According to him, in addition to explaining the issues, universities should also provide scientific and practical solutions to reduce harm.

Emphasizing the necessity of paying attention to the cultural and social aspects of development, Habibi said: advancing civil projects alone is not enough to improve the society's condition, and the devices should have software and continuous programs in addition to hardware activities to improve social and cultural indicators.

He considered the education experience of the province as an example of the effect of continuous goal setting and evaluation and stated: According to the report of the officials of this area, the average grade point average of the students has increased by 1.2 points in one year, and the results of passing and entrance exams have also improved. This experience shows the importance of setting clear goals and tracking measurable indicators.

The governor of Kermanshah also emphasized on the completion and updating of the document on improving the status of women and families and said: The management and planning organization of the province should follow up on the proposed validity of this document through the relevant working group so that after its completion, the basis for its notification and implementation will be provided. Marginalization was one of the other areas emphasized by Habibi.

He demanded to speed up the preparation of the comprehensive plan for the organization of this area and added: the relevant consultant has been appointed to review the issue and the housing foundation should submit the plan to the working group for review and approval in cooperation with the construction department of the governorate.

Referring to the role of cultural programs in strengthening social vitality, Habibi emphasized on the expansion of activities such as programs in parks, public walks and programs tailored to the interests of different groups of society.
