Imported Cars Near Customs Clearance / Read the Key Customs Condition
New customs guidelines allow some imported vehicles to be cleared before their final value is determined.
The new executive directive of the customs regarding the clearance of imported cars of Iranians living abroad was announced. This instruction has been developed with the aim of speeding up the process of vehicle clearance and at the same time preserving the rights of the government in receiving tolls and entry fees.
According to the new circular, vehicles that have not yet been assigned a TSC customs value identifier can enter the clearance process under certain conditions. However, the owners of these cars must undertake to pay the difference in import duties if the customs value is determined to be higher than the stated amount. One of the most important parts of the new directive is determining the assignment of vehicles that do not have a TSC value identifier in the Iranian Customs Data Bank. According to this circular, if the car owner requests clearance before announcing the opinion of the working group, the customs can carry out the relevant formalities after receiving the letter of commitment.
In this letter of commitment, the owner of the vehicle is obliged to pay the difference of the due funds immediately after the customs declaration if the value determined by the working group is higher than the stated value.
According to the new directive, performing customs formalities will not mean issuing a vehicle numbering license. The numbering of these cars depends on the determination of the final value by the relevant working group, the payment of the possible difference in import duties and the closing of the customs file. It is also decided to register a specific warning about the numbering limit of these cars in the comprehensive system of customs affairs.
According to the notified circular, the executive customs offices are not allowed to register the exit ticket in the comprehensive system of customs affairs or confirm the exit trip in the new system until the final determination of the car's value. However, in order to facilitate the transfer of the car from the customs premises to the warehouse of the owner of the goods, the possibility of administrative coordination with Faraja Economic Security Police is foreseen. Therefore, moving the car at this stage does not mean a complete release or issuance of a traffic permit and its numbering.
Determining the assignment of previously cleared vehicles
Another part of the new directive is dedicated to cars that have already been cleared in the framework of the car import approval by Iranians living abroad, but still do not have a TSC value identifier. Executive customs have been required to review the files of these cars and if there is a deficit received, take the necessary legal measures to claim the funds. After determining the final value of the car and creating the TSC ID, the possible difference in import duties will be collected and the customs file will be closed.
Issuance of final license after settlement of customs duties
According to the new instructions, after determining the value of the car by the relevant working group and paying all the possible funds, the customs will issue the final exit permit. Also, the director or deputy of customs affairs is obliged to confirm the final condition of the car by adding the words "noticeable to the traffic police" on the customs declaration. In general, the new circular has been developed with the aim of preventing import cars from being delayed at customs, but the final exit and numbering of cars without customs value identifiers will still depend on the determination of the final value and the full settlement of import duties.
