with traditional methods of inspection. Rather, the use of new technologies, artificial intelligence, and the capacity of information systems of executive bodies should be on the agenda.
Jahangir stated: monitoring the correct use of systems and evaluating the utilization of their capacity can help identify problems more accurately, increase the speed of handling and improve the quality of public services.
Connecting the inspection organization to 360 national and provincial systems
Describing some of the technological capacities of the General Inspection Organization of the country, Jahangir said: Currently, the headquarters of the General Inspection Organization of the country is connected to 210 national systems, and at the provincial level, 150 systems are available and monitored by this organization. Therefore, a total of 360 national and provincial systems are used to strengthen monitoring and follow up issues.
He added: If executive bodies use these systems properly and effective monitoring of their performance and utilization is carried out, it will be possible to identify problems, examine their dimensions, and take timely action to remove obstacles.
Referring to the existing mechanisms for dealing with people's issues, the spokesperson of the judiciary emphasized: Complaints handling offices, public meetings and service desks in executive bodies have been created with the aim of identifying and following up on problems in a timely manner, and the capacity of these departments should be used to respond more effectively, remove obstacles and prevent the accumulation of people's demands.
Monitoring the people's problems until the results are achieved should be the priority of the supervisory bodies
The head of the General Inspection Organization of the country emphasized the necessity of following up the people's demands until the results are achieved and said: it is not enough to simply reflect the problems to the responsible institutions, and it must be determined whether the raised issue has been resolved or not; Because no action for the responsible institutions should be more important than serving the people.
He added: Sometimes a problem that seems small from the eyes of officials has affected the whole life of a villager. Therefore, people's issues should not be sidelined among the multitude of files and requests received by the authorities. It is necessary to prioritize received problems and plan to solve them.
Jahangir clarified: In cases where it is not possible to solve a problem or the referring person is not considered legally entitled, the responsible body should clarify the issue for the people by talking, explaining the conditions and providing the necessary guidance. This approach avoids frequent references, parallel working of devices and confusion of the reference master and provides the basis for increasing public satisfaction.
Referring to some cases related to loss of property, the spokesperson of the judiciary continued: A person may claim that his property was damaged by someone else, but he does not have enough documents to prove his claim. In such a situation, the mere claim is not enough to issue a verdict and violate the rights of others, and legal restrictions do not allow action without documentation; However, the responsible bodies should prevent people from getting confused by explaining the rules and providing the necessary guidance.
Emphasizing the need to strengthen public culture in the field of crime and violation prevention, he said: the approach of the authorities should not be limited only to measures after the occurrence of a problem, but should be provided with education and awareness, to prevent crimes, violations, and loss of property. In many cases, preventive measures are more effective than dealing with problems after they occur.
Jahangir added: The inspection organization, within the framework of its legal duties, examines the performance of the devices in carrying out the tasks and spending the anticipated expenses for the fulfillment of the legal duties in order to determine whether the necessary measures have been taken in place or not. These inspections can help identify deficiencies and strengthen preventive measures.
He emphasized: Smart inspections are on the agenda with the aim of quickly identifying problems and taking the necessary measures to solve them, and it is expected that the executive bodies will also provide the basis for timely performance of supervisory tasks with effective cooperation.
Jahangir said: the regulatory body should not be considered as an obstacle or a nuisance in the executive complex; Rather, effective cooperation is formed when the executive bodies consider the regulatory institutions as their companions and collaborators in the correct implementation of the law. The interaction and synergy between these departments can provide better, more effective and timely services to the people.
