Pezeshkian: Intensifying internal disputes and social divisions reduces capacity to confront crises; Iranian nation has decided to stand firm against pressure

The president said that challenges in the areas of electricity, water, gas, fuel, the environment, the banking system, budget imbalances and pension funds were among the factors that enemies believed they could exploit to split Iranian society and sow division; however, the people's steadfastness and the preservation of national unity foiled these calculations.

According to the report of Ambassador Arjan Masoud, this morning, Thursday, October 23, 1405, in the ceremony to commemorate the Nurse's Day, while honoring the memory of the founder of the Islamic Revolution and the country's martyrs, especially the martyred leader, commanders, scientists, students, doctors, nurses, warriors and all the martyrs of the Iranian nation, he emphasized the necessity of protecting national unity, strengthening social solidarity and confronting the enemies' efforts to create divisions in the society.

According to Ambassador Arjan's report, the President, referring to the developments and incidents that have occurred in the country since the beginning of the government's work, including the January unrest and the two recent wars, stated: Since the beginning of the government's responsibility, the country has been facing a series of pressures, threats and complex developments, and in the following, the enemies' efforts have been focused on undermining the country's social cohesion and authority by taking advantage of internal differences and existing problems.

Explaining a part of the enemies' calculations about the internal situation of Iran, the doctors pointed out: the existence of challenges in the fields of electricity, water, gas, fuel, environment, banking system, budgetary imbalances and pension funds, were among the factors that the enemies thought they could face the Iranian society with disunity and division by relying on them; However, the standing of the people and the preservation of national solidarity failed these calculations.

Emphasizing that the problems and discontents of the country still require planning, planning and effective action, the president added: Trying to exploit economic and social issues and turning differences into deep divisions in society is still one of the axes of pressure against the country. In such a situation, the responsibility of all managers and officials requires that they avoid any behavior and speech that leads to the weakening of national solidarity and use all the capacities of the country in the way of strengthening unity and public trust.

Referring to the position of medical and nursing professions in the health system, the doctors considered the human approach and free from discrimination to be one of the most important features of this field and clarified: in the provision of health services, there is no difference between ethnicity, religion, gender, social class, economic status and political orientation of people, and the main criterion is human suffering and the need to help him. This view should be current in all areas of the country's administration and all citizens should enjoy fair opportunities and services without discrimination.

Emphasizing the necessity of expanding justice in policies and executive decisions, the president noted: Just as the medical staff fulfills their professional and human duty when dealing with patients, regardless of their identity and social status, the governance system should also have such an approach towards all the people of the country. Strengthening justice, public trust and social solidarity requires that all groups of society are seen in the policies and programs of the country and their fair access to services and facilities is taken into consideration.

Referring to the sacrifice of the country's defenders and people who have stood up in the most difficult situations to defend Iran's security and territorial integrity, Medjikian emphasized: We should be grateful to those who have borne the responsibility of defending the country by enduring hardships and being away from their families.

Emphasizing his commitment to the independence, dignity and pride of Iran, the president stated that he will use all his power and capacity to protect the national interests and defend the territorial integrity and independence of the country.

The doctors also expressed their gratitude to all the people who preferred the national interests and unity of the country over differences, despite their complaints, differences of opinion, and experience of some injustices. People who, in spite of problems and problems, have not allowed external currents to take advantage of internal demands and disputes to disturb the peace and cohesion of the society. Protection of this social capital is a common responsibility for all elements of governance.

Further, emphasizing the necessity of redefining health in a comprehensive and social framework, the doctors stated: health is not limited to the diagnosis of disease and the provision of medical services; Poverty, injustice, loneliness and deprivation of communication and social support can also affect people's physical and mental health. Therefore, policy making in the field of health should pay attention to the social and economic roots affecting people's health in addition to treating diseases.

The president stated that facing complex social and health issues requires a precise understanding of the problem and choosing a suitable solution, and noted that the accumulated problems of the society cannot be solved simply by issuing orders or providing short-term solutions.

Each problem, according to its nature, dimensions and conditions of its formation, needs a specific plan, appropriate implementation method and realistic timing. Accordingly, reforming the health status of the society requires a scientific, systematic, just and based on the knowledge of social realities.

Emphasizing that correcting the problems and realizing justice in the society requires planning, continuous efforts, and providing suitable implementation platforms, the doctors stated: We cannot expect that all the country's problems will be solved in the short term by making a single decision; But the government is determined to provide opportunities and services for all Iranians with a justice-oriented approach; Without their political orientation, language, ethnicity or gender being the basis of the difference in the way the governance system deals with the citizens.

Referring to the external pressures and restrictions imposed on the country, the president stated: the enemies are seeking to increase pressure on Iran and force the country to surrender by using various means, including restrictions on communication and transportation routes; But the Iranian nation has decided to stand against these pressures. Overcoming the current difficult situation requires national solidarity, mutual cooperation and the participation of all sections of the society in solving the country's problems.

Stating that the existence of problems and difficulties in the way of running the country is undeniable, the doctor noted: If people and officials stand together and instead of highlighting differences, focus on common capacities and problem solving solutions, problems can be overcome. On the contrary, fueling differences and constantly emphasizing each other's weaknesses prevents society from achieving common goals. The government's approach should be based on strengthening solidarity, reducing gaps and increasing national capacity to face challenges.

Emphasizing the need to preserve the sacrifices of the country's defenders and people's servants, the president pointed to the image of one of the nurses in the crowd who was martyred during the recent war and said: "Choosing a place to serve the people, defend the territorial integrity and try to preserve the health of the society, shows responsibility and a deep commitment." This spirit of self-sacrifice is considered a valuable asset for the country and should be considered in the policies and behavior of officials.

Paying tribute to the sacrifice of nurses and other service personnel in critical situations, the doctors noted: When nurses risk their lives to save the lives of others in conditions of bombardment and danger, we are facing a behavior whose value cannot be measured by money, fame or social status. This type of responsibility arises from human conscience and moral commitment; A commitment that calls people to help other people in the most difficult situations.

The president also pointed to the sacrifice of people who work in the front lines of the country's defense and in less visible positions, and stated: Many of these people stay away from their families and personal lives for months and take on heavy responsibilities without their names being exposed to the public. The criterion for evaluating a service is the extent of its impact on saving people's lives, defending the country, and improving the security and health of society, not the extent of being seen or enjoying fame and privilege.

Emphasizing that the service in the health system should be a model for fair behavior in all areas of governance, the physician stated: The pride of the medical and nursing profession is that it does not condition the provision of services to people on political, religious, economic, ethnic and social differences. In this view, the main goal is to reduce human suffering and try to treat and improve his condition. Such an approach is a manifestation of humanity and moral responsibility and can be a basis for strengthening justice and public trust in the governance system.

Referring to the necessity of spreading the culture of empathy and social responsibility, the President added: Just as rain falls without distinction between houses, mosques and other places, humanitarian service should not be subject to social and religious categories. If we have made the movement towards divine and human values our goal, we must also adhere to the principles in individual and social behavior that are based on justice, kindness, support for people and avoiding discrimination.

Referring to the efforts of the enemies to weaken the social resilience, Medikian emphasized: One of the goals of external pressures is to erode the ability of the society to bear the difficulties and to create the basis of discord and mistrust inside the country. Experience has shown that simply using military tools and inflicting damage does not necessarily lead to the surrender of a nation; But the aggravation of internal disputes and the formation of social gaps can reduce the country's capacity to deal with crises. Therefore, maintaining unity and strengthening national solidarity should be among the main priorities of the country.

Referring to the reflection of Iranian people's standing in foreign interactions and trips, the president said: The stability and resistance of the people against pressures has presented a different image of Iranian society in the international arena. This social capacity can become a sustainable achievement when it is accompanied by strengthening public trust, reducing differences and cooperation between different parts of society. The successful passing of the upcoming difficulties depends on the preservation of this social capital and the effective use of the collective power of the country.

While appreciating the efforts and sacrifices of the nursing community, the doctors emphasized the need for cooperation and synergy to solve the problems and said: We should distance ourselves from differences as much as possible and focus on common points that enable collective movement. The government also considers itself obliged to follow up on issues and support people's servants to the extent of its existing capabilities. Being in the company of nurses is an opportunity to appreciate their services and re-emphasise the importance of this group in maintaining the health and dignity of the society.

Referring to the necessity of recognizing the existing limitations in the allocation of resources and paying attention to the economic realities of the country, he stated: resource management requires that a reasonable balance be established between available facilities and expectations. It is not possible to expect all needs to be met simultaneously and immediately, regardless of the available capacities. In such a situation, mutual understanding, avoidance of confrontation, and participation in finding practical solutions provide the basis for more effective decision-making and moving in the direction of reforms.

Emphasizing that limited resources should not be an excuse to ignore the demands of the people or ignore the responsibilities of the government, the president noted that the country is facing a series of accumulated needs and issues, the solution of which requires prioritization, planning and proper management of resources. In order to improve the situation, while understanding the existing difficulties, solutions must be adopted that both respond to the essential needs of the people and provide the possibility of continuing public services and maintaining the executive capacities of the country.

Referring to the working conditions of the police forces, medical staff and other service groups, the doctors said: Some of the country's forces operate in conditions where they do not even have the proper facilities and space to deploy and perform their duties. Dealing with these issues requires careful examination of needs, recognition of limitations and making decisions that can gradually improve service conditions. The responsibility of the country's management requires that the demands of different groups be examined in a fair manner and executive solutions are designed to solve their problems.

Explaining the necessity of reforming the mechanisms of financing and providing services in the health system, the president emphasized the importance of the effective implementation of the family doctor program and said: "The family doctor should not be considered merely as an efficient payment mechanism; Rather, this program should be defined in the framework of strategic purchase of health services and targeted management of resources. The realization of this approach requires that the available resources are distributed based on the real needs of the people, health priorities and justice indicators, and all components of the health system participate in its implementation.

Pointing to the necessity of reaching an agreement between different parts of the health system about how to allocate resources, the doctors noted: It should be determined what share of the total health resources should be allocated to the supply of medicine, and how much should be allocated to human resources, medical equipment, infrastructure and maintenance of medical centers. These decisions must be made based on expert evaluation and within the framework of a coherent plan; Because as long as each sector only seeks to increase its share, it will not be possible to achieve a fair and efficient model for resource management.

Emphasizing that the reforms of the health system should reach from the stage of agreement and design to the stage of implementation and evaluation, the president added: despite the holding of numerous expert meetings and the implementation of measures in some areas, there is still a gap between the intended goals and the level of implementation of the programs. Expanding reform programs requires removing implementation obstacles, establishing coordination between institutions and accepting joint responsibility. Any collection that provides an effective and practical solution to solve problems must be able to demonstrate its ability in a specific environment so that the results can be evaluated and the field of benefiting from successful experiences can be provided.

Stating that the country's challenges are not limited to the health sector and include issues such as gasoline, electricity, gas, housing, payment system, and how to allocate resources, the doctor clarified: None of these issues can be fully resolved in a short period of time without examining its various dimensions. Just as disease treatment requires correct diagnosis, choosing the right method, determining the amount of intervention and continuous care, the reform of economic and executive systems should also proceed based on scientific understanding of the problem, determining the implementation path and evaluating the results.

Pointing to the complexity of gas and electricity imbalance management, the President stated: Decisions in these areas should be made in such a way that, while meeting the essential needs of the people, stopping production activities and harming employment are avoided. Energy management does not only mean regulating the amount of consumption, but also includes maintaining the stability of the network, meeting the needs of households, continuing the activity of industries and preventing disruptions in the production cycle. Hence, every decision should be taken considering its economic and social consequences.

Referring to the pressures on the country's energy infrastructure, including the damage to the gas production capacity, the doctor emphasized the necessity of planning for energy supply in the winter season and said: the government should simultaneously pay attention to the heating needs of households, the continuity of production and the management of existing restrictions. Any disruption in energy supply can have consequences for people's lives and economic activities; Therefore, managing these conditions requires accurate forecasting, prioritization and maximum use of existing capacities.

Emphasizing the necessity of maintaining employment and production stability, the president noted: the priority of the country's executive management should be that the production wheel does not stop moving and workers do not face the risk of unemployment. In crisis conditions, economic decisions must be adjusted in such a way that production capacity is maintained while managing costs and limited resources. The experience of the country's administration in difficult periods has shown that the presence of responsible and serving forces in the field plays a decisive role in the continuity of essential activities, and this fact should be taken into account in policy making.

Referring to the necessity of reviewing the administrative structure and the way to use manpower, Median said: Reforming the administrative system and managing government expenses is a complex issue that cannot be solved simply by increasing or decreasing the number of employees. Any change in the structure of the human force must be accompanied by a careful examination of the missions, the real needs of the devices, the productivity and the social and economic consequences of the decisions. The goal is to achieve a more efficient structure that can provide public services with appropriate quality and acceptable cost with optimal use of resources.

Criticizing the presentation of simplistic solutions for complex executive issues, the President emphasized: Decision-making about the management of a hospital, an executive body or a service system requires the presence of experts and related officials, a detailed understanding of the issue, and the achievement of a common language and framework. One cannot prescribe a general prescription for all issues without considering the limitations and consequences of decisions. Solving the country's problems requires common thinking, empathy, specialized knowledge and acceptance of joint responsibility.

Emphasizing that the reforms should proceed based on evidence and evaluable results, the doctors said: the government has followed measures in the field of energy consumption management, and based on the statistics presented, electricity consumption has decreased by about five percent; Meanwhile, the annual trend of consumption has been accompanied by an increase. Also, measures are being taken to control gasoline consumption and prevent its excessive increase. Continuation of these measures, along with structural reforms and improving productivity, can help reduce the pressure on the country's resources.

Referring to the measures taken to manage fuel consumption and reduce the pressure on the country's foreign exchange resources, the doctors said: managing the consumption of gasoline and other energy carriers is an inevitable necessity in the conditions of limited resources and supply difficulties. The estimates presented show that the supply of gasoline needed by the country could impose a significant foreign exchange cost on the government; Therefore, consumption control and resource management play an important role in reducing costs and preventing the aggravation of economic imbalances.

Emphasizing the necessity of prioritizing the country's public expenses, the president stated: the government is operating in a situation where it has to decide between different needs, including fuel supply, payment of employees' salaries, and responding to public obligations. The limitation of financial resources and the difficulties in meeting the country's needs have doubled the necessity of making well-considered decisions and optimal use of facilities. In such a situation, the cost management should be in such a way that, while providing essential needs, disruption of public services is prevented.

Referring to the existing conflicts in the fields of electricity, gas, gasoline, and water, Medikian pointed out that reforming the consumption pattern and improving resource efficiency is one of the basic requirements of the country's management. According to the above comparisons, the consumption of some energy carriers in Iran is much higher than many European countries, and correcting this situation requires careful planning, correcting consumption mechanisms, and people's support. However, the implementation of reform policies should be accompanied by the understanding of the social and economic conditions of the society in order to avoid imposing unnecessary pressure on the people while achieving the desired goals.

Emphasizing the complexity of simultaneously managing discontent and maintaining public satisfaction, the President added: Decision-making in these areas is not limited to regulating the amount of supply and demand, but the economic, social and security consequences of each action must also be taken into account. The existing restrictions in the supply of resources and foreign trade have increased the necessity of more accurate management. If control policies and consumption reform programs are not implemented properly, existing problems can fuel social dissatisfaction; Therefore, the government has to strike a balance between the necessity of reforms, maintaining social stability and meeting the basic needs of the people.
