We Must Not Let Khavarshahr Suffer the Fate of Mortazagerd
A Tehran City Council member stressed the need for physical reorganization of Khavarshahr and prevention of unregulated construction.
According to Ambassador Arjan Alavi's report, referring to the physical challenges of Khavarshahr at the beginning of the current period of urban management, he stated: Khavarshahr is one of the localities that faced many physical issues at the beginning of this period; Some of these problems are related to the special conditions of this area and its status as a separate set from the main fabric of the city.
He added: Even if the differences of opinion about the privacy between the municipality and the governorate and governorate complex are still on the table, this issue should not cause uncertainty in dealing with the issues of Khavarshahr. District Municipality and District 15 must be accountable in their responsibilities, including physical issues, and the responsible agencies in the governorate and governorate should also cooperate to solve the problems of this area.
Referring to the measures taken to develop infrastructure and reduce social damage in Khavarshahr, the member of the Tehran Islamic Council stated: In the past and recent years, significant measures have been taken in the area of infrastructure in these areas. The opening of one of the largest lawns in Tehran, in the area of Khavarshahr, next to Shahid Rostgar highway, is an example of these actions that can play an effective role in reducing social harm.
Referring to the history of the formation of localities like Khavarshahr, Alavi noted: These localities have their own identity and history. In the past, there were activities such as garages, truck and bus repair shops, and other activities related to transportation in these areas, and gradually with the increase in population, the settlement in them has expanded. Therefore, a part of the current situation of these localities should be examined according to the history of their formation and development.
Stating that the gradual development of some of these neighborhoods has helped in the formation of more suitable roads and streets, he said: In addition to the measures taken to develop infrastructure, it is necessary to seriously follow the organization of constructions and the prevention of physical irregularities.
A member of the Islamic Council of Tehran, referring to the opposition of some people to the entry of urban management into the issue of organizing Khavarshahr, said: Earlier, there were discussions about the resolution related to this area, and some believed that this issue has nothing to do with urban management; But the basic question is that if unregulated constructions spread in Khavarshahr and a situation similar to Mortezagerd is formed, who should be responsible for its consequences in the future?
Alavi continued: Mortezagerd's experience shows that irregularities and illegal constructions in some periods can cause problems that will be very difficult to organize in the following years. Even the issue of annexing this region to the city of Tehran was raised in the council, but it was opposed; Therefore, we must prevent the repetition of such experiences.
He emphasized: "The residents of Khavarshahr deserve better services and conditions, and it is a pity that this area will be developed in such a way that the possibility of controlling and monitoring the constructions will be lost in the future." In this way, it is necessary to accompany the government and the ministries related to urban management so that while responding to the needs of the people, the issue of safety of buildings, retrofitting and compliance with urban planning standards are also taken into consideration.
In the end, the member of the Islamic Council of Tehran city thanked for the follow-ups done in this field, and emphasized the necessity of continued cooperation between the responsible institutions to organize Khavarshahr and prevent the formation of physical and safety problems in the future.
