Emphasizing that the receipt of any money by the executive bodies should be documented by law, he said: citizens can claim the legal basis and report the issue if they are faced with financial requests outside the rules.
Emphasis on supporting legitimate production and investments
Heydari listed the support of national production and legal investments as one of the other activities of the Inspection Organization and stated: This support is done with the aim of removing the obstacles of qualified producers and helping to promote economic activities.
He added: In addition to creating employment, the boom in production helps to reduce unproductive economic activities and can play a role in strengthening the economy of the province.
Director General of Kurdistan Inspection also pointed to the activity of specialized commissions and using the opinions of elites and researchers and stated: scientific pathology of issues and providing strategic proposals to solve the problems of people and guilds is part of the transformational approach of this collection.
Managers should take the initiative to respond to people
Emphasizing the necessity of strengthening the responsibility of managers of executive bodies, he said: instead of leaving all issues to regulatory bodies, managers are expected to personally appear among the people and take action to address the demands and solve the problems of the clients.
Heydari considered the intrusive visits as one of the monitoring tools and added: these visits alone do not solve all the problems of the devices, but they can help to improve the functions and increase public awareness, along with other monitoring measures.
He also announced the dispatch of supervisory boards to the provinces and said: these boards are investigating issues and preparing reports in an inconspicuous way, and if necessary, the results and issues that can be reported through the media will be followed up.
Notification of violations through system 136
In another part of his speech, the Director General of Kurdistan Inspection introduced the 136 system and the 136.ir website as ways for people to communicate with the inspection organization to report corruption, register reports and file complaints.
Heydari explained that it is possible to register a report with or without identifying the identity: after registration, public reports enter the expert review process; Of course, the handling of complaints must be within the legal jurisdiction of the inspection organization.
He added: Executive bodies have one month to respond after receiving the complaint, and if the complainant objects to the response, the matter will be re-examined. According to him, after completing the documentation related to the protest and defense of the device, the experts of the inspection organization have seven days for the final investigation.
At the end, Heydari appreciated the efforts of journalists and media activists of the province, and emphasized the necessity of media cooperation in raising awareness about people's rights, following public demands and strengthening public supervision.
