According to ACT News, Hossein Afshin, the President's vice president for science, technology and knowledge-based economy, on the sidelines of the national creative industries event "Manvin" and in the group of journalists, referring to the closing ceremony of this event, stated: "The term 'last station' for Manvin is not the correct interpretation; This event is the starting point of the country's movement to support ideas, creativity and innovation, and we hope to see its results in the next six months.
He stated that the support approach of the Scientific Vice-Chancellor in the field of creative industries has become more targeted and focused in this event, and added: In the framework of new programs, the ceiling of financial support for creative companies, which was previously up to 1 billion Tomans, has been increased and the financing mechanisms have been redesigned according to the dimensions and needs of the projects.
Increasing the support ceiling for creative companies up to 10 billion Tomans
Elaborating on the details of the new financing program for creative industries, Afshin said: According to the new mechanism, projects subject to support up to 10 billion Tomans will be supported through provincial research and technology funds and in the form of a credit line. For projects with a financial need of more than 10 billion Tomans, the evaluation and review of requests is also done through the Innovation and Prosperity Fund using the Ghazal system.
The President's vice president for science, technology and knowledge-based economy continued by pointing to the increase in resources dedicated to supporting creative industries: In general, a new effort of resources has been considered to strengthen the financial support of this field, of which 500 billion tomans will be provided in the form of a line of credit to provincial research and technology funds, and another 500 billion tomans will be allocated through the Innovation and Prosperity Fund to support projects with financial needs of more than 10 billion tomans.
He expressed hope that this increase in resources and reform of support mechanisms can provide the basis for the prosperity of creative companies, the development of innovative ideas, and the facilitation of the entry of creative products and services into the market.

Pointing to the importance of the link between financial support and the entry of products into the market, the scientific vice president pointed out that the purpose of these supports is that the selected ideas do not stop at the stage of receiving recognition and can go through the path of product development, commercialization and market release.
Updating the soft technologies and creative industries document for the next three months
In another part of his speech, Afshin said about the update of the document on the development of soft technologies and creative industries: This document was published in 2018, but due to the changes in technology and global developments in recent years, its update is on the agenda.
He stated that the process of revising the document is underway and added: We hope that the updated version of the document will be prepared within the next three months. Also, the president has ordered that an executive plan be prepared along with the document's compilation and updating, so that the set goals and directions have a clear operational support.
The vice president for science, technology and knowledge-based economy pointed out the need to pay attention to the place of creative industries in the new policies of science, technology and innovation, and stated: Creativity is one of the important links in the chain of transforming ideas and products into a commercial product and its entry into the market, and it should be taken into account in the policies of technology development and knowledge-based economy.
creative industries; Connecting art, design and intellectual property with economics
Describing the position of creative industries in the country's economy, Afshin said: When we talk about creative industries, we mean a set of economic activities in which human power, art, design and intellectual property play a central role in their formation and value creation.
He added: Creativity is not limited to the production of an idea or artwork, but can play a role in the design process, product development, creating added value, commercialization and increasing the competitiveness of products in the market. From this point of view, creative industries are one of the effective links in the value chain of products and services, and their place in the development programs of technology and knowledge-based economy should be seen seriously.
change of managerial attitude; A prerequisite for the formation of creative and knowledge-based cities
Afshin also pointed to the discussions about the new governance paradigm of science, technology and innovation and stated: In the framework of this approach, the role of creative industries has also been taken into consideration. Because the realization of the goals of developing creativity and innovation, in addition to supporting ideas and companies, depends on providing the right environment for their activities.
Pointing to the necessity of reviewing the attitude of managers towards urban environments and the requirements of innovation development, he added: In this framework, concepts such as knowledge cities, creative cities, innovative cities, cognitive cities, and artificial intelligence-based cities have been proposed alongside traditional cities so that the necessity of transformation in management approaches and urban planning is considered.
The Scientific Deputy of the President emphasized: The purpose of proposing these concepts is to change the view and attitude of managers towards development requirements; Because the formation of creative groups and knowledge-based companies in an environment that is still managed based on traditional patterns will face limitations.
He pointed out: In order to develop creative industries and expand knowledge-based activities, in addition to designing support tools and providing financial resources, an environment should be formed that meets the needs of creativity, innovation and the use of new technologies.
Siamak Naseri, Vice President of Facilities and Commercialization of the Innovation and Prosperity Fund, stated: In the past, support for creative companies was provided in the form of basic facilities with a ceiling of one billion Tomans, which was provided to companies in two payment stages, with a six-month breathing period and an 18-month repayment period.
He added: In the framework of the new programs to support creative industries and following the president's emphasis in the third session of the Manvin Event Policy Council, with the planning of the Presidential Vice President for Science, Technology and Knowledge-Based Economy and the approval of the head of the Innovation and Prosperity Fund, a new mechanism has been considered to increase the ceiling of facilities and expand the scope of financial support for creative companies.
Explaining the details of this program, Naseri said: Based on this mechanism, 500 billion Tomans will be allocated in the form of a credit line through funds related to creative industries, culture and art to support creative companies. The facility of this sector is up to 10 billion Tomans for each company.
The Vice President of Facilities and Commercialization of the Innovation and Development Fund continued: Companies that need facilities exceeding 10 billion Tomans can also register their request in the Ghazal system of the Innovation and Development Fund so that their request will be reviewed in the fund itself and a decision will be made to approve the facilities.
Checking and approving facilities within one month
Referring to the timing of the implementation of this support program, Naseri clarified: the process of examining and approving the requests for facilities considered for this plan will take one month. It has also been decided that this support mechanism will continue for one year so that creative companies can act within its framework to provide the financial resources they need.
He added: It is expected that a report on the implementation process of this program, the amount of facilities paid and the sales status of the companies benefiting from these supports will be presented at the Manvin event next year, so that the results of the implementation of the plan can be evaluated.
The total amount of support is one effort
The Vice President of Facilities and Commercialization of the Innovation and Prosperity Fund, in explaining the total resources expected for this program, stated: In addition to the 500 billion Tomans credit line allocated for the payment of facilities through related funds, another 500 billion Tomans will also be allocated from the Innovation and Prosperity Fund and through the registration of companies' applications in the Ghazal system.
According to Naseri, by combining these two sectors, the total resources expected to support creative companies will reach one effort; This action is aimed at developing financing capacity, supporting creative businesses and providing the basis for growth and commercialization of products and services of these companies.
In the end, he thanked the organizers of the Manvin National Creative Industries event and the efforts of the Scientific Vice-Chancellor in planning and holding this event, and expressed his hope that the implementation of the new facilitation mechanism can help strengthen the financial base of creative companies and develop their economic activities.
Ali Rabiei, social assistant of the president, described this event as a manifestation of the dynamism of Iranian society and its cultural and artistic capacities and said: What can be seen in this event shows that Iran is alive and creativity flows in different parts of society. From an artist who is busy producing creative works with his family members to activists who strive to create cultural and economic values despite the limitations.
Emphasizing that creative industries should be considered beyond a limited cultural or economic activity, he added: creativity and innovation have been one of the historical capacities of Iranian society, and today the country needs creativity, perseverance, tolerance, empathy and dedication more than ever to overcome difficult conditions and move towards a better future.
Referring to the current situation of the country, Rabiei said: In a period when the economy is facing restrictions, we must activate the internal capacities of the society more than in the past. Creative industries can be one of the important bases of this movement and show that by relying on human, cultural and social abilities, new paths for development can be opened.
Developing a road map for the development of creative industries and strengthening the coordination between institutions
Referring to the necessity of creating sustainable mechanisms to support creative industries, the Social Assistant of the President expressed hope for the efforts of the Vice-Chancellor of Science to support creative industries and expressed hope: the creation of mechanisms to support innovation and creativity by the Vice-Chancellor of Science can be one of the lasting achievements of the 14th government.
Referring to the president's emphasis in the policy-making council of this event on the necessity of developing a road map for the development of creative industries, he clarified: this road map should clarify the duties of the government and executive bodies in supporting this area, while setting specific goals, and provide the basis for a more coherent movement for the development of creative industries.
