Philosophical: The electricity of agricultural water wells should not be cut off

Rodan - A member of the parliament's agriculture commission said: The president has emphasized that the electricity of the production units should not be cut off, aren't farms and gardens production units? The electricity of the agricultural well should not be interrupted for four, five or seven hours.

According to the reporter of Mehr, Peyman Fasfi on Friday evening in the gathering of farmers of Rodan, referring to the problems of farmers in the field of water and electricity, stated: We have not approved the amount of 5 thousand tomans for water price anywhere in the law, and this issue should be reviewed, because the fine of three times that, i.e. 15 thousand tomans per cubic meter, will create astronomical figures.

The need to forgive farmers' water and electricity fines

Referring to the approvals related to the stepped agricultural electricity tariff, he added: Approvals regarding the removal of the stepwise increase in the electricity tariff for the agricultural sector were announced, but these approvals were challenged due to the contradiction with the budget law and are now under review, so they must be amended and adjusted.

The member of the Agriculture Commission of the Islamic Council stated that the correction of this situation is possible through the government and clarified: As a member of the parliament, I cannot create a financial burden for the government. After returning to Tehran, I would like the officials of the Ministry of Energy to prepare a draft resolution according to the conditions of the country, so that it can be reviewed by the government board and permission to forgive the fines that have been issued to farmers in the field of water and electricity.

Philosofi continued: Just as in the case of floods and farmers' inability to repay bank loans, the government can issue a resolution to waive fines, in the country's special conditions, measures should be taken to support farmers.

Emphasizing the necessity of reducing water consumption in the agricultural sector, he said: Farmers should reduce water consumption, and agricultural jihad should also try to change irrigation methods, make irrigation methods scientific, and use knowledge-based technologies to increase productivity.

The need to enforce the law and avoid arbitrary decisions

Referring to the follow-up of farmers' problems in different provinces, the member of the parliament's agriculture commission said: "With the cooperation of 34 members of the parliament, we have formed the dynamic agriculture and tribal affairs faction and we are continuously present in the provinces to investigate the problems and problems of farmers."

Referring to his history of activity in the agricultural sector, he added: "In the past, when the problems of the gardeners of Rodan arose in the field of limes, when I was the deputy minister of agricultural jihad, we came to the region many times and used researchers to solve the problems of the farmers."

Referring to the presence of officials from the Ministry of Energy, the Ministry of Agricultural Jihad and provincial managers in the Rodan meeting, Philosofi said: Farmers were present for hours in this meeting and raised their concerns. When almost all the people in the hall are facing water and electricity problems, the 18% figure should be revised.

He stated that the laws of the 7th Development Plan and the annual budget should be the basis for the actions of the agencies, and emphasized that the Ministry of Energy and Jihad of Agriculture should implement the law and should not act arbitrarily. Sometimes the regulations and instructions of the government differ from the law and this issue should be investigated.

A member of the Parliament's Agriculture Commission also said about agricultural water charges: According to the mentioned approvals, 60 Tomans are charged for authorized agricultural wells that follow the cultivation pattern, and 120 Tomans for authorized wells that do not follow the cultivation pattern. For unauthorized wells, in case of not observing the cultivation pattern, an amount of 150 Tomans per cubic meter has been proposed.

Request to amend tariffs in next year's budget

Emphasizing the necessity of waiving the current fines and amending the laws in the budget of 1406, Philosopher noted: the officials should prepare the necessary proposals to amend the budget so that we can have appropriate approvals in the parliament for the benefit of farmers.

He continued: "Regional and Tawanir water companies should find other ways to secure their incomes and not cover their costs from farmers' pockets." Farmers who operate with the permission of agricultural jihad and follow the cultivation pattern should be supported and the water they need should be provided with the necessary support.

A member of the Parliament's Agriculture Commission stated that the excessive consumption of water should be managed and added: If agriculture operates with the permission of Jihad Agriculture and follows the cultivation pattern, he should be supported, but in case of excessive consumption and waste of water, legal action is necessary.

Do not cut off the electricity to agricultural wells

Referring to the necessity of supplying electricity to production units, he said: The president has stressed that the electricity of production units should not be cut off, unless the farmer's farm and garden is not a production unit, why should the electricity of the agricultural well be cut off for four, five or seven hours.

Falsafi asked the officials of the Ministry of Energy to find a solution to separate the electric feeders of agricultural wells from the urban feeders and added: If the separation of feeders, switchboards and transformers costs money, a solution can be considered to implement it, but the electricity of agricultural wells should not be cut off.

Referring to the laws related to supporting production and facilitating economic activities, he clarified: If the power cut of an agricultural well causes damage to the product, the farmer must be compensated. Therefore, I ask the authorities to take action to prevent the power cut of agricultural wells.

A member of the Parliament's Agriculture Commission continued: One of the farmers suggested that if necessary, the electricity should be cut in the evening and at night when the wells are not used for irrigation. The irrigation conditions of farmers and the timing of their water turn should be considered in the decisions.

Referring to the possible damage of power cut in the fisheries sector, he said: With the power cut of the fish breeding ponds, the fish may be lost and heavy damage may be caused to the producer. It is necessary to value the agricultural sector and its production activities and show more flexibility in the implementation of regulations.

Following up the problems of farmers in the meeting with the Minister of Energy

Referring to the schedule of the meeting of the agriculture faction with the Minister of Energy, Falsafi said: "We will probably have a meeting with the Minister of Energy this week or next week and we will discuss the water and electricity issues of Hormozgan farmers."

He asked the officials present in the meeting to prepare proposals related to waiving fines and amending tariffs and send them to the Ministry of Energy and representatives so that the necessary follow-up can be done.

Referring to the limited powers of provincial administrators in this field, the member of the Parliament's Agriculture Commission emphasized: Provincial administrators have powers in some cases such as giving deadlines and apportionment, but decisions on major issues are made at higher levels. My request is to avoid applying fines and putting more pressure on farmers until the next two or three weeks and the results of the follow-ups are known.

In the end, referring to the presence of farmers in this meeting for several hours, Philosofi expressed his hope that the follow-ups will be successful and their problems in the field of water and electricity will be solved.
