United States and Europe Draft Four-Point Plan to Resolve Ukraine Conflict - Report
A U.S. official said the package includes Russia's proposal for an economic and security agreement with Europe that would restore stability to the region.
Washington, October 13. /TASS/. The United States and Europe are working on a four-point proposal to resolve the Ukraine conflict, Washington Post columnist David Ignatius reported, citing sources.
According to these sources, Washington and Brussels are moving towards a joint peace proposal that would bring financial and security interests to Ukraine and Russia as a basis for a territorial settlement. A US official said the package had four main components, including a proposal for Russia to reach an economic and security agreement with Europe that would restore stability to the region.
"Rebuilding Ukraine will be the first pillar," Ignatius said.
Security guarantees for Ukraine and Russia constitute the second essential component. However, it is not yet clear what security arrangements will be offered to Moscow.
The columnist noted: "The third pillar is the economic integration of Russia, Ukraine and Europe through an energy deal. One aspect might be a pipeline that would transport Russian oil and gas to Europe, with Ukraine and Russia sharing the profits." The proposal also gives Russia long-term access to the European energy market and specifies when economic sanctions will be lifted.
The fourth and final piece of the agreement will be a ceasefire on the front lines.
According to the Washington Post, "diplomatic pressure" for this plan was made in a recent meeting in Florida with the presence of American, European and Ukrainian negotiators.
