Tehran representative's emphasis on the necessity of retribution for the killers of the martyred leader; The authorities should answer what action they are taking to prevent the repeat attack on the life of the current leader?
Siraj said: Today, the authorities and all those who attend these gatherings should be asked what action they are taking to prevent the repeat of the attack on the life of the martyred leader and the current leader of the country. Our response should be to pursue the revenge of the perpetrators of this crime and pursue the leaders, managers and perpetrators of it.
Mohammad Siraj, the representative of the people of Tehran in the Islamic Council, in the "Political Needs of Revenge and Bloodlust" meeting held under the auspices of Imam Sadiq University (AS), referring to Iran's historical experience in facing foreign powers, the religious foundations of revenge and the necessity of maintaining national security, stated: The bloodlust of the Martyr of the Revolutionary Leader should not be limited to an emotional and temporary reaction, but should be turned into a national demand to create deterrence and prevent the repetition of such crimes.
According to Khane Mellat, he stated that he presents three introductions in this context and added: To understand the necessity of bloodshed and its requirements, we must first pay attention to the historical experience of the country, then to the nature of imposed war, and finally to the place of guardianship and retribution in Islamic thought.
In explaining the first introduction of his speech, Siraj mentioned the contract between the Qajar government and Naser al-Din Shah with Rezhi Company and said: During this contract, the country's economy and in a way the cultural and social dignity of the Iranian people were exposed to exploitation, and because of this, widespread opposition was formed.
He added: At first, Ayatollah Mirzai Shirazi avoided issuing fatwas. During that period, Sheikh Mohammad Khayabani went to him and, referring to the economic situation of the Iranian people and the damage to their dignity, raised the question why a fatwa was not issued against the actions of Rezhi Company.
The representative of Tehran in the parliament continued: People complained against the actions of the Rezhi company, including the seizure of property and the dealings with them, but the government did not address their demands. Even in cases where conflicts occurred and people were killed or people's privacy and rights were violated, complaints were not resolved.
In explaining the second introduction of his speech, he stated: Wars are divided into just and unjust wars based on their purpose and nature. If the goal of a war is just, desirable and defensible, then that war is considered just; Just as defense against aggression has a just purpose.
The representative of the people of Tehran in the parliament raised the question whether the Islamic Republic of Iran endangered international peace and security during the imposed 12-day and 40-day war, or initiated aggression against another country, and said: The Islamic Republic of Iran did not initiate aggression and aggression against another country, but the United States, the Zionist regime, and their supporters and companions took actions against the Islamic Republic that were illegal in our opinion.
He added: In these wars, first the assassination and targeting of individuals and officials was on the agenda and then the conflicts spread. In the 12-day war, the commanders were targeted, and in the 40-day war, the supreme leader of the revolution and Imam al-Muslimin were martyred.
Siraj clarified: Therefore, a difference should be made between defending against aggression and starting a war with the aim of attacking others. In our opinion, the actions taken against the Islamic Republic of Iran, especially the targeting of the leader of the revolution, were illegal and unjustified.
Tehran's representative in the Majlis, explaining his third introduction, stated: From a religious point of view, Islam has pillars, one of the most important of which is Wilayat. The importance of the province is so much that in the narrations related to the introduction of Amir al-Mu'minin (a.s.), the notification of this matter is mentioned as a condition for the completion of the mission of the Prophet of Islam (p.a.).
He added: Based on this basis, the province has a central position in the life of the Islamic society. Imam Khomeini (RA) emphasized the role of Muharram and Safar in keeping Islam alive, and emphasized the necessity of preserving these occasions.
Siraj continued: The importance of Muharram and Safar is not only limited to holding traditional and religious ceremonies, but these occasions also carry political and social messages. One of these messages is to prevent the enemies from finding the courage to attack Imam al-Muslimin and the leadership position of the Islamic community.
Referring to the presence of people in the squares and gatherings, he said: "Today, the authorities and all those who attend these gatherings should be asked what action they are taking to prevent the repetition of the attack on the life of the martyred leader and the current leader of the country." Our response should be to pursue the revenge of the perpetrators of this crime and pursue the leaders, managers and perpetrators of it.
The representative of the people of Tehran emphasized in the parliament: We must pursue the murderers, commanders and managers of this crime like a shadow and not let anyone imagine that he can attack the leader of the Islamic community and continue his normal life without bearing the consequences.
Pointing to the difference between bloodlust and mere emotional reaction, he said: the martyr's leader's bloodlust is not a simple and purely emotional demand. The issue is not that the emotions of the society have been damaged and now an action must be taken so that people can find some peace; Rather, the issue is the security and life of the Islamic society.
Siraj added: God Almighty has placed the life of the community in the decree of retribution. Retribution is not just an individual reaction or personal revenge, but can play an important role in preventing the recurrence of crime and creating deterrence.
He clarified: For this reason, the blood lust of the martyred leader should become a national determination. Those who are present in the square, the people who give speeches, the officials with the podium, the media, newspapers and institutions that have social influence should play their role in this direction.
Tehran's representative in the parliament continued: "The least negligence in this field is not acceptable and everyone should have a clear position on the demand for bloodshed." Whether it is the Minister of Foreign Affairs, the President or other officials of the country. In domestic and international forums, this question should be clearly raised on the basis of which license and basis such an action against Iran was carried out.
Pursuing murderers and perpetrators; A way to prevent recidivism
The representative of the people of Tehran in the parliament, referring to previous experiences in the field of prosecuting the perpetrators of terrorist acts, stated: After the martyrdom of Soleimani, the necessity of prosecuting the perpetrators of this act was also raised. Also, in the past, after Imam Khomeini's (RA) verdict on Salman Rushdie, the issue of prosecuting and imposing restrictions on him was raised, and this issue created significant security costs for him.
He added: "Even today, the killers of the martyred leader, the commanders and the perpetrators of this crime should be paid a price so that not only they do not feel safe, but also others do not dare to repeat such an act."
revenge; A religious ruling with the function of deterrence and security
Emphasizing that revenge has a place beyond personal revenge in the eyes of Islam, Siraj said: God Almighty has placed the life of human and Islamic society in revenge. Revenge is neither a blind assassination nor simply bloodlust; Rather, it is a sentence that can ensure justice, remove oppression from society and prevent the repetition of crimes.
He added: This verdict is important for both the Iranian society and the Islamic Ummah. If the security of the country is to be maintained and the assassination of the community leader is to be prevented, we must seriously pursue the demand for revenge.
The representative of the people of Tehran continued in the parliament: the demand for the blood of students, scientists, commanders and other martyrs who lost their lives in these attacks should also be on the agenda. In this context, the Islamic Republic has the duty to take the necessary legal and judicial measures, and the parents of the martyrs also have their legal rights.
We do not have a legal loophole to pursue the revenge of the perpetrators of terror
At the end, referring to the legal bases of pursuing this case, Siraj stated: The Islamic Council has not observed a specific legal gap in this field in its investigations. As mentioned in this meeting, there are relevant legal bases in domestic laws and international documents and rules.
He added: In terms of jurisdiction, when a crime has occurred in the territory of a country, competent domestic courts can deal with it according to the relevant laws. Therefore, in the case of actions taken against Iran, legal capacities should be used to try the accused.
