Jask – The Director General of Roads and Urban Development of Hormozgan said that construction work has begun on 54,000 units out of 180,000 applicants in the province for the National Housing Movement, and the reopening of the system depends on settling the status of previous applicants.
According to Mehr reporter, Majid Selahshor, in the meeting of the administrative council of Jask city on Wednesday afternoon, which was held in the presence of Syed Abdul Karim Hashemi Nakhel Ebrahimi, the representative of the people of East Hormozgan in the Islamic Council, Ahmed Jamaldini, the governor of Jask, and members of the administrative council in the governor's meeting hall, emphasized the need to follow up on the infrastructure problems of the city by explaining the latest status of housing, road construction and urban regeneration projects.
70 km of the eastern coastal corridor has been entered into the contract
Referring to the implementation status of the coastal corridor in the south of the country, Selahshor said: This corridor is 1,847 km long from Shalamcheh to Kanarak, 840 km of which is located in Hormozgan province.
He added: Of the total coastal corridor routes in Hormozgan, about 399 kilometers are located in the west of the province and 440 kilometers are located in the east of the province.
The General Director of Roads and Urban Development of Hormozgan stated that before the recent follow-ups, most of the coastal corridor projects in the west of the province were more advanced, and clarified: In the east of Hormozgan, except for a part of the Bandar Abbas route, the status of executive contracts was not favorable, but now more than 70 km of the routes in this region have been signed.
Referring to the follow-up of the representative of the people of East Hormozgan and the trips of the officials related to the development of the coastal corridor to the region, Selahshor said: "The Jask route to Minab and other remaining routes are also prioritized to be followed in order to provide funding for their implementation."
Referring to the country's credit limits, he pointed out that the implementation of these projects is being pursued despite financial problems, and the development of the coastal corridor is of great infrastructural importance for East Hormozgan.
The Director General of Roads and Urban Development of Hormozgan stated that the cost of implementing each kilometer of road in the current conditions is about 70 billion tomans, and emphasized the need to pay more attention to the financial resources of these projects.
Determining the duties of single applicants of the National Housing Movement
In another part of his speech, Selahshor addressed the issue of single applicants of the National Housing Movement and said: the registration of these people was made possible by the issuance of a circular by the Ministry of Roads and Urban Development, but this circular was canceled after the complaint of one of the citizens in the Court of Administrative Justice.
He explained: According to Article 1 of the law on organizing and supporting the production and supply of housing, single applicants are generally not subject to the conditions of using this plan, and exceptions have been considered for some groups.
Director General of Roads and Urban Development of Hormozgan added: In the previous circular, it was stipulated that unmarried applicants must be married when handing over residential units, and their registration was done in this framework, but after the ruling of the Administrative Court of Justice, the ministry was obliged to implement the relevant legal provisions.
Referring to the follow-ups carried out at the provincial and ministry level, Selahshor said: The issue of single applicants is not limited to Jask city and is discussed at the national level, considering the decision of the court, its implementation is mandatory for the relevant institutions.
He emphasized: Solving this issue requires follow-up at the national level and review of legal solutions, and it is not within the authority of the General Administration of Roads and Urban Development of the province to make a decision about it.
The new housing registration depends on the assignment of the previous applicants
Director General of Roads and Urban Development of Hormozgan said about the re-opening of the registration system of the National Housing Movement: In Hormozgan province, about 180 thousand people have registered in this system, but so far the implementation of about 54 thousand residential units has started.
Selahshor added: The Ministry of Roads and Urban Development believes that the status of the registered applicants should be determined first, and after determining the assignment of the existing cases, a decision should be made about reopening the system and registering new people.
Referring to the follow-ups of Syed Abdul Karim Hashemi Nakhel Ebrahimi in the Ministry of Roads and Urban Development, he said: The representative of the people of East Hormozgan has followed up this issue many times through the officials of the ministry and the minister himself, but the final decision on reopening the system will be taken at the national level.
More than 6 thousand billion Tomans are needed to supply water and electricity to residential units
Referring to the volume of housing projects in Hormozgan province, Selahshor said: a total of 54,000 residential units are being built in the form of support projects in the province, and the provision of water and electricity infrastructure for these units requires significant financial resources.
He continued: The estimate announced for the provision of water and electricity for each residential unit is about 120 million tomans, which, including 54 thousand units, the total credit required exceeds 6 thousand billion tomans.
General Director of Roads and Urban Development of Hormozgan stated that this province has received the largest amount of credit from the National Housing Fund and said: In the projects of the National Housing Movement of Jask, the provision of resources related to water and electricity has been followed up and there are no special problems in this field.
Selahshor added: In some cities of the province, including Bandar Abbas, despite the high physical progress of a number of residential units, there are still problems with water and electricity supply.
Pointing to the increase in construction costs, he stated: The General Administration of Roads and Urban Development of the province is faced with a large volume of projects and limited human and financial resources, but the follow-up to complete the plans and respond to the demands of the people continues.
Preparation of 14 pieces and follow-up of urban problems of Jask
The Director General of Hormozgan Road and Urban Development further mentioned the issue of preparing 14 plots of land raised in the meeting and said: Actions related to these plots have been completed and the issue has entered the tender stage.
Emphasizing the need to speed up the process of project implementation, Selahshor added: The General Road and Urban Development Department of the province manages more than 400 projects, and for the implementation of each project, it is necessary to secure funds, follow up administrative procedures and hold tenders.
While accepting some of the demands raised about Jask's urban problems, he emphasized the need to follow up on the completion of land preparation.
The proposal to hand over land to cover the cost of asphalting the neighborhoods
Referring to the problems of asphalt and worn-out structures of Jask, Selahshor said: In 1401, 92 tons of bitumen was provided to Jask municipality, but this quota was not fully absorbed in the following years.
He added: Using the bitumen quota requires going through technical procedures and receiving the necessary approvals, and the municipality must provide the necessary conditions to benefit from this capacity.
The General Director of Hormozgan Road and Urban Development further presented a proposal to provide financial resources for the asphalting of urban roads and said: "We are ready to provide land from the lands of the National Land and Housing Organization to the municipality in cooperation with the municipality and the city council of Jask for the sale and financing of the asphalting of the neighborhoods."
Selahshor continued: In case of agreement and following legal procedures, up to five pieces of land with economic value can be allocated for this purpose, so that the resources from their sale can be spent with the priority of asphalting the required areas, including Loran and other areas raised in the meeting.
He emphasized: This proposal was proposed with the aim of using existing capacities to solve urban problems and reduce dependence on limited national resources, and its implementation will require coordination and legal procedures.
Pursuing the supply of artificial grass for Jask neighborhoods
In another part of his speech, Selahshor mentioned the request for providing artificial grass and said: The implementation of artificial grass is not a direct responsibility of the General Directorate of Roads and Urban Development, but this General Directorate can follow up on the issue through the National Land and Housing Organization.
He added: Together with the representative of the people of East Hormozgan and the governor of Jasek, we are trying to examine the request for providing artificial grass for Loran neighborhood and the desired neighborhoods, and if the conditions are met, the necessary resources will be provided for its implementation.
The General Director of Roads and Urban Development of Hormozgan also said about the problems raised in the field of rural roads: Some of these cases are under the responsibility of the General Administration of Roads and Road Transport, which will be transferred to this group for follow-up.
In the end, Selahshor apologized for the delays and shortcomings in the implementation of some projects and stated: We accept the financial and executive problems and limitations, but the follow-up of people's demands and efforts to complete the construction and infrastructure projects of the province continue.
