We Should Not Blame the Public for the Energy Imbalance / The Imbalance Will Not Be Resolved With Recommendations
A spokesperson for the Energy Commission of Parliament stressed that blame for energy consumption should fall on the government and the ruling system, not the public, since reforming consumption patterns is not possible without reforming energy production, supply, and optimization policies.
In a conversation with the energy reporter, Ambassador Arjan, Reza Sephond said, referring to the necessity of macro and national management of the energy sector and the missions of the governing institutions in this sector, policymakers drew goals to improve the country's energy situation in the determined horizons during the compilation of the past 6 development plans, the 7th progress plan and the country's 20-year vision document; But the realization of these goals requires the provision of necessary infrastructures and platforms.
The representative of the people of Khorramabad and Chegani in the Islamic Council added: In these programs, it should have been determined what level the country will reach in the field of energy production, what infrastructures should be created to realize production goals, what investments are needed, and what measures should be taken in the field of energy consumption and optimization so that the gap between production and consumption does not reach the current situation.
Delay in energy consumption optimization
Referring to the provisions related to the optimization of energy consumption in the seventh progress program, the spokesperson of the parliament's energy commission said: In article 46 of this program, issues such as optimization and reduction of energy consumption, saving certificates and the formation of an organization for optimization and strategic management of energy have been taken into consideration. This organization was formed and notified in May and is now active; Also, in the mentioned article, the set of measures that should lead to the reduction of energy consumption is gradually predicted.
Criticizing the gap between the goals of the development plans and the executive performance of the institutions, Sepahund stated: "Unfortunately, in the last 6 development plans, the rate of achieving the goals was less than 35%, and we are behind the schedule in the implementation of the seventh plan as well." Our main problem in this department is the weakness in the implementation of the programs and the failure to perform the predicted tasks correctly.
Referring to the delay in installing smart equipment in various energy sectors, the representative of the people of Khorramabad and Chegani in the parliament said: We are behind the goals of the program in installing smart controls in the field of water, electricity and gas. Also, in the field of metering, measuring and measuring the amount of oil, gas and liquid fuel in different stages of production, transmission, refining and distribution, from the time of leaving the well to reaching the refinery and then the fuel stations, we are facing a backlog. There is a similar situation in the field of gas.
He continued: In the field of investment, measures have been taken to use low-consumption coolers and heaters, but these measures are still far from the goals and requirements of the program and should be followed more seriously.
People are not to blame for energy imbalance
Emphasizing that the responsibility for the energy shortage cannot be attributed solely to the people, Sephund stated: When it is said that the consumption of gasoline, diesel, gas and electricity in the country is high compared to many other countries, it should be noted that the goods that are offered to the people under the title of supporting domestic production and under exclusive conditions are in many cases high consumption; From home appliances to cars. In such a situation, people cannot be expected to reduce their consumption without improving the quality and amount of energy consumption of these goods.
Referring to the increasing trend of gasoline consumption in the country, he added: Gasoline consumption increases by about 6% annually. There are about 25 million cars and 6,500,000 motorcycles with fuel cards in the country, and in total, the number of these vehicles reaches about 32 million units.
fuel consumption of cars in the country; Four times Turkey
The spokesperson of the Parliament's Energy Commission stated that the fuel consumption of the country's car fleet is worth considering and said: Based on the above comparison, the consumption of this set of cars in the country is about four times the consumption of Turkey and is equal to the fuel consumption of two countries, France and Germany. Countries that have a total of more than 90 million cars. This comparison shows that the main problem should be found in the way of energy governance and the quality of used cars, rather than to attribute high energy consumption to people's behavior.
He emphasized: If low-consumption, hybrid and electric cars are available to the people, we can expect that fuel consumption in the country will decrease significantly. If Iranian people have access to standard and low-consumption cars, they will have no reason to consume more than the people of European countries and neighboring countries.
In the end, Sepahund pointed out: In the matter of energy consumption, the finger of accusation should be directed towards the government and sovereignty; Because the responsible institutions are responsible for making decisions, providing infrastructure, correct implementation of laws and correcting the conditions of production and supply of consumer goods. Until the necessary reforms are made in these areas, we cannot expect to solve the energy imbalance just by advising the people.
