Zeytoun 10-Hectare Central Park in Zanjan Awaits Implementation Phase; Start Date Unknown

Deputy Director of Architecture and Urban Planning at the Zanjan Provincial Department of Roads and Urban Development said the design of the planned 10-hectare central park in Zeytoun Neighborhood has been completed and its approval process has concluded. However, starting the implementation of the project requires necessary follow-up and the establishment of a specific timeline.

According to the report of Ambassador Arjan from Zanjan, Seyyed Mohammad Mahdiun, referring to the increase in population in Koi Zeitoun and the formation of settlements around it, said: The construction of a central park in this area, considering the residents' need for green spaces, recreational facilities and public spaces, is considered one of the necessities of urban development and is in the implementation plans.

He stated that in the design of residential complexes, not only the construction of residential units is considered, he added: in the process of preparing urban plans, public and service per capita based on the standards and approvals of the Supreme Council of Urban Planning and Architecture of Iran, it is expected that the residents will have access to the necessary facilities of urban life in addition to housing.

Mahdiun continued: Educational, health, cultural, religious and sports services, as well as green spaces, parks and public and recreational environments, are among the uses that are placed in urban plans according to the projected population and the scale of each complex.

Olive Central Park; From design and approval to determining the execution time

The Deputy Director of Architecture and Urban Development of the General Directorate of Roads and Urban Development of Zanjan province, referring to the status of the Koi Zaytoun Central Park project, stated: The design of this complex was carried out in the part that was the responsibility of the General Directorate of Roads and Urban Development, and the process of approving the plan has also been completed.

Emphasizing that the current stage is to follow up the implementation of the project and determine the timing of the start of the operation, he said: the principle of the construction of the park is in the executive plans, but the announcement of the exact time of the start of the operation depends on the follow-up from the relevant executive departments.

Referring to the size of this complex and the significant population of its surrounding area, Mahdiun stated: In the design of the central park, various uses, including cultural, commercial, law enforcement, religious and sports, have been considered so that this complex, in addition to providing green space and recreational facilities, can also cover part of the social and service needs of the residents.

According to him, the purpose of designing this complex is to create a public and multi-purpose space so that the citizens, in addition to using the green environment and recreational facilities, can also benefit from the services they need.

Prediction of 11 schools and two mosques in Koi Zaytoun

In another part of his speech, the Deputy Director of Architecture and Urban Development of the General Directorate of Roads and Urban Development of Zanjan Province mentioned the provision of educational and religious infrastructure in Koi Zeitoun and said: In the prepared plan, about 11 positions have been considered for the construction of a school. Of course, the use of all these capacities depends on the real needs of the population and the implementation plans of the responsible institutions.

He added: Two locations have been planned for the construction of a mosque in this area, and their construction is underway. Also, to provide some other public services, including the police station, the required spaces are included in the plan.

The provision of urban services requires the cooperation of responsible institutions

Emphasizing that the development of a residential complex without providing appropriate services cannot meet all the needs of the citizens, Mehdiun said: providing and using municipal services is an interdepartmental responsibility and its realization depends on the cooperation of various institutions.

He explained: The Ministry of Roads and Urban Development and project implementers, within the framework of their duties and obligations, play a role in the field of land provision, preparation, implementation of infrastructure and related services. Based on its legal responsibilities, the municipality has duties in the field of urban management, public spaces and providing urban services.

According to the Deputy Director of Architecture and Urban Development of the General Directorate of Roads and Urban Development of Zanjan Province, the provision of specialized services in areas such as education, health, sports and culture is also done with the participation of related executive bodies and appropriate to the type of service.

He pointed out: the forecasting of services per capita in the design phase alone is not enough to fulfill the needs of the citizens, and the coordination between the responsible institutions for providing credit, building, equipping and operating the facilities is also important.

Based on this, although the 10-hectare central park plan of Koi Zaytoun Zanjan has gone through the design and approval stages, determining the time of the start of executive operations and how to realize other anticipated services in this area are among the issues that must be determined in the continuation of the plan's implementation process.
