Housing Loans for Disabled Persons in Semnan Increased to 650 Million Tomans; Installments Remain a Challenge

SEMNAN – Housing facility loans for disabled persons have been raised from 400 to 650 million tomans due to inflation and construction delays, according to the Director General of the Welfare Organization of Semnan Province, though repayment has faced difficulties.

In a conversation with Mehr reporter, Mohammad Nasimi said about the complaints of the disabled in Semnan province about the disproportion of the amounts received with the installments of housing facilities: The major part of this problem is due to bank facilities and the increase in housing construction costs.

He added: Since 1401 and at the same time as the national housing plan for the disabled was introduced, the bank facility provided for each residential unit was 400 million tomans and the welfare organization had considered 100 million tomans as its contribution to help provide housing for these people.

Referring to the delay in the process of building residential units, the General Director of Welfare of Semnan province stated: the construction of these units is not in charge of welfare and this responsibility rests with the Ministry of Roads and Urban Development. However, the delays and the increase in construction costs in recent years have created problems for the beneficiaries of this plan.

Emphasizing that the responsibility for welfare in this project is limited to the provision of housing construction assistance, Nasimi said: following the increase in inflation and construction costs, the Ministry of Roads and Urban Development increased the amount of housing facilities from 400 million tomans to 500 million tomans and then to 650 million tomans.

He continued: The allocation of profit during the period of participation since the construction of the housing facility has also led to an increase in financial obligations and creating problems for the applicants.

Referring to the measures taken by this organization to reduce the financial pressure on the beneficiaries, the General Director of Welfare of Semnan province stated: Welfare has increased its contribution from 100 million tomans to 300 million tomans so that the beneficiaries can use this capacity to provide housing.

Also, referring to the approval of the Housing Council of the country for the long-term repayment of housing facilities for the disabled, Nasimi said: the amount of installments was supposed to decrease with the increase of the repayment period; However, policy-making and decision-making in this field is the responsibility of the Housing Council and is not in the area of welfare responsibility.
