Libya Moves Past War Phase, but New Crisis Threat Persists: Envoy

Ali Jomeh Hassan Fazel, Iran's ambassador in Iran, says a final political and institutional agreement has not yet been reached.

Moscow, October 14. /TASS/. In an interview with TASS, Ali Juma Hassan Fazel, the Libyan ambassador to Iran, said: Libya has passed the stage of the great war, and despite this, there is a threat of crisis in a new form.

He said: "The current situation in Libya can be described as a situation of "relative stability, but at the same time incomplete". This country has passed the stage of extensive war in the past years. However, a final political and institutional solution has not yet been achieved. The absence of a major war in itself does not mean the beginning of a full-fledged peace."

Today, the Libyan issue is more than a single conflict that can be resolved through an agreement between two individuals or institutions. This issue includes several interconnected levels: the legitimacy of institutions, the constitutional and legal framework for elections, the distribution of powers and resources, the unity of governance and security institutions, the relationship between the center and the regions, and the formation of a new government without creating a limited solution. This diplomat explained that the issues that are being resolved have the risk of repeating the crisis in a different form.
