State Royalties for the First Half of 1405 to Be Paid Based on Actual Extraction

Given the ongoing hardships of the Third Imposed War, it was decided that state royalties for the first six months of 1405 will be paid based on actual extraction volume.

It was decided that due to the continuation of the sufferings of the third imposed war, government salaries for the first 6 months of 1405 will be received based on the amount of actual extraction.

According to Ambassador Arjan, state mining rights are one of the most important legal requirements in the mining sector, according to which the exploitation license holders are obliged to pay an amount to the government. These rights are considered as a part of the country's general income and serve different purposes.

The laws and regulations and procedures for calculating state mining rights in Iran according to the Mining Law and its Executive Regulations (Article 14 of the Law and Articles 60 and 61 of the Executive Regulations and other proposed approvals and regulations such as the proposed guide for calculating the price of minerals) of the Ministry of Health and the Supreme Council of Mines are non-expert and disrupt mining businesses, which causes the economic unjustification of mining activities in Iran.

During the last few years, at the request of the Mining and Mineral Industries Commission of the Chamber of Iran, the Union of Exporters of Industrial Products and Lead and Zinc Mines, the Iran Stone Association, the Iron Ore Association of Iran, and the Copper Association of Iran, it was put on the agenda of the Government-Private Sector Dialogue Council.

Specialized organizations emphasized this issue; Since the market conditions and changes in the market capacity and the technical and safety conditions of the mine can affect the amount of actual tonnage that can be extracted in mines, the amount of government rights should be based on the amount of actual extraction, not the nominal capacity.

According to the announcement of the Iranian Chamber of Commerce, the meetings of the specialized working groups of the dialogue council between the government and the private sector were held on the topic of "Setting the mechanism for determining the actual amount of extraction and the actual price in order to determine the state rights of mines."

Also, in the 133rd meeting of the dialogue council between the government and the private sector, it was decided that in order to reform the mechanism for determining state rights, the issue of calculating and receiving state rights based on actual extraction was submitted to the Supreme Council of Mines for consideration.

Based on the follow-ups, the issue of assistance by paying government salaries for the first 6 months of 1405 based on the amount of actual extraction due to the continuation of the sufferings of the third imposed war was brought up in the meeting of the Supreme Council of Mines, which was sent to the Council for action in accordance with Note 4 of Article 12 of the Law of Mines.

Based on this, the council issued and announced the decision to calculate and obtain government rights for the first 6 (six) months of this year (1405) based on actual extraction.
