Zahedan- The trade development plan with Pakistan in Sistan and Baluchistan is more than an economic program, it is an opportunity to change the livelihood pattern of the border dwellers and link sustainable employment with the cultural identity and future of the youth of this province.

Ambassador of Arjan - Group of Provinces, Mustafa Jahanshahi*: The general approval of the trade development plan with Pakistan in the Sistan and Baluchistan Governorate was a good news that caught my attention. The importance of this measure is that it takes place in a province where a large part of its people's livelihood is tied to border jobs and traditional agriculture, and at the same time is under the pressure of prolonged drought and water crisis. Now attention to the border and trade seems to shift the center of gravity of the province's livelihood from "land and water" to "border and "Sea" to move.

From a cultural point of view, the most important proposition of this shift is the impact of livelihood on identity. A youth whose livelihood is high-risk fuel extraction, unwittingly lives in the culture of daily survival; His horizon is short, his trust in institutions is fragile and his sense of belonging to the future is weak. If the same young man is a business owner and member of a business chain in an official border cooperative, he will enter the culture of plan, contract and futurism. From this point of view, the trade plan with Pakistan is in its deep layer an educational-identity project: shifting from the culture of survival to the culture of building.

This transition has a serious obstacle because no market will be opened in reality before it is opened in minds, and no plan for the border will reach its destination without border people, the cultural attachment gap of the trade plan with Pakistan is precisely for this reason; An attachment that shows how this project relates to the identity of the young border dweller, to the province's media narrative, and to the local social capital network.

Economy is the foundation and culture is the fruit. For this province, the border can only be a passage for goods, or a school for the future of a generation; The choice between the two is up to us today.
