More Than 65 Cultural and Development Projects Underway in Tehran and Other Cities
The CEO of Tehran Municipality's Cultural Spaces Development Company announced the implementation of more than 65 projects in urban development, cultural, social, and service areas.
According to Ambassador Arjan Mohammad Amin Tawaklizadeh, Deputy of Social and Cultural Affairs of Tehran Municipality, in the meeting of the Extraordinary General Assembly of the Cultural Spaces Development Company leading to the performance of the financial year 1404, referring to the developments of this company in the past five years, he said: The Cultural Spaces Development Company has gone through different periods and today it has reached a point where we can proudly speak of its services and actions. Fortunately, according to the report of the trusted auditor of the city council, the development company performed fairly in the financial performance evaluation in the financial year ending 1404, which is appreciable.
He stated that some cases and problems hindered the company's activities in the past years, and added: "Today, we see that the cultural spaces development company has undertaken new missions in different regions and even outside of Tehran." With the continuation of this process, the ground should be provided to improve its position and achieve its rightful position.
Emphasizing the necessity of using the company's specialized and executive capacities, Tavaklizadeh continued: The performance of recent years has shown that this group can go through difficult stages and take responsibility for bigger projects.
Referring to the development plans of the capital's sports and entertainment infrastructure, he said: moving towards the creation of three specialized stadiums, using domestic and foreign investment capacity, is one of the upcoming plans. Also, four large amusement parks in Tehran are in the design and implementation phase, and the cultural spaces development company is expected to take a central role and executive responsibility in this field according to its capacities.
The vice president of social and cultural affairs of Tehran municipality listed the basic renovation and overhaul of sports complexes and providing social services as other areas of the company's activity and stated: This company has the capacity to carry out large projects and its specialized and executive power should be used to advance urban missions effectively.
Tavaklizadeh also pointed to the possibility of developing the company's activities in the international arena and noted: the implementation of cultural and sports projects in other countries, including Tajikistan and Iraq, is one of the capacities that can be pursued by planning and creating the necessary expertise.
Referring to the reception of the Tajik side and the formation of many understandings in this field, he added: In Iraq, there are also projects in the field of cinema and stadium construction, and the Cultural Spaces Development Company can provide a more effective presence in such projects by creating the necessary expertise.
The deputy of social and cultural affairs of Tehran Municipality further pointed to the cultural and memorial projects of the capital and said: Resistance theme park in Behesht Zahra (S) is one of the projects under attention.
Also, Mr. Shahid's memorial complex should be implemented by presenting appropriate plans and ideas, and the Cultural Spaces Development Company can play a role in realizing these goals.
At the end, emphasizing the favorable performance of the company in the last three years, Tavaklizadeh expressed hope that by strengthening specialized capacities, defining new missions and using domestic and foreign investment opportunities, the process of developing the group's activities will continue with greater strength.
The capital of the development company increases
The financial and administrative vice president of the Tehran Municipality Cultural Spaces Development Company also explained the process of the company's structural developments and said: by adopting appropriate management measures, following up on legal and financial cases, and making optimal use of all legal capacities in order to promote the accountability of financial transparency, and by establishing a financial engineering system, reviewing and modifying financial structures and processes, and developing, it has succeeded in obtaining an acceptable audit report for three consecutive years.
Mozhgan Moharrami added: Fortunately, we were able to stabilize the company's financial discipline at the highest level and register a fair and completely transparent performance in the fiscal year ending 1404.
Referring to the company's future development plans, he added: "The expert and preliminary processes of the company's capital increase have been successfully completed, and its final completion is just waiting for the introduction of a new auditor and the conclusion of the Fimabin contract. As soon as this happens, the capital increase procedures will be implemented immediately to further strengthen the financial and structural foundation of the company.
More than 65 cultural projects are being implemented in the development company
The CEO of Tehran Municipal Cultural Spaces Development Company, referring to the increase in the executive capacities of this company, said: Currently, more than 65 active projects in various civil, cultural, social and service fields are being implemented, and by revitalizing the neglected capacities in the statute, the scope of the company's activities in Tehran and other cities has been expanded.
Seyyed Mohammad Nazim Razavi, referring to the support provided by the Tehran Municipal Assemblies in the past 3 years, stated: During this period, effective support has been provided to the company and many previous issues and problems have been resolved.
Referring to the process of reforming and improving the company's financial and administrative performance, he added: Since 1402, with the cooperation of the company's members, efforts have been made to advance the work processes in such a way that the audit results in the same year and the following years are favorable. In this regard, we promised the Islamic Council of Tehran to improve the audit status of the company, and this goal was achieved.
The CEO of Tehran Municipality's Cultural Spaces Development Company emphasized on revitalizing the legal and executive capacities of the company and stated: According to the provisions of the statute, revitalization of some of the capacities that were neglected in the past was put on the agenda, and today, we are pursuing numerous projects in different regions of Tehran, so that there is no region in Tehran without implementing two or more projects.
Referring to the diversity of the company's missions, Nazem Razavi continued: providing technical and engineering services and participating in the implementation of projects through outsourcing are among the cores of the company's activities. In this framework, projects are being pursued in the 6th and 10th districts of Tehran, the holy defense museum garden and the activity area of the General Department of Family Economy. It is also being followed up and implemented in five places outside of Tehran, including Kerman, Khorramshahr, Minab, etc.
Referring to the commitment of the mayor of Tehran to the families of the martyrs of Shajre Taybeh Minab School to build a pilgrimage center next to this school, he said: The Cultural Spaces Development Company has a mission to build a pilgrimage center and a special service center for pilgrims and guests next to Shajre Taybeh School. In this regard, 50 billion Tomans of credit has been allocated to the company for this purpose.
Nazem Razavi further noted: Today, the company's capacities have reached the implementation stage more than in the past, and the scope of its activities has expanded in various fields. The company's presence in the implementation of Behesht Zahra (S) projects is also visible and its activities are not limited to just one field.
The need to improve the organizational position of the development company
In another part of his speech, he pointed out that new missions have been assigned by the municipality to the Cultural Spaces Development Company, which has doubled the need to improve its organizational status and strengthen its organization, and added: At different times, the issue of upgrading the company's rank has been emphasized by the mayor of Tehran and the then deputies of the financial field in 2 stages. Considering the range of missions and the volume of activities, it is expected that the company's organizational position will also be upgraded in accordance with the responsibilities and services provided.
Referring to the comparison of the company's activities with similar groups, Nazem Razavi said: The company's activities and services in this period, compared to the previous periods, have expanded significantly and the efforts have been focused on increasing productivity and more effective use of existing capacities.
He went on to describe the missions of the company in the field of operation and maintenance and said: According to the articles of association, the activities of the company are defined in the fields of construction and capital, and there is also the capacity to enter the field of operation and maintenance. Based on this, the issue of maintaining collections such as Bagraha Hazrat Zahra (S), Farahzad River and centers related to the field of hijab has been put on the agenda.
The CEO of Tehran Municipal Cultural Spaces Development Company also informed about the follow-up of agreements for the maintenance and arrangement of old buildings and said: In this context, collections such as Bazaar Museum, Vela Cultural Center, Resistance Museum and the house of the late Taleghani are mentioned, and the issue of handing them over and determining their assignment is being pursued.
In the end, he emphasized the necessity of continuing support, using legal capacities and strengthening the company's executive power to advance cultural, social and construction projects.
There is a desire for transparency in the performance of Tehran Municipality
Director General of Assembly Affairs and Auditing of Tehran Municipality also said: Obtaining a fair result in the evaluation of the financial performance of the Tehran Municipality Cultural Spaces Development Company by the auditor without clauses shows financial discipline and efforts to increase transparency in this company.
Nader Shokri, stating that in the sixth period of urban management, the issue of increasing transparency and orderliness of financial procedures has been put on the agenda, he stated: In the past decades, most organizations and companies were either not audited or problems were seen in their financial processes. Fortunately, today in the sixth period of urban management, with the efforts made by municipal organizations and companies and assemblies, as well as the follow-up of auditors, there is a will to create transparency in the system.
He continued by evaluating the financial performance favorably and considering this performance to be fair: With 33 years of service in the municipality, I believe that evaluating the performance in all financial fields of a company without strings attached by the auditor means doing hard work around the clock by the management team of a complex.
