Shirinzad: What Pain Can Resolutions on Paper Relieve?

Mohammadshahr - Representative of the people of Karaj, Fardis, and Eshtehard in Parliament, criticized the fruitless resolutions of provincial officials' meetings, saying: A resolution that does not lead to authority, power, and practical action will not relieve people's pain.

According to Mehr reporter, Ali Shirinzad, the representative of the people of Karaj, Fardis and Eshtehard in the Islamic Council, emphasizing the necessity of converting the resolutions of the provincial sessions into executive actions, said: handing over responsibility to the governorate and municipality without providing the necessary credit, authority and permits will not solve the problems of the regions, and for each resolution, a measurable and tangible output must be defined.

Criticizing the approach that puts the responsibility of solving problems solely on governors and regional managers, he stated: it is expected that the meetings held with the presence of provincial officials will lead to operational decisions; Because simply proposing issues and recording approvals, without predicting the implementation mechanism, will not result.

He added: In addition to assigning responsibility to managers, they should also be given the necessary powers, legal permits and financial credits; Otherwise, holding numerous meetings cannot solve people's problems.

The representative of the people of Karaj, Fardis and Ishtehard in the Islamic Council, emphasizing the necessity of avoiding repetition of the enacted resolutions, stated: It should be clear at what stage each resolution is, how much progress it has made, and which body is responsible for its implementation, so that in the next meetings, it will be possible to evaluate the performance and follow up closely.

The municipality alone is not able to solve all problems

Referring to the limitations of the Karaj municipality, Shirinzad considered the efforts of the city administration to continue providing services as significant and said: the municipality suffered serious damages during the events of January and continuing to provide services despite the existing limitations is a difficult task.

He stated that it is not possible to leave the solution of all urban problems to the municipality alone, and added: some problems require decision-making and provision of resources at the national and provincial levels, and the role and responsibility of each institution should be defined according to its powers and capabilities.

The representative of the people of Karaj, Fardis and Eshthard in the parliament, referring to the issue of sewage and the capacity of the private sector, clarified: in the areas where it is possible to use the capacity of the private sector, obstacles must be identified and the grounds for the entry of investors must be provided; Because you can't expect a set to do all the actions, while it has not been given enough resources and powers.

To activate the capacity of social responsibility and tax credits

Shirinzad, referring to the existing legal capacity to provide resources for projects, considered it necessary to use tax credits and social responsibility of enterprises and said: There are appropriate approvals in this field that can be used to advance priority projects by following up the executive bodies, parliament members and the management and planning organization of the province.

Declaring his readiness to follow up on the demands of executive bodies and city management, he stated: We have followed up on any matter that has been referred to us for follow-up to the extent of our powers and capacities, and we also ask the managers to raise their problems for follow-up through legal channels.

This member of parliament listed the lack of number of representatives in proportion to the population and geographical extent of Alborz province as one of the challenges of following up on people's demands and added: despite the high volume of issues and the limitation of the number of representatives, we consider it our duty to follow up on people's problems and we welcome cooperation with executive bodies to remove obstacles.

In another part of his speech, Shirinzad mentioned the problems of promissory properties and said: the issue of determining the assignment of these properties still needs legal follow-up and the parliament has also held joint meetings in this field.

Referring to the progress of the negotiations to solve this problem, he added: In some areas, significant understandings have been reached, but it is necessary to finalize the agreements in writing and in the form of official approvals to enable their implementation.

The representative of the people of Karaj, Fardis and Eshtehard in the Islamic Council, emphasizing the necessity of using the created capacities to solve the problems of the region, stated: the existing obstacles in the field of real estate should be removed as soon as possible with the coordination of the responsible institutions, so that the people are no longer involved in uncertainty.

Shirinzad further emphasized the necessity of continuous follow-up of decisions and demanded that the responsibility of implementing the approvals should not be left to just one body; Especially when that device is facing limited credit and facilities to carry out the assigned missions.

In the end, he emphasized: the purpose of holding meetings should be to solve the real problems of the people; Therefore, for each decision, it is necessary to determine the person in charge of implementation, the required resources and specific timing, and the results of the actions should also be evaluated in the next meetings.
