Khosrowpanah: Isfahan's Fine Arts School Is Not Worthy of This Province
Isfahan – The Head of the Supreme Council of the Cultural Revolution, criticizing the state of Isfahan's Fine Arts School, described its performance as unsatisfactory and called for action to revive art education capacities in the province.
According to Mehr reporter, Hojjatul-Islam Abdul Hossein Khosrupanah, on Tuesday morning, during the opening ceremony of the national creative industries event, Manvin, which is being held in Isfahan under the auspices of the vice president for science, technology and knowledge-based economy, emphasized the necessity of connecting wisdom and creative industries and stated: Isfahan Academy of Fine Arts, despite having a suitable building and veteran professors, is not in a good condition and its activity is not worthy of this province.
Referring to the historical and cultural capacities of Isfahan in the cultivation of wisdom and art, he added: this conservatory is almost closed, and despite the efforts made to restart it, it is necessary for the Ministry of Education and the Ministry of Culture and Islamic Guidance to take action to revive this complex.
The head of the Supreme Council of the Cultural Revolution stated that the national event of Manvin creative industries was organized by the efforts of the presidential vice president for science, technology and knowledge-based economy, and emphasized the necessity of formulating an approach based on wisdom in the development of creative industries and said: cultural industries and cultural technologies, whether traditional or modern, are not separate from culture and cannot be considered as neutral phenomena; Therefore, the creative industries of each country are formed according to its cultural and civilizational contexts.
Explaining the concept of creative industries, Khosrupanah made a ruling: wisdom in this approach is based on the three foundations of rationality, virtue and service to the people. Art is connected with imagination and imagination, but the artist's imagination must be supported by rationality and the creative work, in addition to being innovative and possessing moral values, must be able to open a knot of people's problems.
Referring to the civilizational capacities of Isfahan in the formation of the Iranian tradition of wisdom, he considered the development of creative industries to require a link between theoretical foundations and practical issues and added: it is not enough to deal with philosophical issues without paying attention to the real problems of activists in this field; In the same way, executive measures cannot create a path of sustainable development without intellectual and judicial support.
Explaining the policy measures taken in the field of cultural and creative industries, the head of the Supreme Council of the Cultural Revolution said: The Supreme Council of the Cultural Revolution has approved documents and structures, including the National Document for the Development of Cultural and Soft Technologies, the International City of Innovation and Soft Technologies, and the Cultural and Creative Industries of the Country, and the Headquarters for the Development of Cultural and Soft Technologies in the Scientific Vice President.
Referring to the council's approvals in areas such as toys, handicrafts, music, computer games, animation, and immersive audio and video, Khosrupanah emphasized the need to pass the policy stage and focus on the effective implementation of programs and added: The main issue is how far the established structures can solve the real problems of artists, producers, and companies active in creative industries.
He listed the updating of existing documents and the development of an executive road map with evaluable indicators as requirements for the development of this field and stated: setting goals and strategies without specifying the path to achieve goals and performance measurement indicators cannot lead to an effective output. Documents should be compiled and implemented in such a way that it is possible to evaluate their results.
The head of the Supreme Council of the Cultural Revolution also pointed to the multiplicity of responsible bodies in the field of creative industries and considered it necessary to converge among related institutions and said: Handicrafts, art, education, cultural productions and other sectors of creative industries are distributed among different bodies and if each complex acts as an island, activists in this field will face more confusion and obstacles.
Khosruppanah considered the establishment of an independent fund for financial support of creative industry activists as one of the other necessities of this field and added: Artists and producers need financial support to turn their ideas into sustainable products and businesses, and creating a specific mechanism to provide financial resources can help strengthen creative activities.
Emphasizing the necessity of revising the fields of creative industries in conservatories and universities, he considered it necessary to set up specialized science and technology parks in this field and stated: the existing capacities are not enough to respond to the needs of creative industries and the development of specialized infrastructures should be followed according to the extent of this field and the needs of its activists.
The head of the Supreme Council of Cultural Revolution listed the reform of licensing processes as one of the other requirements for the prosperity of creative industries and said: Issuing licenses in some cases is associated with different tastes and long delays; While smart, fast and systematic processes and coordination between responsible agencies can prevent applicants from getting confused.
Khosropanah also considered it necessary to reduce tax barriers and facilitate the conditions of creative industry producers and added: applying tax pressures from the beginning of activity can hinder the formation and growth of new businesses; Therefore, supporting producers and revising tax policies should be considered according to the conditions of this sector.
Referring to the necessity of revising the tariffs of imported products of creative industries, he said: In a situation where domestic producers are facing costs and tax obligations, the low tariff of imported products can make competition difficult for domestic activists, and it is necessary to revise these policies with the aim of supporting domestic production.
In the end, the head of the Supreme Council of the Cultural Revolution considered strengthening the diplomacy of creative industries and removing obstacles to the export of cultural products as one of the requirements for the development of this sector and emphasized that: international communication and presence in foreign markets, in addition to expanding export opportunities, is also important for the growth and development of creative industries inside the country.
