He stated that the multiplicity of government systems and the insular activity of the institutions poses a challenge to the provision of integrated services to people and businesses, and stated that the Ministry of Communications and Information Technology, relying on legal capacities, especially paragraph "T" of Article 107 of the Seventh Development Plan Law, has put the organization of systems and moving towards an integrated, interactive and service-oriented government on the agenda.

Examining systems with the aim of preventing parallelism

Sadr added: So far, the information of about 3,200 public and common systems in areas such as human resources, financial affairs, procurement and administrative services have been counted and analyzed. Also, 1291 specialized systems have been identified at the level of ministries and upstream institutions, and 100 government systems have also been evaluated with the aim of investigating the necessity of creation, identifying similar capacities and preventing parallel work.

The head of the Information Technology Organization of Iran, emphasizing the necessity of organizing according to the conditions and needs of each organization, referred to the "Iranboom" project as one of the axes of redesigning the provision of government services and said: "In this plan, the provision of services is based on the needs of people and businesses, regardless of organizational boundaries, and its design and implementation are on the agenda."

Iranboom; A platform for interactivity of government systems

Emphasizing that Iranboom will not replace all the government's specialized systems, Sadr stated: The goal of this plan is to create an interactive architecture to coordinate inter-organizational processes and facilitate data exchange between devices so that people and economic activists do not have to go to multiple routes and scattered systems to receive services.

He listed the national information exchange center, the national smart government services window, cloud infrastructure and the geonet information and location services platform as complementary components of this program and added: the development of these infrastructures, along with the organization of existing systems, provides the basis for the realization of a unified digital government.

In the end, the Deputy Minister of Communications and Information Technology considered the cooperation of the executive bodies and the participation of the private sector necessary to advance this program and said: The Ministry of Communications is responsible for the management and development of common infrastructures, but the modification of processes and management of specialized data depends on the cooperation of the bodies in charge of each process.

He pointed out that reducing the complexity of receiving services and preventing the imposition of costs caused by the multiplicity of systems on people and businesses is one of the main goals of organizing government systems and developing a unified digital government.
