Housing Support Policies Have Not Been Halted

The Ministry of Roads and Urban Development, responding to reports that the registration section of the housing support plans system (Tam) is inactive, stated that claims the system has not been launched or has been suspended are far from the truth, and that housing support policies under the Seventh Development Plan Law continue without interruption.

The Ministry of Roads and Urban Development announced that the registration section of the system of housing support projects (TEM system) is inactive, and the claim of not starting and stopping this system is far from reality, and the process of implementing housing support policies in accordance with the law of the 7th Development Plan continues without stopping.

According to Ambassador Arjan, following the publication of a report in the media citing the correspondence of the State Court of Audit regarding the activation of the registration section in the housing support sector, this issue is merely a part of an administrative correspondence between two executive bodies and is in no way considered as a definitive report, the result of an investigation or the announcement of a final opinion about the performance of this ministry; Correspondence which is a regular and continuous matter between regulatory institutions and executive bodies.

Based on these explanations, the system of housing support schemes (TEM) is now active for the implementation of various support programs. Registration and assignment of rural lands in about 1400 villages, registration and assignment of land in cities with capacity, implementation of the law to support the family and the youth of the population, youth rental housing scheme (Ashian scheme) and housing deposit facilities for tenants are among the services that are being provided in this platform.

Emphasizing that the activation or non-activity of a specific sector should not be interpreted as the closure of the entire system, the Ministry of Roads and Urban Development reminded: In the 99-year support plans, it is possible to register for applicants in cities and villages that have prepared land capacity, and refusing to register in cities without ready land is done with the aim of preventing the creation of long queues and waiting for applicants, and is not a sign of system inactivity.

Also, according to the duties of Article 50 of the 7th Development Plan Law, the provision and transfer of land is subject to legal and technical studies and preparation, and this ministry provides land and implements plans wherever the technical, legal and urban planning requirements are met.

In another part of this answer, it is stated: The theme system is based on the housing production surge law approved in 1400, it is an operational and executive system for registering applicants and does not have the function of assessing housing needs; Rather, the macro-housing needs assessment has been compiled in the form of "housing master plan" and the planning of the housing sector is being followed accordingly.

In the end, the Ministry of Roads and Urban Development, by emphasizing full respect for the position of regulatory institutions, called for compliance with professional ethics, full reflection of views and avoiding the publication of one-sided and incomplete administrative correspondence before receiving the expert response of the institutions.
