inefficiency; The legacy of the Ministry of Welfare and Tim Midari for the new trustee of Kalaberg

After months of criticizing the performance of the Ministry of Welfare in the implementation of the Kalaberg plan and the delay in increasing its validity, now the Program and Budget Organization is going to be the main custodian of this plan; A decision that practically shows the weak performance of the Ministry of Welfare in promoting one of the most important support programs.

According to the economic reporter of Ambassador Arjan; The Ministry of Welfare, which has been responsible for tithing households and implementing various Kalaberg models for years, is now going to hand over its position as the main custodian of this project to the Program and Budget Organization. This change has been announced in a situation where the ministry's performance in the implementation of Kalaberg has been criticized many times by the people and a number of parliamentarians.

The Kalaberg plan entered a new phase from January of last year with an increase in the credit amount. The Ministry of Welfare, as the responsible body, was expected to implement this plan more quickly and accurately and to update its amount according to the pressure of living costs. But the people's demand to increase the credit of Kalaberg remained in the middle of promises and delays and was practically extended to the second half of the year; That too, in a situation where double-digit inflation has continuously reduced the purchasing power of households.

For a family that is faced with the new prices of basic goods every day, the delay in increasing the credit of Kalaberg is not an administrative issue or a dispute between the devices. The problem is the widening gap between the actual cost of the purchase and the support it receives. The Ministry of Welfare should have been more sensitive to this gap than any other institution; But the results of its performance, at least from the eyes of critics, did not match the urgency of the issue of people's livelihood.

Now, the Vice President of Welfare and Economic Affairs of the Ministry of Welfare has announced that based on the government's decision, the Program and Budget Organization is going to be the main custodian of the electronic catalog project. He also said that all institutions and bodies should cooperate for the success of this organization in implementing the project.

The principle of cooperation between institutions is not a matter of debate; The question is, what answer does the Ministry of Welfare have about the results of its work after this period of responsibility? The ministry, which has been in charge of the implementation of Kalaberg and has been repeatedly criticized for its performance, cannot go beyond the explanation of the delay in responding to the people's demand by announcing a new trustee. If the main responsibility is to be entrusted to another organization, the people have the right to know what record the Ministry of Welfare has left in the performance of its duties.

In the meantime, the Deputy Minister of Welfare has announced that this ministry is ready to provide its "10-year experience" in the targeting of subsidies, support policies and the implementation of Kalaberg to the Program and Budget Organization. But before talking about the transfer of experience, the result of this experience should also be explained. An experience that did not lead to timely improvement of livelihood support and is accompanied by dissatisfaction and criticism, without examining its weaknesses, will not be a reliable guide for the next trustee.

Changing the trustee may be an opportunity for better implementation of Kalaberg, but it should not become an opportunity to forget the performance of the Ministry of Welfare. People don't just want to know which organization is responsible from now on; They want to know why the responsible ministry could not give a quick and convincing answer to their demand when the livelihood pressure was increasing.
