Kazemifard: 1,300 People Released on Electronic Bail Guarantees

The head of the Judiciary's Statistics and IT Center announced the registration of approximately 1,300 electronic guarantee cases across the country.

According to the report of Ambassador Arjan Mohammad Kazemifard, the head of the Statistics and Information Technology Center of the Judiciary, at the unveiling ceremony of the electronic guarantee system, he pointed out the role of the inability to provide bail or introduce a guarantor in the increase of the criminal population. While about 50% of these people were released in less than 10 days.

He added: Most of these people are between the ages of 18 and 50, and even a few days of detention can seriously affect their personal and family life.

Referring to the time-consuming and costly traditional ways of accepting bail, the head of the Center for Statistics and Information Technology of the Judiciary said: introducing property, checking ownership, expert evaluation, confiscation and removal of seizure of assets, as well as the presence of third parties for guarantee, imposed a long process on people.

Kazemifard continued: In the design of the electronic guarantee system, an attempt was made to analyze the existing procedures and use information technology to complete all the steps from the declaration of assets to the acceptance of collateral in a few minutes. In this way, a process that may have taken 10 days before is now done in a few minutes.

Explaining the infrastructure of this system, he said: The capacity of the Central Bank is used to identify bank accounts, and it is possible for the judge to block funds in the same account. Also, with the cooperation of the country's Property and Deed Registration Organization, Tax Affairs Organization, Securities and Exchange Organization, Social Security Organization and Administrative and Employment Organization of the country, online access to real estate information, asset valuation, securities and legal slips for the evaluation of collaterals and guarantees has been provided.

The head of the Statistics and Information Technology Center of the Judiciary added: the possibility of using services related to gold through Kargoshai Bank is also provided in this system.

Referring to the complexity of real estate valuation as one of the most widely used types of collateral, Kazemifard clarified: by using the system's capabilities, the real estate valuation process has also become intelligent. In the future, SIM card, life insurance and other assets will be gradually added to the electronic guarantee cycle.

Stating that it is possible to register a guarantee from a third party online and from anywhere in the country, he said: This process can be done at all hours of the day and night through automated teller machines, and during office hours, applicants can apply through judicial electronic service offices. Therefore, there is no longer a need for a third party to travel long distances or go through time-consuming administrative procedures to provide a warranty.

The head of the Statistics and Information Technology Center of the Judiciary stated about the implementation process of the plan: the trial implementation of the system was first started in three courthouses in Tehran and then expanded to all courthouses in Tehran province. Since the beginning of this week, this system has been implemented throughout the country without prior public announcement.

Referring to the statistics recorded up to the time of this ceremony, Kazimifard said: About 1,300 people have found the possibility to introduce collateral by using electronic guarantee and in less than a few minutes.

Stating that Tehran province has been the leader in the implementation of this system, he added: In Hormozgan province, the first electronic guarantee was registered at 20:00 and outside office hours. Also, 57 cases have been registered in South Khorasan, 11 cases in Fars province and seven cases in the judicial organization of the armed forces.

The head of the Statistics and Information Technology Center of the Judiciary noted: This statistic shows that with the provision of the necessary infrastructure, judges and judicial units have also welcomed the possibility of registering and accepting electronic guarantees.

In the end, Kazimifard expressed his appreciation for the cooperation of executive and judicial bodies in launching this system: this project, like other technological projects of the Statistics and Information Technology Center of the Judiciary, was formed with the efforts of young professionals and its development was followed simultaneously with the imposed war of Ramadan.
