The National Housing Movement of Kohgiluyeh and Boyer Ahmad; completion of 900 units dependent on infrastructure

Yasouj-The applicants of the National Housing Movement of Kohgiluyeh and Boyar Ahmad are facing a lack of facilities and numerous problems; However, completion of 900 units is targeted by the end of the year.

Ambassador Arjan of the Provinces Group: Owning a house has become one of the most difficult goals for many households in Kohgiluyeh and Boyar Ahmad, especially young couples and those without housing.

The National Housing Movement Plan was started in the framework of the Housing Production Leap Law and with the aim of increasing the supply of housing and supporting households without housing in the 13th government. The registration of this plan at the country level began in October 1400, and the implementation of the projects in Kohgiluyeh and Boyar Ahmad started in the construction phase from 1401.

In the first year of project implementation in the province, a quota of 10,000 units was announced, and according to the reports at that time, the construction of about 7,000 units had started. However, the lack of suitable land in some cities, especially Yasouj, Bashet and Siskhet, was one of the obstacles to the implementation of the plan from the very beginning.

According to the Director General of Roads and Urban Development of the province, 62,480 people in Kohgiluyeh and Boyar Ahmad registered to use the National Housing Movement Plan, of which the conditions of 18,517 people were approved, but despite this welcome, registration and approval of conditions alone does not mean the allocation of land, financing and delivery of houses, and the applicants still depend on the progress of projects and the removal of implementation obstacles to reach the stage of residence.

In the years of project implementation, the problems of land supply, applicants, payment of bank facilities, implementation of water, electricity and gas infrastructure, as well as administrative and tax obstacles, have affected the construction process, and in some projects, the completion of the building alone is not enough to deliver the units, and the lack of service infrastructure has made the operation of the units difficult.

Now, in the situation where the completion of 900 units of the National Housing Movement is targeted by the end of the year, the main issue is how to remove the financial and executive obstacles and provide the conditions for the delivery of the units to the applicants.

Lack of facilities and delays in infrastructure

Ali, one of the contractors of the National Housing Movement project in the province, in an interview with the Mehr reporter, mentioned the lack of basic facilities, the difficulty of securing financial income and administrative obstacles among the problems facing the construction.

Hossein Hosseini, another contractor of the National Housing Movement Plan, also says: Delays in the implementation of water and sewage, electricity and gas infrastructures, problems in issuing and renewing building permits, and tax costs and value-added taxes have also affected the progress of projects.

He continued: The lack of water in some construction workshops and the need for more effective follow-up of service providers are among the other problems raised in this field.

Providing water and gas and banking facilities are among the challenges of the projects

Director General of Roads and Urban Development of Kohgiluyeh and Boyar Ahmad, in an interview with Mehr reporter, referring to the problems in Mehr housing sites, stated: Lack of vital infrastructure, including water supply and issuing licenses for water and gas meters, is one of the main obstacles to these projects.

Ali Parsaei mentioned the banking problems and the difficulty of receiving facilities as other basic challenges of the applicants and added: these issues affect the implementation of the projects and must be addressed in order to advance the plans.

Director General of Roads and Urban Development of Kohgiluyeh and Boyar Ahmad, referring to some defects in the buildings, said: Defects in the equipment of elevators and failure to comply with safety standards during the execution of work are also other concerns of Mehr housing sites that should be taken into account.

Pointing to the necessity of solving infrastructural and executive problems, Parsaei emphasized on following up the existing obstacles in residential sites and the cooperation of related institutions to speed up the implementation of projects.

900 units of the National Housing Movement should be completed by the end of the year

In an interview with Mehr reporter, the Deputy Coordinator of Civil Affairs of Governor Kohgiluyeh and Boyer Ahmad, referring to the necessity of assigning tasks to the problems of the National Housing Movement projects, stated: the schedule for the completion and opening of residential units should be adjusted in such a way that it is possible to use the plans until the Fajr decade.

Issa Shahamat stated that the obstacles faced by the builders should be examined in detail and added: In case of delay in the opening of the projects, it is necessary to clearly explain the reasons and existing problems to the people.

The Deputy Coordinator of Civil Affairs, Governor Kohgilouye and Boyer Ahmad, pointing to the necessity of examining the solutions for providing financial resources and increasing facilities, said: Contractors should announce the reasons for the delay in completing the projects so that a decision can be made to solve the problems.

Referring to the plan to complete 900 residential units in the province by the end of the year, he continued: All executive bodies and agents involved in the implementation of these plans must take the necessary measures to complete these units.

He considered the assignment of tax problems, value-added taxes, banking facilities and obstacles to the issuance and renewal of construction permits to be necessary to speed up the construction process.

The service providers solve the problems of housing projects

The Governor of Kohgiluyeh and Boyar Ahmad, in a conversation with Mehr reporter, pointed out the need to speed up the implementation of National Housing Movement projects, and stated: Service providers should follow up the problems of the projects in a practical way and coordinate with the related groups to remove the existing obstacles.

Yadullah Rahmani, referring to the problems of water supply in the National Housing Movement sites of Sardar Shahid Soleimani, said: The water and sewerage company is obliged to investigate the water supply situation and pressure drop in the network within a week and take action to solve the problems.

Referring to the necessity of assigning the financial resources of the projects, the governor of Kohgiluyeh and Boyer Ahmad added: the estimated cost of the required units and facilities should be prepared and announced in order to provide more accurate planning for the continuation of construction.

Rahmani considered the payment of facilities according to the physical progress of the projects as another important issue in the process of project implementation and said: All executive bodies, banks and contractors should cooperate to accelerate the completion of residential units.

He also stated that the regular meetings of the housing council, the planned presence of service providers and the prioritization of measures related to projects are among the requirements for following up on problems.

The distance between the construction of the units and the applicants getting a house

Examining the state of the national housing movement in Kohgiluyeh and Boyar Ahmad shows that the completion of the units depends on a set of factors, and removing one obstacle alone cannot solve all the problems of the projects.

Funding, payment of facilities, bringing in applicants, implementation of service infrastructure and removal of administrative obstacles are interconnected circles that must go forward simultaneously, if the building is completed but water, electricity and gas are not provided, it will not be possible to operate the unit, just as a delay in the payment of facilities can stop or slow down the executive operations.

On the other hand, not all projects are in the same situation, units that have reached the final stages of construction require a different plan than projects that are still facing land, financing or infrastructure issues. Therefore, the realization of the goal of completing 900 units by the end of the year requires determining the status of each project, identifying the main obstacles and providing a clear schedule to solve them.

The approvals related to investigating water problems, estimating the cost, determining the required facilities and paying the loan according to the physical progress of the projects can provide a more detailed follow-up, although the result of these decisions depends on their timely implementation and the accountability of the responsible institutions.

Houses to be delivered to applicants

The national housing movement was started in Kohgiluyeh and Boyer Ahmad with the aim of responding to the needs of thousands of households without housing, but the gap between registration and house delivery shows that the success of this project is not measured by the announcement of construction statistics alone.

Completing 900 units by the end of the year can be a step towards project assignments, provided that the problems of facilities, applicants, infrastructure and administrative obstacles are resolved at the appointed time.

More than anything, the applicants need clear information about the status of their project, a reliable schedule and ensuring that the necessary infrastructure is ready, because in the end, the measure of the success of the national housing movement is not the number of meetings held or the approvals announced, but the number of units that are delivered to their owners with the necessary facilities and suitable living conditions.
