Will Currency Purchases Be Taxed? / Tax System Goes Smart / Citizens Choose Where Their Taxes Go

The head of the national Tax Organization, speaking at a joint press conference with the government spokesperson, said the destination of tax revenues shows the country is not on the right track.

According to Arjan's ambassador, Mohammad Hadi Sobanian, the head of the country's tax affairs organization, said in a joint press conference with the government spokesman on Tuesday: About 50 percent of the country's public resources come from tax revenues, which shows that the country is on the right track.

He continued: In the first six months of this year, with the measures taken and with all the measures to support the affected businesses and enterprises, we were able to realize 38.2% of the predicted tax resources.

According to Sobhanian, the revenues collected in the first six months of this year amounted to one thousand billion tomans.

The head of the country's tax affairs organization said: More than 99% of real cases are determined in absentia. This number for legal entities is 86%. We are on the path of digitization and transformation of processes at an accelerated pace.

Sobhanyan said in a press conference about sending SMS messages to the people: We created the beneficiary response system so that if a purchase or sale is made with an individual's national code, he will be notified. Because sometimes they misuse people's names and information for buying and selling. If this happens, people can solve their problem by referring to this system.

According to him, in the first six months of this year, more than 176 thousand billion tomans of tax revenue was collected, which has grown by 56% compared to the same period last year. Also, more than 285 thousand billion tomans have been allocated to municipalities and rural districts from tax sources.

In another part of this press conference, Sobhanian said: The process of making the tax system smarter with the aim of eliminating human interventions and reducing the need for taxpayers to visit in person is being implemented rapidly. So that now more than 99.5% of business cases are processed without human intervention and taxpayers can determine the location of their tax expenditure in construction projects in a new plan. In the past, one of the serious criticisms of the tax system was the large-scale interaction between the taxpayer and the auditor and the need for frequent face-to-face visits, which has now been minimized by modifying the processes. Sobahanian added: One of the important achievements of the full implementation of the "Law on Store Terminals and the Taxpayer System" is the facilitation of the process of refunding overpaid taxes. In the first 6 months of this year, 37 thousand billion tomans of value added tax was returned to taxpayers, which has experienced a growth of 75% compared to the figure of 21 thousand billion tomans in the same period last year. By strengthening the working capital of companies and improving liquidity, this action has greatly contributed to the sustainability of economic activities in the current situation. He said: Changing the attitude towards the nature of tax payment and showing its effects on people's daily lives is another priority of the tax system. Considering that a major part of the government's current expenses, ensuring the country's security and public service expenses such as hospitals, universities and public schools are financed from taxes, the government has implemented the plan for taxpayers' participation in construction projects to increase public trust. In the first 2 years of the implementation of this project (1403 and 1404), about 30 thousand billion tomans of tax resources were used to complete projects by direct selection of the people, which resulted in the financing of 2 thousand 881 national and provincial projects. This action is considered an important step in the direction of clarifying and making tangible the effects of the tax on the development and progress of the country for the general public.

Tax and welfare systems are linked to exclude the affluent subsidizers

In the continuation of the press conference of the head of the tax affairs organization with the spokesperson of the government, Sobhanian said: with the aim of realizing social justice and preventing the simultaneous payment of heavy taxes and receiving subsidies by wealthy people, the process of data exchange between the tax system and the Ministry of Cooperation, Labor and Social Welfare has been accelerated. In advanced economic patterns and based on global experiences, there is a solid link between the tax system and the welfare system under the title of "income tax"; The logic based on which, the amount of tax paid and subsidy received by people should be proportional to each other. Based on this, it is not acceptable for a person who is financially wealthy by paying high taxes to benefit from subsidies or similar government support at the same time.

He said: "For the establishment of this integrated support and tax system, a bill has been prepared for the past few years and it is currently under consideration in the specialized commissions of the Islamic Parliament." Nevertheless, since some measures do not need to be stopped pending the approval of the law, the approach of inter-institutional cooperation is on the agenda.

According to Sobhanian, in this regard, the Tax Affairs Organization relies on the information in its databases, especially the frequent Note 169 database, and provides data and information related to the financial resources of individuals to the Ministry of Cooperation, Labor and Social Welfare. This data helps the Ministry of Welfare to more accurately identify people who are not eligible to receive subsidies or kalaberg and to deliver the government's support resources to the real needy people.

The head of the Tax Affairs Organization emphasized: Rial after Rial of taxes paid by the people are spent on construction projects and public services. In the first two years of the 14th government, 793 schools were built from taxes and this year 909 schools are on the agenda. Also, 498 infrastructure and road construction projects have been built from this place.

In a press conference with the government spokesperson, the head of the country's tax affairs organization said: The approach of the tax system is to help economic actors, considering the war conditions of the country. We extended all the assignments with the permission of the competent authorities and the support of the government.

According to this official, as long as the country is involved in this space, we will help taxpayers and provide tax assignments with more facilities. For example, the distributions of some areas such as tourism have increased and more facilities have been provided to them so that they can maintain their business.

Is the purchase of currency subject to tax?

In the continuation of this press conference with the spokesperson of the government, in response to a question about the concern of buying foreign currency due to taxation, he said: Buying an asset does not mean being taxed. For example, buying currency does not subject you to tax, but if someone starts a business selling currency, it will be taxed.

37 thousand billion tomans of tax was collected through transparency

The head of the Tax Affairs Organization said: The change of strategy of the Tax Affairs Organization in facing the possible errors of the taxpayers has led to tangible results. While in previous years, handling of value-added periods was done with a delay of several years, this year, by implementing the voluntary disclosure program and direct contacts with economic activists, only in July of this year, 37 thousand billion tomans of tax was collected from the place of correction of errors in the four value-added periods of 1404.

The tax organization extends taxpayers' tasks to support production and employment. The head of the tax affairs organization said: Despite the pressures caused by the budget deficit and sensitive conditions of the country, the approach of the tax system since the beginning of the year has been based on supporting economic operators and protecting employment, and to some extent, the deadline for completing all the legal tasks of taxpayers has been extended by obtaining permission from the competent authorities and accompanying the government. This support interaction will continue as long as the effects of the current conditions on the country's economy exist so that companies can operate without worry and do their tasks more easily. Especially in sectors such as the tourism industry and airline companies that have suffered more serious damage, more special facilities have been considered so that the measures of the tax system not only do not disrupt the business of economic operators, but also lead to the stability of production and the preservation of the workforce.

Accounts with high turnover are monitored

In the continuation of the joint press conference with the government spokesperson, Sobhanyan said: Every year, in cooperation with the Financial Center and the Central Bank, we identify non-commercial accounts with high turnover as tax evasion or money laundering.
