⚡ Find the Emperor Modulator in the final loot room of the New Emperor Dungeon.

⚡ For this you need to create an Emperor Gateway Conduit via the Redirection event.

⚡ You also have to navigate through encounters within the Empire.

The Arc Raiders' Frozen Trail update adds a set of upgrades that allow you to create "enhanced" weapons, but to do so you'll need a level 4 Gunsmith bench, which requires an Emperor Modulator to craft.

To obtain this item, you must first create an Emperor Gateway Conduit blueprint to craft the key needed to unlock The Emperor in the Pendola Pass map. You can apparently find this as a rare drop in Arc Couriers and other maps, but you can also get it the same way you get the ingredients to craft it:

You get all three randomly in the Redirection event in Pendola Pass. Wait for one of the damaged Emperor's relays on the map to activate, grab the light from it, place it in a quiet open area, and stand back. Reaper cargoes drop down - looting the large central cargo that sticks out of the ground for a chance to get one of these materials. You can also access The Emperor when someone else unlocks it.

Once you have your key to unlock the Emperor, you're ready to try the dungeon west of the Pendula Pass, though you'll need to bring a fair amount of equipment:

Snaphook: I think this is mandatory for platforming puzzles. You can even bring a Grappling Hook as a back-up in case it breaks, which is possible for the first time.

Anvil or Outlaw: You'll need this to destroy yellow nodes in more confusing encounters.

Hullcracker: This is to destroy the Hydra Towers inside the Empire. You can also use Rascal, although it will slow you down a bit.

Lots of healing and shield chargers: There are a lot of dangers inside the dungeon, so you'll want lots of healing.

Increased Loot: You'll want plenty of room to pack loot, plus some secure pockets for more valuable items, including modifiers.

In terms of play-by-play of specific encounters, this guide by crazymrpipz is really good and I can vouch for its accuracy by completing the dungeon, though I'll also list the encounters below.

The initial section is always the same with the corridor, the Hydra turret, and the electrified elevator that you secure by destroying the yellow nodes, but above the elevator, the Emperor has multiple layouts to deal with:

You go up a ladder into a room full of floor to ceiling pillars. Destroy the yellow nodes on the pillars to lower a pillar so you can raise it.

When the pillar reaches the top, you enter a room where the walls close. Wait for them to come out, then run to the end without the door, watch out for the stamina-reducing gas. Turn left, wait for the walls to collapse again, and quickly go behind them to reach the door.

In this arrangement, you will approach this room from below. Be careful of the Hydra turrets around the room and the crusher below, use your Snap Hook to quickly climb up to the door at the top left of the room. Destroy any Hydras that activate and target you with your Hullcracker.

You enter a room full of containers and loading racks. Grapple up and jump on the dish that comes down to lift it up.

It's a tunnel of spinning lasers that deal a lot of damage. If you crouch in the center, behind the drum that blocks the lasers, you'll be safe. Time your moves to get to the end while taking the least amount of damage.

In this design, you approach from above. Jump onto the box ahead of you, kill the first hydra that activates, then slide the rail forward, run around it, and hook into the door on the left before two more hydras come in behind you.

There may be more layouts than this, but the Hydra room seems to be a constant encounter no matter what happens. After this step you:

Drop down a pipe and drop carefully from one platform to another.

Enter another room full of pillars, but it's a maze.

Avoid the electrified pipes by ducking between the crates and climb the ladders to reach the door.

You'll enter the final room, drop to a lower platform and climb down a ladder to the base, but when you touch the floor, the large door at the far end will open and a bunch of Arc enemies will appear. It's a good idea to hide to see if they leave instead of fighting them all. After that, you can loot the containers as well as destroy the yellow nodes on both walls to reveal more loot shipments coming out of the shelves.

One or two of these contain Emperor Modulators, so be sure to put one in your safe pocket. After that, you can exit either through the large hatch that opens, or through the side doors if you've destroyed the yellow nodes.
