Red Meat Supply Chain Enters New Phase: Will Cheaper Meat Reach the Market?

To strengthen the nomadic red meat value chain, the development of livestock marketing hubs is on the agenda. Alongside organizing supply, the program could give nomadic tribes a bigger role in the livestock and meat market.

Jahanbakhsh Mirzavand, head of Iran's Nomadic Affairs Organization (Monday, October 20, 1405) at the ceremony of the joint cooperation agreement between the Center of Lawyers and Official Experts and Family Counselors of the Judiciary with the Iranian Nomadic Affairs Organization to provide judicial services to this group, referring to some judicial cases related to the nomadic community, said: In one of the cities, more than 1,200 cases against the nomadic have led to the issuance of a final verdict, while if these people are in the process of hearing the services of experienced lawyers or experts used, it was possible to follow up the cases more effectively.

He stated that in some cases, the issue was referred to a panel expert, but the nomads could not use this option due to their inability to pay the expert's fee, adding: for this reason, in some cases, the initial ruling was approved or the proceedings were not continued and the case was archived, because the nomads, as one of the parties to the case, were not able to pay the expert's fee.

According to him, in some cases, judgments have been issued against the nomads which were unfair, which shows the need for this community to have access to legal and expert services.

The head of Iran's Nomadic Affairs Organization, emphasizing the legal prohibition of occupying and trespassing on nomadic roads, warned about the consequences of blocking these roads and increasing the risk of accidents on intercity roads.

Referring to the capacity of the network of nomadic cooperatives, he said: We have a network of 247 cooperative companies across the country in which nomads are organized. These cooperatives are related to nomadic leaders, so that every 20 people form a group and have a leader. Also, hundreds of nomadic stores are active throughout the country through which cooperatives provide the services needed by nomads and provide the basic needs of this society.

The head of Iran's nomadic affairs organization, referring to the measures taken to develop services to nomads, said: In the 14th government, nomadic posts will be set up, as well as electronic service offices or nomadic kiosks will be opened on the 20th of Bahman.

He continued: In the field of communication development, we have reached an understanding with the Ministry of Communications and Information Technology that by the end of the government, all the nomadic areas and tribal areas will be covered by mobile phones.

Emphasizing the importance of protecting the migration routes of nomads, he said: the roads that are used by nomads between Yalagi and Qashlagi areas are legally subject to the absolute prohibition of encroachment and encroachment, so the use of the phrase "absolutely prohibited" in the relevant laws is significant.

According to him, one of the things that are prohibited in our laws is the seizure and encroachment of roads.

The head of Iran's Nomadic Affairs Organization added: In many areas, nomadic roads have been seized by natural and legal entities, and this has created problems for nomads. As a result, nomads are forced to use inter-provincial or inter-city transportation routes, and in some cases, catastrophic accidents occur on these routes.

Referring to the consequences of this situation, he said: In such a situation, the fundamental rights and common rights of the nomads are firstly damaged, and in the event of an accident, because they are migrating, they may not have the opportunity to file a case, pursue the issue, and provide evidence.

Mirzavand continued: Providing information in this field is one of our duties, because we have a network that we must use the capacity of the youth and members of the nomadic community.

Referring to the announced call for the participation of lawyers and experts in providing services to the nomadic community, Mirzavand said: According to the call, it is expected that the number of lawyers and experts interested in working in the nomadic field, especially those who are themselves from the nomadic community or are related to this community, will be very large.

In the continuation of this meeting, Hassan Abdulianpour, the head of the Judiciary Lawyers Center, announced the readiness to implement the plan to provide free legal services to the nomads of the country and said: the infrastructure for the implementation of this plan has been provided, and lawyers, experts and family advisors will provide the legal and expert services needed by the nomadic community within the framework of this plan.

Referring to the capacities of this center across the country, he added: Just as the organization of nomadic affairs has a specific position, base, administration and organization in each province, the center of lawyers and experts in different provinces of the country also has collections and provincial capacities, and this national capacity of the lawyers' association can help to provide better and more competent services to the nomadic community.

Stating that the services provided in this plan are provided in the form of grants and it is possible to implement and operationalize it from tomorrow, because all the necessary infrastructure for the implementation of this plan is available, he stated: A call for the participation of lawyers and experts interested in participating in this national plan has been published, and so far 19,000 lawyers and experts have announced their readiness.

Referring to the importance of the participation of lawyers with a nomadic background and living in nomadic areas, the head of the Judiciary Lawyers Center added: Isfahan and Fars provinces are of nomadic origins and have a strong presence in these areas, so lawyers and experts from these areas are expected to help provide services in the form of this collection, considering their links with the nomadic community.

Abdulianpour stated: The services of these lawyers and experts are provided in the form of assistance, and in other fields, experts in various fields, including public law, responsibilities and social partnerships, are actively present.

The head of the Judiciary Lawyers Center said about how to provide services to the nomads due to their limited access to legal centers: One of the obligations of the parties is that the organization of nomadic affairs provides the necessary conditions and the lawyers center provides the services it is responsible for in the form of assistance.

He added: Providing legal services does not necessarily mean accompanying a lawyer in all stages, but sometimes a legal consultation solves the problem, and in some cases it is necessary to prepare a petition, complaint or defense bill.

He added: Our provincial centers and agencies located in the cities will provide these services. In cases where the presence of a lawyer in the courts is necessary to defend the rights of the nomads, the lawyer will accompany them as an assistant.

Abdlianpour pointed to the long distance between the summer residences and geshlaq areas of some nomads and said: sometimes the distance between the summer residence and the geshlag reaches a thousand kilometers, and if a nomadic person wants to pay all the travel expenses alone, he will face a serious challenge.

He added: For example, a lawyer in Larestan, Fars province may be in charge of following up the case of a nomadic person, while this person moved to Semiram region of Isfahan province in the summer season.

He stated: The performance of lawyers is also monitored in the center and services to these people will not be left without supervision.

The head of the Judiciary Center for providing services in different geographical areas stated: We will hold training courses for colleagues and service providers in each geographical area, which is also one of our commitments.

He said about expert services: If the nomads need expert services, either from the courts or in the form of requests submitted by the organization, the center is ready to provide the required services in the form of assistance in 88 existing expert fields.

Abdulianpour announced the provision of services in the field of family counseling and peace and reconciliation and added: We have agreed with the other side to take action in this field as well, because this field is very important.

He clarified: Some cases related to family counseling, including divorce cases, must be registered and followed up in the system of the path, and if requested by the Organization of Nomadic Affairs, we will provide the necessary services in this field in a free and supportive manner.

Referring to the connection of these actions with the document on transformation and excellence of the judiciary, he said: these actions are carried out in line with the implementation of the document on transformation and excellence of the judiciary and the emphasis of the Supreme Leader and the head of the judiciary.

He considered one of the duties of the Lawyers' Center in this framework of growth, expansion and revival of public rights and added: the planned actions for the nomads will be aimed at fulfilling this duty.
