The United Nations adopts declaration on combating pandemics

The UN General Assembly adopted a declaration on combating and preventing pandemics with 153 votes; the declaration was not adopted by consensus.

The United Nations General Assembly approved a declaration on combating and preventing epidemic diseases with 153 votes; A declaration that was not approved by consensus.

According to Ambassador Arjan of the United Nations, the United Nations General Assembly approved the "Political Declaration on Prevention, Preparedness and Response to the Pandemic" on Monday evening, New York time, with 153 votes in favor against 3 votes against Argentina, the regime of Israel and the United States of America, and with 2 abstentions from New Zealand and Paraguay.

This text was supposed to be approved by consensus during a high-level meeting on September 25 (3 Mehr). Protests by the United States and several other countries prevented this from happening and brought the issue back to the General Assembly.

Speaking at the UN General Assembly, Chile's representative said: "No country, no matter how big or how prepared it is, can alone deal with a threat that knows no borders."

In this meeting, the representative of the Islamic Republic of Iran stated that Iran voted in favor of this resolution, and said that Tehran expresses its serious concern about not reflecting many of the substantive considerations raised by the member states in the final text.

He added that Iran's participation in the negotiations related to this resolution should not be considered as acceptance of any commitment or approval of its provisions by the Islamic Republic of Iran, and Tehran expresses concern over the use of the term "global health security". Because the securitization of the public health field is neither constructive nor does it help to create a consensus among the member states.

He added: Describing the international spread of diseases as a global threat should not lead to exceptionalist, security or interventionist perceptions in the field of public health, and combating the transmission of diseases should be done with full respect for the sovereignty of governments, and no international, regional or foreign organization should monitor, monitor, evaluate, collect data or carry out related activities in the territory of that country without the express permission of the member state and without full respect for its sovereignty.

The representative of Iran stated that the inclusion of the issue of climate change in the political declaration related to the prevention, preparedness and response to epidemics does not necessarily indicate the existence of a direct and proven technical and procedural connection between this issue and its goals, and said: referring to sexual and reproductive health care and services, as well as reproductive health and rights, does not in itself mean the creation of any international obligations or obligations.

He clarified: The national policies of the Islamic Republic of Iran in this field are still exclusively subject to the constitution, internal laws, cultural and religious values, national priorities and the country's sovereign decisions.

The representative of Iran continued: Unilateral coercive measures, including the adverse effects of extraterritorial implementation of these measures and excessive compliance with them, have a negative impact on health systems, supply chains, financial channels, and humanitarian routes, and no country should be denied access to vital drugs, medical technologies, essential equipment, and related financial services, especially when these restrictions are caused by unilateral coercive measures.

Stating that this resolution of the UN General Assembly is not binding and does not create binding legal obligations, he said: its implementation must be fully compatible with the UN Charter, international law and the principle of sovereign equality of governments.

According to Ambassador Arjan's reporter, the declaration approved today by the UN General Assembly is non-binding and in it, it is emphasized to strengthen cooperation at the national, regional and international levels with the guidance of science, justice and respect for human rights.

The announcement also welcomed the historic adoption of the World Health Organization (WHO) Agreement on Pandemics last year.

The agreement will not be ready for countries to sign until the annex on access to pathogens and benefit sharing is completed.

This mechanism specifies how countries share samples and genetic data with each other. Countries that participate in this mechanism will receive a share of any vaccines, treatments and diagnostic tools produced as a result of these collaborations.

Negotiations have been stalled following a deadlock between developing countries on the one hand and some high-income European countries, along with the United States, on the other.

The World Health Assembly - consisting of 194 members of the World Health Organization - is scheduled to discuss this annex again next May (2027).

The representative of the United States had earlier referred to "divisive ideologies about which there is no consensus on the definition" and references in the declaration to ongoing negotiations on the annex.

The World Health Organization on Monday announced a new five-year strategy for the Hub for Pandemic and Epidemic Intelligence. The aim of this strategy is to identify emerging health threats within 24 hours.

This center was established in 2021 during the Covid-19 pandemic, and its goal is that all countries can quickly identify and assess new health threats so that necessary measures can be taken before the outbreak of diseases turns into an epidemic or spreads internationally.

This poll shows that a large majority of UN member states support international cooperation to prepare for pandemics; But there is still disagreement about how to implement this cooperation and how to share the benefits of biological resources and genetic data.

The political declaration of the General Assembly has been approved, but the World Health Organization agreement has not yet been prepared for countries to sign due to the non-completion of the annex on the sharing of pathogens and benefit sharing.
