Ghalibaf: We Both Fight and Negotiate to Establish Lasting Deterrence
Parliament Speaker stressed: When I say we both fight and negotiate, it does not mean we will wage endless war or hold endless negotiations. Rather, we mean we will fight to leave the enemy helpless, forcing it to accept our nation's just demands.
Mohammad Baqer Qalibaf, Speaker of the Sho Ya Islamic Parliament, said in the second video interview with the people on Wednesday night: Congratulations to all dear students in October, the season of science and knowledge. It must be beautiful days for all of them; After a period of vacation, they are present in schools and universities today. God willing, may your family stay warm and I wish you all a successful academic year.
He continued: In advance, I would like to congratulate Hazrat Zainab, peace be upon him, on the happy birthday, especially to the hardworking and selfless nurses, my brothers and sisters; Especially those who shone brightly, both during the holy defense period, which was the holy defense week at the beginning of this month, and in these two recent imposed wars, the 12-day war and the 40-day war, who honestly served bravely and were selflessly in the field.
The speaker of the parliament said: There is definitely a question in the minds of the people that what should we do so that the enemy does not attack us again? They will not attack Iran anymore? Does this document deter the enemy, will they stop threats and actions and operations? And they will not attack us again.
The Chairman of the Islamic Council emphasized: "Without a doubt, we must say, no, they have shown in their behavior and in their last action that they promise the caliphate and never keep their agreement and signature."
Qalibaf said: If we think that we only have to fight and raise the tension and in this way tire the enemy and America, will they stop attacking and threatening again and regret it? Do they give up their greed and goals? It is definitely not the case. As Mr. Shahidman said, they have come to swallow Iran. They have always said that they have interests in the Persian Gulf until they achieve their goals and interests. They will stay here.
He stated: America's enmity with Iran is very deep, America is looking for interests and coercion, and their arrogant and coercive attitude makes them greedy and this attitude does not allow them to back down.
Speaker of the Parliament asked: What is the solution? As I have mentioned in one of my speeches in the parliament, we should be ready for war, we should fight and negotiate, and create lasting deterrence, which means that we should be ready and believe with conscience in front of God to fight against the tyrannical enemy and fight bravely on the battlefield.
He emphasized: We must become strong enough to make America, the world and the region understand that it cannot achieve its goals. That's when we reach sustainable deterrence. Deterrence is created by being strong enough and proving it to all actors in the region and the world so that no one dares to attack us. Just as we fought against Saddam's Baathist regime in eight years of sacred defense, of course we paid a price, we suffered, but in the end, for several decades, no one dared to attack our dear country, Iran.
Speaker of the Parliament said: No one should dare to attack us, anyone who comes up with this stupid idea should look at the experience and know that Iran is powerful and cannot stand toe-to-toe with us and stand in front of us. The enemy mistakenly thought that we were weak; The enemy has realized that he made a mistake in the imposed war by observing the historical resistance of the Iranian nation, but he still has hopes that we must become stronger to disappoint these hopes in order to achieve lasting deterrence.
Stating that strengthening is not only from the military aspect, he continued: Deterrence has variables that must be identified, of course, identified and checked so that deterrence can be activated. Naturally, its important priority is military; We saw that the fire power and offensive power and air defense increased greatly between the 12-day war and the recent war, it became more effective and more voluminous, there was a serious difference in air defense compared to before and the enemy suffered serious damage, we observed this difference and effect in drones and F35s.
The Speaker of the Parliament stated: In addition to the resistance front, we must pay attention to the elements such as the elites on the strait that we are witnessing, as well as to the elements of national cohesion issues, and that national cohesion with a hard core of 90 million, social and economic resilience, having a clear vision of the future are among other things that can strongly affect the components and variables of deterrence.
He stated: We must establish the strengthening of Iran in the mind of the enemy, we must be strong and have faith in this, and on the other hand, the enemy must feel that we are strong, we will fight and negotiate to achieve this goal.
Qalibaf emphasized: "We must fight with all our strength at the necessary time, we must improve our readiness whenever we get a chance, and whenever we achieve a military victory in the field, we must record and consolidate it in the political arena, and turn the victory into a document of defeat for the enemy, and get the points we need to become stronger so that we can preserve the country's interests and increase resources, and buy the necessary time to become stronger." In dealing with the cycle of war, negotiation and peace, we put a new equation, we turn it into the cycle of war, negotiation and deterrence. Whenever this cycle becomes strong, the war ends, when it continues, it brings us to the point of sustainable deterrence, and this is a necessity that we must pay attention to.
He continued: The conceptual framework that we followed in the memorandum is under this strategy. Before signing the memorandum, I said that the Americans do not fulfill their obligations, that is why we arranged the memorandum in two stages because we did not trust them. First, we prepared for war, we fought well, we achieved strategic superiority, then we forced America to accept the understanding, and it became a document of defeat for America that we imposed on them. Today, the American elite admitted this point.
The Speaker added: When the US President signed the memorandum, the whole world said that Iran had won this war, in fact we registered the victory in the field and confirmed this victory from a legal and political point of view. This public perception strengthened our deterrence. In fact, understanding, in addition to deterrence, helped the military forces to become stronger, to increase their economic resilience, to make Hezbollah of Lebanon stronger, to find opportunities. With this understanding, we found enough opportunities and resources to strengthen the components of our power.
He emphasized: Therefore, when I say that we are fighting and negotiating, it does not mean that we are fighting an endless war or that we are always negotiating, but we mean that we are fighting a war to make the enemy desperate so that he is forced to give in to the demands of our nation. If he doesn't give in, accept defeat and give concessions so that we can increase our deterrent power again, become stronger.
He said: We must always be ready to fight and negotiate on time, both negotiation and war are tools to achieve deterrence, and the only way to remove the threat from the country is to achieve sustainable deterrence.
Qalibaf stated: I am saying about the proposal that has been presented, we have said before and we will say again that the American president made commitments and violated them; America has broken its promise, it must be punished, America must change its behavior, it must be understood that it must come to terms with the Iranian nation and accept the rightful demands of the Iranian nation.
Speaker of Parliament stated: Dear nation, we need the unity of the word, we need maximum social cohesion around the vertical axis of the revolutionary tent, which is the supreme leadership of the revolution, these are vital for us if we can move in all fields, i.e. military, service, especially livelihood, which we all must help the government in this direction, and move things forward in the field of diplomacy in such a way that we can turn the hardships endured by the people into sweet days and a bright and hopeful future.
