Pezeshkian: Subsidy Distribution Must Be Based on People's Real Needs
President stressed that equal distribution of resources under unequal conditions does not necessarily lead to justice.
According to the report of Ambassador Arjan, President Masoud Bizikian, at the World Post Day commemoration ceremony held at the Ministry of Communications and Information Technology, pointed out the extensive capacities of the country's postal network to provide targeted services, and stated that the postal network has extensive facilities and capabilities to provide services. The message of this network is that with access to accurate data and information about people's places of residence and needs, services can be provided in the best way, a capacity that allows for infinite service provision.
Referring to his experience during the presidency of the university and also the family doctor plan, the president noted: The same goal is pursued in the family doctor plan. The health system is obliged to provide health services to every person, wherever they live in Iran; Regardless of whether a person is literate or illiterate, rich or poor, male or female, old or young, and to which ethnicity he belongs. Our mission is to provide standard services to all people.
Emphasizing that accurate data provides the basis for efficient decision-making and management, the physician noted that there should be no difference in terms of standard and quality between the services received by a person who lives in the most remote part of the country and a person who lives in an area with urban facilities. To provide the right service, we must first know where each person lives, what conditions they have and what services they need.
Explaining this approach in the field of health, the President added: If a doctor is not aware of the person's place of residence, quality of life and environmental conditions of his patient, he cannot make a complete assessment of his health and make the right decision for his treatment. The disease that occurs in a person may be a sign of a series of pressures and problems that he faces in his living environment, family and neighborhood. Therefore, in order to provide effective services, we must have detailed information about people, where they live, and their needs.
The doctors continued: In accidents such as earthquakes and floods, it should be clear which people are present in which areas so that they can be identified in the shortest possible time and rushed to their aid. The issue of the postal network is not limited to sending goods, but also includes the issue of identifying people and their needs and creating the possibility of providing services tailored to each person's conditions.
Emphasizing the need to pay attention to environmental factors in the health and treatment system, the president stated: accurate information about people's living places, work environment, economic activity conditions and health threatening factors should be available. For example, knowing the conditions of a person who works in an industrial unit with air pollution can play a role in identifying the factors affecting his health. This information is also used for different devices; In such a way that postal network, Ministry of Energy, gas and water companies, municipalities, educational system and other service providers can provide more accurate and effective services using them.
Emphasizing the necessity of speeding up the completion of location and address information of people, doctors noted: Access to postal code and accurate address information will help doctors and water, electricity, gas, education, municipality, and other departments to know where each person is and what service they need.
The president further considered access to accurate data as one of the requirements for achieving justice in the distribution of resources and said: Who said that the same amount of aid should be allocated to a person who has financial means as to a disabled person? Logic and fairness dictate that resources and support should be distributed according to people's needs. If we as policy makers know who lives in what conditions and what problems they face, we can provide more help to those who are most vulnerable.
Doctors added: People who are faced with unemployment, old age, illness, lack of a head of household or living in the marginal areas of cities, need more support, and the governance and health system should identify these conditions and provide them with services according to their needs. Accurate data in such situations gives decision-making power to managers and policy makers and enables them to make clear, decisive and fact-based decisions.
Emphasizing that the equal distribution of resources in unequal conditions does not necessarily lead to justice, the President stated: Subsidies are paid in the country, but why should a person who has financial means benefit from the same amount of support as a person in need? If we have accurate data and information, we can make decisions based on logic and transparency.
Medikian continued: A person may claim that he has no property, but the information in the data-driven systems shows that he has property. In such a situation, the real share of the costs must be paid and the subsidy will be allocated to a person who does not have sufficient financial power. If we reach a common understanding in this field, doctors, service providers, educational institutions and other institutions can also make more accurate and fair decisions.
The president considered access to fast, clear and accurate information as a prerequisite for the realization of this development and added: the capacity of the postal network and artificial intelligence can be a way forward in this field and provide the possibility of better identifying people's needs and targeting services.
Stating that justice requires a fair distribution of services and subsidies, the President clarified: A person who owns a luxurious house should not receive the same amount of gas, electricity and gasoline subsidies as a needy person regardless of his financial status. Is it fair that a villager who does not own a vehicle should benefit from the same gasoline subsidy as a person who owns several personal cars? Fairness dictates that if a share is to be allocated to the public, all people should benefit from it, not only a certain group of people should benefit from these resources. If there are resources, they belong to all people, and if there are not, no unfair advantage should be created for a particular group.
Referring to the role of connecting information and accurate identification of stakeholders in the realization of justice, the president noted: If we reach this common belief and cooperate to realize it, we can also find operational solutions. Connecting data through postal code, identifying the single beneficiary and using the capacity of information networks is the basis for realizing the motto of "infinite service"; A capacity that can be used in the fields of health and treatment, education, urban services and water, electricity and gas infrastructure. To achieve justice and fairness, we must have a clear picture of the state of society and people's needs so that we can adopt more appropriate policies.
Emphasizing the moral and social responsibility of the officials towards the needy, the doctors said: If we claim to be Muslim, we must treat the people fairly. It is not proper for a person to spend the night with an empty stomach in the morning in a society that claims Islamic values. However, unfortunately, we are facing such a situation today and we all have a responsibility towards it. I don't know how I should answer this heavy responsibility in front of God on the Day of Resurrection.
Referring to the government's responsibility in supporting the deprived and the needy, the president pointed to the teachings of the Holy Quran about taking care of the poor, orphans, captives and people in distress and said: In the Holy Quran, people are mentioned who are impeached because of neglecting the poor, orphans, captives and the needy. Also, in Surah Fajr, the fate of tribes such as Ad, Thamud and Pharaoh is mentioned, tribes who were careless about their responsibilities and people's rights and finally got punished.
Expressing hope for making the right decisions and increasing the ability to serve the people, the doctors said: We ask God to help us not to be ashamed of the dear people of our country, we hope that we can make the right decisions and be able to be a worthy servant to the dear people of our country.
Referring to the external pressures of the enemies against the Iranian nation, the President emphasized: We hope that God will help us to stand strong against the aggression and bullying of the United States and its allies, who seek to bring the country to its knees, and be sure that we will never bow down to the tyranny of the enemies.
Emphasizing the role of the people in overcoming the country's problems, the doctor noted: With the help of the people, we will be able to overcome all the problems.
In this ceremony, the President paid tribute to all the martyrs of the Islamic Revolution, commanders, scientists, as well as the innocent students of Martyr Minab, and saluted the pure soul of the martyred leader of the Islamic Revolution. He considered the crimes against civilians and dear people of our country as a sign of the dual approach of the claimants of human rights and western democracy, and stated: Those who speak of democracy have gone to war against women, children and the elderly. What sin have these people committed that they allow themselves to drop bombs on them and take their lives?
Emphasizing that military conflicts should be aimed at the parties present on the battlefield, the doctors added: What is the sin of women, children and the elderly that their lives are disrupted by using military tools and facilities? What the Zionist regime is committing against the people of Gaza with the help of the Americans is a definite genocide. The world witnesses these crimes, however, some countries are not only silent against these actions, but also support their perpetrators and have provided all their facilities to them. An issue that is a source of shame for humanity.
Pointing to the dual approach of some powers to the issue of human rights, the president clarified: if these actions take place in another country, they are talking about the violation of human rights, while they ignore the rights of all human beings and do not value human life and dignity.
Criticizing the efforts of some powers to dominate the resources of other countries in the world, the doctors emphasized: they have no shame in announcing that they intend to take over our energy and oil resources, and in this way they use science and other tools to take over the resources of different countries, but at the same time they talk about human rights, claims that are in complete contradiction with their behavior.
The president also pointed to the enemy's terrorist attacks aimed at eliminating the commanders, scientists and students of our country, and raised the question whether the scientists of this country are terrorists? Did our students commit terrorist acts? Based on their ugly and false beliefs, they sacrifice innocent people to achieve their goals; And unfortunately, while the world is witnessing these events, the perpetrators of these actions speak about human rights in the United Nations.
Emphasizing the necessity of standing against the pressures of the enemy and providing fair service to the people, the doctor stated: The enemy is using all its efforts to force the country to surrender, but neither succeeded in the war nor the martyrdom of the leaders and commanders could create a disruption in the will of the nation because our people were and are present in the scene, both those who came to the streets and those who did not have a street presence but did not accompany the counter-revolution. We are grateful to all these loved ones, we consider ourselves obliged to serve them and we are sure that we will overcome all problems with the help of people.
