4 promises of the proposed minister of defense / from missile power to military housing

The proposed minister of defense has targeted in a 22-month horizon plan, from the jump in the production of weapons and military equipment to the reform of economic management; A program that is supposed to proceed by relying on domestic capacities and providing sustainable resources.

The letter of introduction of Mehrdad Ehalli as the proposed minister of defense and support of the armed forces was read in the Islamic Council on October 14.

After that, the explanation of his plans in the special meetings on 20 and 22 October and the explanations of the spokesperson of the Ministry of Defense about the reasons for this choice provided a clearer picture of the priorities of the Ministry.

In the first meeting, Akhli talked about 16 priorities and in the second meeting, he explained his plans in two periods of six months and 22 months until the end of the government. These programs can be classified in four axes: equipping the armed forces, livelihood of employees and retirees, human resources and national capacities, and economic management.

first priority; Filling the hands of the armed forces

Sardar Talainik, the spokesman of the Ministry of Defense, has described the moral introduction as appropriate to the requirements of the jump in the power of missiles, drones and defense weapons. Referring to his 43 years of ethical management experience, he considered him to be one of the key people in improving the missile power of the country.

According to Sardar Talainik, the proposed ethical program complements the four-year program of Martyr Nasirzadeh, along with changes in accordance with the priorities of the war, and the continuation of the succession of Sardar Ibn al-Reza will also help to strengthen the management capacity of the complex.

At the meeting on 22 Mehr, Ekhli announced his first six-month priority, "a jump in the production and supply of weapons and equipment needed by the armed forces in accordance with the priorities of the Ramadan and 12-day war".

Taking advantage of defense industries, synergizing the production capacities of the armed forces and rapid research are the means of implementing this goal. He had said earlier that he had received and noted down their expectations during the meeting with the military commanders.

In the 22-month program, the development of ballistic and cruise missiles, upgrading warheads and increasing the production capacity according to the threats have been proposed. The development of asymmetric and air-based defense, drones, long-range air-based weapons, and naval and ground combat equipment is also included in this program.

This orientation links increased production with technological advancement and operational need; So that the industrial capacity of the Ministry of Defense can provide a more accurate and continuous response to the needs of the armed forces.

second priority; Livelihood, treatment and housing of employees and retirees

At the meeting on 20 Mehr, Ekhli emphasized that paying attention to the livelihood, housing and treatment of employees and retirees, "in terms of importance, is equal to the other axes of the program".

Sardar Talainik also listed the improvement of livelihood along with the improvement of weapons as one of the approaches of the program presented to the parliament. Therefore, supporting the life of employees and retirees has a specific place in the proposed program.

At the meeting on Mehr 22nd, Ehlik raised the pursuit of a leap increase in employee salaries with the cooperation of the Program and Budget Organization, the General Staff and the support of the Parliament, and the continuation of proportionalizing pensioners' salaries within the framework of the annual budget.

Increasing the per capita household subsidy in the "Hekmat Al-Mazakh" plan to at least eight percent of the average annual salary of employees, expanding access to Attaka stores and monitoring the price and quality of services are another part of the program.

In treatment, the development of obligations for pregnant mothers, children under two years old and infertile couples and the strengthening of support for martyrs and incurable patients are foreseen.

In housing, Ehlik has spoken about the management of the construction of at least 200,000 residential units and 70,000 organizational units by separating the management responsibility from direct construction. Expediting the completion of projects and providing land from the government and the surplus lands of the armed forces are among the solutions for the implementation of this program.

Third priority; Competent managers, elites and national capacities

The third axis is the strengthening of human resources and the use of young, efficient and competent managers, along with the use of the national elite network and knowledge-based companies.

Sardar Talainik said about his ethical record: "One of the important approaches of an ethical engineer in his more than 40 years of managerial and industrial experience in the Ministry of Defense is to rely on elites and human capital." He also mentioned the ethical record of employing young experts and elites along with national experiences.

This approach is reflected in moral discourses with an emphasis on the role of jihadist and efficient managers and the use of universities, scientific centers, technology parks and knowledge-based companies.

At the meeting on Mehr 20th, Ekhli recognized the need for private sector participation in the defense industry more than in the past, and at the meeting on Mehr 22, he introduced the maximum use of private and national capacities as one of the goals of the program.

Fourth priority; Economic reform, production and supply of sustainable resources

The fourth axis is reforming economic structures, professional management, health and transparency, and increasing productivity. At the meeting on Mehr 20th, Akhli said that he has followed the economic health during his service and will pay attention to it from the first day of his responsibility.

In the meeting on 22 Mehr, he emphasized on "effective and uncompromising prevention and handling of possible economic violations within the framework of administrative mechanisms and the law".

Organization of pension fund companies, financial discipline, non-conflict with the private sector, compliance with general policies, cost management and productivity improvement are the components of this axis. Improving the performance of companies and revising investment portfolios should also support the development of social security services.

Productivity is another important part of this program. In both meetings, Ekhli pointed out the capacity of lands and properties of the armed forces, and on 22 Mehr, he explained the production of surplus properties based on the new establishment plan and facilitating the change of use and increasing their value.

He has specified the destination of these resources: "Management of the resources resulting from production in strengthening the infrastructure of the defense base". Providing stable resources and optimal allocation according to war priorities complements this orientation.
