According to the report of Ambassador Arjan Masoud Mezikian, the President, in connection with the meeting of the Development and Planning Council of East Azerbaijan, emphasized the need to increase the powers of managers and rely on internal capacities and stated: In the first step, we should use the powers given to managers properly and not wait for the decision of the President or officials based in Tehran.

Referring to his managerial experience, he added: "When I was the president of the university, I used to raise this question as to why managers were settled in Tehran and they did not allow managers to work in the provinces." Even now, I believe that the managers and workers of the country's provinces are no less capable than the officials based in Tehran, and if we want to run the country, we must believe in our own capacities.

The enemy's attempt to create discontent and discord in the country

He emphasized: We must solve the country's problems ourselves. Each of us, in whatever city and place we are, should try to create the conditions we want. We have given the necessary powers to the managers, and if needed, we can delegate more powers. Managers must thwart the enemy's plans with creativity and initiative.

Solving neighborhood problems with people's participation

In another part of his speech, the President pointed to the need to strengthen people's participation in the administration of local affairs, and considered mosque-centered and neighborhood-centered as effective ways to solve problems and said: "In the neighborhood-centered model, people should participate in decision-making and solving problems and not be unaware of each other's situation, including the employment and health of neighbors."

Referring to the role of mosques in the early years of the revolution, he added: At that time, many problems were solved through the mosque, but today we should not think that the mosque has no place in solving problems. We must change our view of the neighborhood, city and country and take responsibility for solving problems.

Saying that even with elites, academics and capable managers, it is difficult to solve problems without public participation, he clarified: If we believe that the responsibility of the neighborhood, school, hospital and city is on us, we can solve many problems with the help of teachers, doctors and other people.

He also pointed to the enemy's attempt to create discord in the society and said: The enemy seeks to create discord and deepen the gaps, and we must neutralize these efforts by strengthening the empathy and participation of the people.

Supplying electricity and gas to industries is a priority

Referring to the damage caused to the country's energy infrastructure and the need to manage consumption in the winter season, the president said: despite the attack on gas facilities and power plants, we are determined with the help of people and managers not to let the country's gas and electricity supply face serious problems in winter.

Referring to the damage caused to the country's gas production capacity, Medekian said: About 230 million cubic meters of the country's gas capacity were damaged, and before that we were facing an imbalance of about 300 million cubic meters. With these conditions, we must prevent more problems by planning and managing consumption.

Emphasizing the need to support the production sector, he continued: In every possible way, the electricity and gas needed by the industries and production units should be provided and we should not allow the country's production to stop. If we can save on domestic consumption and devote more energy to production, this action means neutralizing the enemy's goals; Because stopping production increases the country's problems.

The president thanked the producers and guilds and noted: We are at the service of the producers and guilds and they understand the conditions of the country very well. The enemy thought that by attacking the country, there would be a famine, but with the help of producers and guilds, we were able to stand strong against these conditions.

Doctors thanked the people and military forces

He continued by appreciating the efforts of the people and the military and security forces of the country and said: I appreciate all the people who worked hard in this situation. The security forces, Basij, IRGC and army have also played an important role in protecting the country with their stand.

The doctor added: "No power could have imagined that our soldiers and commanders would be so steadfast against these attacks." Despite all the difficulties, they were present on the scene and were ready to sacrifice for the defense of the country, and we appreciate these efforts.

Emphasizing the responsibility of managers towards the people, the President said: Managers should think that there is no one but themselves to solve problems, and they are the ones who should serve the people. People should believe that the officials understand their conditions, are ashamed of their problems and try to solve the problems; In this case, people's empathy and companionship will also be strengthened.

Appreciating the efforts of the ministers and officials during the war, he said: The enemy thought that the country would fall apart with the war, but the efforts of the officials and the support of the people made us stand against these conditions and we will be with the people with strength.
