Rethinking How Energy Imbalance Is Managed in Proportion to Economic Sectors' Shares

Karaj: Head of the Alborz Province Industry, Mine and Trade Organization stressed rethinking how energy imbalance is managed in proportion to the actual shares of economic sectors.

According to the report of Ambassador Arjan, quoted from the public relations of industry, mining and trade of Alborz province, Mohammad Ansari, in the meeting of general managers of the selected provinces of the country, which was held with the focus on the development and implementation of the road map of value chains in the Shiraz Chamber of Commerce, by explaining the capacities, advantages and strategic priorities of Alborz in the development of production value chains, he emphasized the need to go beyond general approaches and move towards targeted planning, division of national work and operational support for priority chains.

Referring to the measures taken to identify and compile the province's value chains, he clarified: the realization of the goals of this national program, in addition to the leadership of the Ministry of Industry, Mines and Trade, requires the precise definition of responsibilities and the effective role of other key institutions of the country in the field of financing, facilitating the issuance of permits, land development and coordination between executive institutions.

Ansari, describing the main axes of Alborz province's planning in the field of value chains, listed medicine, textile industries, automobile and component manufacturing, medical equipment and grain-based food industries as the most important chains of interest in the province.

Pointing to the industrial capacities of Alborz, the presence of national brands and the production capabilities of this province, he said: the formulation of the value chain roadmap should be based on the accurate knowledge of industrial advantages, the capacity of economic enterprises, the link between the production circles and the development capabilities of each region in order to provide the basis for increasing added value, strengthening the competitiveness of industries and more effective exploitation of existing capacities.

Also referring to the report prepared by the Vice-President of Planning and Investment of Alborz Province, Director General of Alborz Province explained some of the identified capacities and priorities of Alborz Province and emphasized the necessity of transforming studies and strategic documents into executable and evaluable plans.

value chains; A mission beyond the Ministry of Silence

Dr. Ansari, emphasizing the necessity of dividing the national work in the implementation of the value chain roadmap, demanded to determine the operational role and effective responsibility of related institutions along with the Ministry of Security.

While appreciating the actions of the Vice President of Planning and Development of the Business Environment of the Ministry of Security in guiding and promoting this program, he noted that the full realization of the goals of value chains requires synergy between ministries and institutions, each of which is responsible for a part of the development and support requirements of these chains.

According to him, the central bank should play a more effective role in providing and facilitating access to financial resources and facilities needed by the developed chains; The Ministry of Economic Affairs and Finance should also facilitate the processes of issuing licenses and modify related procedures to provide a smoother activity for companies.

He also emphasized the need for the Ministry of Interior to play an effective role in coordinating between the executive bodies and preventing interference in the process of tracking and managing value chains, and he considered the revision of land use documents and the alignment of development plans with the real advantages of the regions as important requirements that the program and budget organization should play a role in.

The General Director of Alborz province Samet emphasized: the national management of value chains will reach the desired result when the responsibility of each device, support tools and the mechanism of program implementation are defined in a clear and operational manner.

Necessity of compiling the city cut; Moving from general planning to targeted action

In another part of his speech, Ansari stated that the compilation of value chains by city is one of the necessities of completing industrial planning in the provinces.

Emphasizing that the capacities and economic advantages are not the same in all the cities, he stated: for the effectiveness of the value chain roadmap, it is necessary to determine the national priorities, the contribution and role of each province and city in different production circles, and the support should be targeted based on the real capacities, development needs and ability to complete the chains.

According to him, this approach can provide the basis for the formation of more effective links between industrial units, increase productivity, develop investment and strengthen the competitive advantages of regions while preventing the dispersion of resources and parallel work.

He emphasized the necessity of accompanying the national leadership of the Ministry of Safety with executive planning at the provincial level so that value chains go beyond the level of documents and studies and become a clear framework for guiding support, economic decisions and production development.

The management of energy imbalance should be proportional to the industrial realities of the provinces

The Director General of Alborz Province, referring to the challenge of energy imbalance and its effects on the activity of production units, called for a review of load management approaches and the adoption of decisions appropriate to the economic and industrial structure of the provinces.

Stating that Alborz province is one of the important industrial hubs of the country, he emphasized: policy making in the field of energy management should be done by considering the actual contribution of different sectors of energy consumption, the level of productivity, production capacity and the effects of restrictions on the activities of economic enterprises.

Ansari pointed out: In planning to manage the energy imbalance, it is necessary to establish a balance between the industrial position of the provinces and the actual share of the industrial sector in energy consumption; So that the decisions taken, regardless of the statistical and economic realities, do not put a disproportionate pressure on the production units.

Emphasizing the necessity of precise and targeted planning during periods of energy restrictions, he added: maintaining the stability of production, protecting employment and preventing disruptions in the activities of industries, requires expert decision-making, coordination of responsible institutions, and simultaneous attention to the requirements of energy management and the necessity of continuous production.

From developing a road map to field implementation; Alborz demand for effective production support

The presence of the director general of Alborz province, Sammet, in this meeting was an opportunity to explain the industrial capacities of the province, plan the executive requirements for the development of value chains and reflect the needs of the production sector in national policies.

All the axes raised by Dr. Ansari emphasize a key necessity: sustainable industrial development cannot be achieved by drafting strategic documents alone; Rather, it requires the division of national work, effective financing, regulatory facilitation, regional planning, and fair and expert decision-making in the field of energy.

An approach that can make the path of completing production chains, increasing added value, strengthening investment and employment stability smoother by linking the industrial capacities of Alborz province to national development policies.
